Dien Chau: More than 10,000 land titles have not been delivered to the people

For the agricultural land group, Dien Chau district has granted first-time land use right certificates to 97.46% of the total 13,262.53 hectares. However, the rate of renewal is still low, only reaching 21.63%.

For non-agricultural land, the first issuance of land use right certificates for rural residential land reached 96% and for urban residential land reached 96.1%. However, the issuance of new land use right certificates for rural residential land only reached 55%, while urban areas reached a higher rate of 82% of the area.

The remaining cases that have not been granted land use right certificates are mainly due to the lack of valid documents, complicated land use origins, violations of land laws; illegal sales and transfers; conversion of land use purposes, illegal construction, encroachment on public land; land management records and documents over the periods are still sketchy, not updated and corrected in a timely manner, so determining the origin, land use process, and increased or decreased area is difficult;...

At the meeting, the leader of Dien Chau district also explained that one of the reasons for the delay in granting land use right certificates was that the consulting unit did not have enough human resources to do it.

Currently, the Department of Natural Resources and Environment signs contracts with consulting units to carry out the steps from measuring to printing the cover. After that, the District Land Use Registration Office and the Department of Natural Resources and Environment will re-check and submit to the Vice Chairman of the District People's Committee in charge of signing the land cover.

“If the consulting unit is a little irresponsible, or they are far away, or take on many projects at once with limited human resources, it will be very difficult for the locality,” said Chairman of Dien Chau District People’s Committee Chu The Huyen. At the same time, he said that in recent years, in reality, consulting units in the district have not been able to arrange human resources to meet the demand. This is one of the reasons for the delay in the application for granting land use right certificates.

From there, the head of Dien Chau District People's Committee proposed, the Provincial People's Council proposed to urge consulting units to speed up the implementation progress.

Another issue that monitoring shows is that Dien Chau district still has 10,046/37,250 land use right certificates that have not been handed over to the people.

Mr. Tran Hoai An - Director of the District Land Use Registration Office said that to speed up the progress, Dien Chau district has notified the commune to inform the people; at the same time, it has carried out procedures to transfer the Land Use Certificates to the commune in batches and people only need to bring the first issued Land Use Certificates to the commune headquarters to receive them; in addition, the District Land Use Registration Office always arranges staff on duty to return them to the people.

Ms. Thai Thi An Chung - Deputy Head of the Provincial People's Council's Legal Committee assessed that the first issuance of land use right certificates for agricultural and non-agricultural land in Dien Chau was high; at the same time, attention was paid to the issuance and renewal of land use rights certificates, and administrative procedure reform in this field...

From the monitoring reality, the Deputy Head of the Provincial People's Council's Legal Committee also requested the district to strengthen direction, assign tasks and targets to grant land use right certificates; thoroughly handle backlog files; enhance responsibility in the process of completing procedures and files, ensuring correct and timely issuance; and have solutions to grant more than 10,000 land use right certificates to people.
