The National Assembly delegation worked with the Provincial People's Committee before the 10th Session

Many bright spots

At the meeting, reporting to the Provincial National Assembly Delegation on the implementation of the socio-economic development plan and state budget in the first 9 months of 2025, the Provincial People's Committee emphasized: In the context of being directly affected by 3 storms and focusing on Party Congresses at all levels, implementing 2-level local government, but with the drastic, timely and effective leadership and direction of the entire political system, the socio-economic situation in the province continues to have many bright spots.

Notably, the total product growth rate is estimated at 8.61% (ranked 11th out of 34 provinces and cities and second in the North Central sub-region). Budget revenue for the first 9 months is estimated at VND 20,015 billion, reaching 113% of the estimate, equal to 129.7% of the same period.

Disbursement results reached 45.27% of the total plan and 50.99% of the plan assigned at the beginning of the year. Attracting cumulative investment in 2025 (as of September 30, 2025), the province has approved investment policies/issued investment registration certificates for 55 projects/total investment of more than VND 11,275 billion; adjusted 147 projects, of which 42 projects adjusted to increase capital by more than VND 22,560 billion. Newly established 2,452 enterprises, with a total registered capital of VND 29,684 billion; 616 enterprises resumed operations.

The province has also organized the arrangement, streamlining of the apparatus and gradually stabilized the operation of the two-level local government apparatus; at the same time, successfully organized the 20th Provincial Party Congress and the grassroots level for the 2025-2030 term.

Through the National Assembly deputies' contact activities with voters before the 10th session, at the meeting, the Provincial National Assembly Delegation informed the Provincial People's Committee of 11 issues of concern and recommendations from voters, in 4 fields: Construction, agriculture and environment, education - training, and internal affairs; at the same time, there were 7 contents that voters recommended before the 9th session that have not been clearly answered with the results of the resolution.

Proposed research to remove practical obstacles

From the practical direction and management and on the basis of 18 issues reflected by the National Assembly Delegation and 4 contents raised by the meeting participants, the leaders of the Provincial People's Committee and provincial departments and branches have absorbed and directly explained and recommended a number of issues to the Provincial National Assembly Delegation.

Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee proposed that the Provincial National Assembly Delegation pay attention to conveying to the National Assembly, the Government and the Central Ministries, Departments and Branches to remove difficulties, obstacles and shortcomings for a number of issues. The focus is on researching changes to the work processing process to be more synchronous and concise, along with timely support for tools to ensure that the 2-level local government operates effectively, efficiently and effectively, serving the people well.

At the same time, it is recommended that the Central Government study a mechanism to protect officials when there are currently many individual documents of some Central Ministries and branches that are not in accordance with the spirit of the provisions of the law, decrees, and circulars; have a plan to remove difficulties for people related to the current high land use conversion fee, both meeting the real needs of the people and avoiding budget loss when transferring for commercial purposes; remove difficulties and inadequacies between the provisions of the law and the reality and aspirations of the people in granting land use right certificates and compensation and site clearance; remove obstacles for projects with slow progress...

Pay attention to promptly resolving voters' recommendations and reflections.

Concluding the meeting, Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Head of the Provincial National Assembly Delegation highly appreciated the efforts in directing and managing the socio-economic development of the province in the context of many difficulties and challenges; at the same time, affirmed: the more difficult it is, the more the spirit of solidarity and sharing among the people shines and this needs to continue to be promoted, contributing to improving the quality of life of the people, promoting the overall development of the province.

The Head of the Provincial National Assembly Delegation also acknowledged the close and effective coordination, companionship and support relationship between the Provincial People's Committee and the Provincial National Assembly Delegation in recent times, especially in informing and making recommendations to the National Assembly, the Government and the Central Ministries and branches to resolve and remove difficulties and shortcomings from practice and promptly resolve proposals, recommendations and reflections from voters and people, contributing to ensuring peace for the people, strengthening social consensus and promoting development.

Comrade Vo Thi Minh Sinh also accepted 23 contents that the province had compiled to report recommendations and proposals to the Central Government along with many issues that continued to be raised by the leaders of the Provincial People's Committee, provincial departments and branches at the meeting; at the same time, she affirmed that, with the responsibility of the Provincial National Assembly Delegation, she would fully convey them to the National Assembly and the Government for resolution in the coming time. She also requested the Provincial People's Committee to focus on promptly resolving the recommendations and reflections of voters sent by the National Assembly Delegation.
