(Baonghean.vn) - On the afternoon of February 17, under the chairmanship of comrade Le Xuan Dai, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, the Provincial People's Committee held a meeting to listen to and give opinions on the Project on market development in the province for the period 2016-2025. Also attending were representatives of the Departments of Industry and Trade, Agriculture and Rural Development, Finance, Planning and Investment, etc.

Currently, the province has 405 operating markets, of which 244 are class 3 markets, accounting for 59.75%. There are 154 permanent markets, 133 semi-permanent markets, and 118 temporary markets. The total market land area of the province is 210 hectares, with an average area of each market of more than 2,200 m2. Regarding the distribution of the market network, there are two ways: natural market distribution and population distribution. The types of goods circulating through the market currently include: fresh food, groceries, agricultural products, dried and semi-processed products, and products of small-scale producers.
From 2011 to 2015, the province invested in building 102 markets, with a total capital of 200 billion VND.

Currently, there are 16 markets in the province that have converted their management model, of which 7 are managed by cooperatives and 9 are managed by enterprises, accounting for 4% of the total number of markets operating in the area. This is the initial result, basically meeting the needs of economic development and trade of local people.
However, besides the achieved results, the mobilization of social capital for market construction is not high. Some markets are not operating effectively, in remote mountainous areas, market management is still limited and food hygiene and safety, fire prevention have not received due attention.
According to the market development project for the period 2016-2020, taking into account the year 2025 presented by the Department of Industry and Trade, by 2020 the whole province will have 477 markets, including 22 class 1 markets, 64 class 2 markets, and 358 class 3 markets. On the basis of maintaining 175 markets, it is planned to build 169 new markets (building on temporary market foundations of 97 and developing 72 more markets) and it is planned to renovate, upgrade, and expand 133 markets. By 2025, the whole province will have 535 markets, and it is expected that the whole province will change the management, exploitation, and business model of 31 more markets.

After listening to the comments of the members attending the meeting, comrade Le Xuan Dai, Vice Chairman of the Provincial People's Committee concluded: The market development project is extremely necessary to meet the production and consumption needs of the people in a timely manner, and on that basis contribute to the economic restructuring of the locality and the whole province. However, the implementation process must ensure the development of the market in a civilized direction, combining traditional and modern elements and having the participation of economic sectors; Diversifying the types of distribution organizations as well as enriching service activities and business methods.

Regarding the solution to implement the project, the investment in market construction must be implemented in accordance with the approved planning, with preferential policies on fees, charges, and taxes to attract traders to invest in market management. For the project to be successfully implemented, it is necessary to focus on solutions on investment capital, human resources, environment, conversion of market management model, strengthening state management of the market system, etc. Based on the opinions of departments and branches, the Department of Industry and Trade needs to supplement and complete the project so that the Provincial People's Committee can approve it in the near future.
