Central Party delegation attends the United Russia Party Congress
From June 26-28, at the invitation of the leadership of the ruling United Russia (ER) party, the delegation of the Communist Party of Vietnam led by Mr. Pham Xuan Son, Deputy Head of the Party Central Committee's External Relations Commission, attended the second phase of the 15th ER Party Congress in Moscow, the Russian Federation.

The congress was attended by about 3,000 delegates and 29 international delegations. In his opening speech at the plenary session of the congress, Russian President Vladimir Putin emphasized that this is a particularly important political event not only for ER but also for Russia in general.
The Congress approved the Election Platform, a document defining the development strategy for the next 5 years and the list of candidates for the 7th State Duma (Lower House), scheduled to take place on September 18.
Reviewing some features of the founding process and achievements of Russia in recent years, President Putin emphasized that the ER Party is the only political force in the Russian Federation strong enough to help improve and enhance the quality of people's lives, strengthen the great national unity bloc, and build a powerful Russia like today.
Within the framework of the congress, a roundtable discussion “The World 2016: Opportunities and Challenges” took place with many topical and urgent topics in the current international political and security life. Attending the discussion were many senior ER leaders such as State Duma Chairman Sergey Naryshkin, Chairman of the ER Supreme Council Boris Gryzlov and many other senior leaders and about 100 international guests.
In his welcoming speech at the conference, Chairman of the Supreme Council ER Gryzlov expressed his thanks to the political parties and international friends for sending representatives to attend the congress, considering this a vivid manifestation of cooperation and support from political parties for ER before the State Duma elections.
ER leaders highly appreciated and thanked the Communist Party of Vietnam for sending a delegation; reiterated that Vietnam is a comprehensive strategic partner of the Russian Federation, the first non-regional country to sign a Free Trade Agreement (FTA) with the Eurasian Economic Union (EAEC); expressed hope that when the FTA comes into effect, economic and trade relations between Vietnam and this region will increasingly develop and prosper.
Discussing the current global challenges that the world is facing such as terrorism, climate change, poverty, migration crisis, territorial disputes, regional conflicts, cyber security, etc., the ER leader said that no country can solve these challenges alone but requires the efforts and cooperation of the international community.
In an unstable political and security environment, countries, in addition to government channels, need to pay more attention to enhancing dialogue, through inter-parliamentary cooperation channels and political parties. Regarding territorial disputes in the East Sea, ER believes that relevant parties need to enhance dialogue and resolve conflicts by peaceful means, based on the principles of international law.
The Vietnamese delegation had meetings and contacts with ER leaders and a number of international delegations attending the congress. Deputy Head of the Party Central Committee's Foreign Affairs Commission Pham Xuan Son delivered a speech at the conference, outlining some major features of the current world and Asia-Pacific situation, the recent complicated developments in the East Sea and Vietnam's viewpoint on resolving disputes; highly appreciating the role and position of the Russian Federation as a Eurasian power.
Mr. Pham Xuan Son suggested that Russia continue to play a more active role in preventing challenges, repelling risks, and making worthy contributions to building a peaceful, stable and prosperous Asia-Pacific region./.
