Dien Phuc Commune, Dien Chau District, Nghe An Province is a land with a rich historical and cultural tradition. For generations, generations of people here have been united, attached to each other, industrious, creative in labor, resilient, brave in fighting against foreign invaders, protecting the homeland.

During the resistance war against French colonialism and American imperialism, the people of Dien Phuc commune, under the leadership of the Party, maintained and promoted the achievements of the August Revolution in 1945. Step by step, they built and consolidated a strong rear base, contributing human and material resources to the resistance war.

In that glorious victory of the nation, there was a part of the blood and bones of the children of Dien Phuc and countless young men and women who traveled a long way to participate in the resistance war. The people and armed forces of Dien Phuc commune were honored to be awarded the title of Hero of the People's Armed Forces by the State. After peace was restored, the government and people of Dien Phuc commune joined hands and united to build their homeland to become increasingly prosperous and strong.

These days, coming to Dien Phuc commune, Dien Chau district, we can clearly feel the change here, the countryside is bright, green, clean, beautiful, civilized, people's lives are increasingly improved. The highlight is the synchronous investment in infrastructure, the main traffic system, village roads, alleys of the commune are asphalted, concreted, spacious, flat, convenient for people to travel and develop services.

The commune road network consists of 15 routes with a total length of 5.91 km, with a road surface width of 6 m, concreted and asphalted with a width of 5 m, and a drainage system. The commune roads are fully installed with traffic signs according to regulations; speed bumps are arranged at the intersection branches from the commune road intersecting with the village road and above. The school system and medical stations are also newly built and spacious.

The irrigation system and internal roads have been concreted, creating favorable conditions for agricultural production. This is the result of the dynamism of the commune leaders and the joint efforts of the people.

Launch a widespread emulation movement

Mr. Mai Duc Cuong - Chairman of Dien Phuc Commune People's Committee said: Determining the construction of an advanced new rural commune is the top priority task, recently, the commune has launched a widespread emulation movement in political and social organizations and the entire population. To complete the advanced new rural commune, the locality has focused on reviewing and evaluating to grasp the criteria that have been achieved and not achieved, from which to build a specific plan, propose implementation methods and completion time.

Assigning specific tasks to members, the Party Committee and the commune government chose easy tasks to do first, difficult tasks to do later, along with propaganda, mobilizing the cooperation and contribution of the people, especially socialized resources to complete difficult criteria. People agreed to respond, actively donated land, and broke down private house fences to expand traffic routes and social welfare works of the commune.

Since then, the program of building new advanced rural areas has created a strong change for Dien Phuc commune in recent years. The greatest achievement is that people have been enjoying the "sweet fruits" of economic, cultural and social development.

In recent years, Dien Phuc commune has been proactive in shifting the economic structure in the right direction, diversifying production and business sectors. Such as increasing the proportion of small-scale industry, construction, services, trade, focusing on mobilizing resources for building social welfare infrastructure, improving the material and spiritual life of the people.

In particular, with advantages in traffic and geography, the commune exploits the advantages of National Highway 7, National Highway 1A and adjacent to Dien Chau town to promote strong development in the field of commercial services and ancillary industries, such as trading in gasoline, wood, civil carpentry, construction materials, hotels, restaurants, etc.

For 248 hectares of agricultural land, the commune promotes the development of single-variety rice and high-income color field models, applies scientific advances in production and livestock breeding, and builds clean fish sauce products that meet 3-star OCOP standards.

Thanks to the continuous efforts, Dien Phuc commune has changed dramatically, the economic growth rate is increasing, the average total income in 2023 will reach 56 million VND/person/year, and in the first 6 months of 2024 it will reach 5.8 million VND/month.

During 8 years of implementing the National Target Program on Advanced New Rural Construction, Dien Phuc commune has mobilized more than 155 billion VND for the Advanced New Rural Construction Program, of which people contributed more than 4.9 billion VND and thousands of working days, donating thousands of m²Land, trees, fences; construction of welcome gates, volleyball courts in villages. Dien Phuc commune invested in building and upgrading over 20 hamlet and commune roads.

With these achievements, in 2017, Dien Phuc commune was recognized as a commune meeting the new rural standards. On January 15, 2024, the Provincial People's Committee issued a decision to recognize the commune as meeting the advanced new rural standards.

Not only creating a strong change in economic development, the local cultural and social work has achieved many remarkable results. The People's Committee of the commune built a new multi-functional cultural house worth more than 10 billion VND, the commune has 1 football field, 2 volleyball courts. In all hamlets, there are combined playgrounds for children, volleyball courts, football fields, badminton courts, and installation of appropriate sports equipment to serve the people.

The education system continues to develop in terms of scale, quantity and quality, achieving high results in universalizing preschool, primary and secondary education; the general education universalization program has achieved good results. People's health care is regularly concerned; political security and social order and safety are maintained. Cultural, artistic, physical education and sports activities are maintained and developed.

With the determination of the local Party Committee and government and the joint efforts of the people, it is expected that Dien Phuc commune will increasingly develop towards a model new rural commune.
