Discussion content: Draft Law on Participation in United Nations Peacekeeping Forces; Draft Resolution of the National Assembly on mechanisms and policies for private economic development; Draft Resolution of the National Assembly on a number of special mechanisms and policies, creating breakthroughs in law making and enforcement.

Discussing the draft Resolution of the National Assembly on a number of special mechanisms and policies, creating breakthroughs in law making and enforcement, Mr. Tran Nhat Minh - National Assembly member in charge of Nghe An delegation said that the current name could cause misunderstanding about the scope of application.
According to delegates, the resolution does not cover all law enforcement activities, but only regulates some activities directly related to law making.
Therefore, the delegate proposed to amend the resolution's name to: "Resolution on a number of special mechanisms and policies to create breakthroughs in law-making and a number of law enforcement activities", to correctly reflect the content and scope of regulation stated in the draft.

Delegates expressed agreement with the proposal and review report on adding support policies for people working in local law-making, but said that the list of subjects in the draft is still lacking.
Specifically, according to the draft, only full-time People's Council delegates under the Legal Committee and some positions under the Department of Justice are eligible for support.
Meanwhile, in reality, many full-time delegates at other committees of the provincial People's Council such as the Economic - Budget Committee, the Ethnic Committee, the Cultural - Social Committee... also directly participate in drafting and reviewing legal resolutions but are not on the list of beneficiaries of the policy.
“For example, in Nghe An, the Economic - Budget Committee is the unit with the largest number of resolutions examined in each session,” the delegate cited and proposed adding full-time delegates from other committees of the provincial People's Council to the list of supported members.
In addition, delegate Tran Nhat Minh also proposed to include in the support list officials and civil servants of the Office of the National Assembly Delegation and Provincial People's Councils, who directly advise and serve the work of law making.

Participating in the discussion of the draft Resolution of the National Assembly on a number of special mechanisms and policies, creating breakthroughs in the construction and organization of law enforcement, delegate Nguyen Van Chi - Deputy Chairman of the National Assembly's Economic and Financial Committee said: When reading the draft appendix listing the agencies and departments that are entitled to the allowance regime according to regulations, there is a provision "departments doing legal work at ministries".
However, from the actual work, the delegates realized that in many ministries, the law-making, that is, directly drafting the draft law, is often undertaken by specialized departments. The legal department is mainly responsible for reviewing and appraising to ensure the constitutionality, legality and consistency of documents according to legal regulations.
According to delegate Nguyen Van Chi, if only stipulating subsidies for the legal department without including specialized departments directly drafting laws, it will not be suitable for the actual implementation of tasks and the drafting agency is requested to pay attention in the process of perfecting the policy.
There needs to be a specific policy for women to participate in peacekeeping forces.
Discussing the draft Resolution of the National Assembly on mechanisms and policies for private economic development, delegate Hoang Thi Thu Hien - Permanent Vice President of the Women's Union of Nghe An province proposed to revise the concept of "creative start-up enterprises".
According to the delegate, the explanation of the terms in the draft resolution on the mechanism and policy for private economic development is not really satisfactory. Specifically, the concept of "innovative start-up enterprise" is explained as "enterprise with high growth potential and risk". This definition does not reflect the true nature and is not appropriate.
According to the delegate, the "high risk" factor should not be emphasized, because it can easily cause misunderstanding about the nature of this type of business.
Delegate Hoang Thi Thu Hien also expressed concerns about the structure of the draft resolution. Specifically, after the chapter on general provisions, the next chapter is about inspection, examination and handling of violations, while this is a resolution aimed at creating a breakthrough to promote private economic development.
“After the general regulations chapter, we should focus on support policies and incentive mechanisms to promote development. Putting the inspection and examination chapter up too early can easily create a feeling that it is not in line with the spirit of the resolution,” the delegate suggested, suggesting that the order of the chapters be adjusted to reflect the spirit of encouraging and supporting the private sector.

Regarding the draft Law on Participation in United Nations Peacekeeping Forces, the delegate from Nghe An proposed adjusting the name of the law to fully reflect the nature of participation and commented on some contents related to regulations on the position and functions of the United Nations peacekeeping forces...
Delegates were particularly interested in the conditions for civilian participation in the context of peacekeeping missions in many countries, especially in Africa, which have harsh climate conditions and unstable security.
While training and equipment for defense and security forces are clearly regulated, similar content for civilian forces has not been fully mentioned. Delegates proposed to supplement regulations on training, coaching and specific support policies for civilian forces, especially during the actual deployment phase in mission areas.
The delegate agreed with the previous opinion of delegate Tran Nhat Minh on the need for specific policies for women participating in peacekeeping forces. “In addition to general encouragement, the law needs to have clear regulations on specific support regimes for women participating in overseas missions, to ensure safety, peace of mind at work and demonstrate real gender equality,” the delegate said.
