Before leaving, he did not forget to leave instructions in his historical Testament for the entire Party, army and people: "Immediately after our people's resistance war against the US to save the country was completely victorious, the first task for people is to take care of wounded soldiers and those who contributed to the cause of national liberation and reunification."

In 2020, the Standing Committee of the National Assembly amended and promulgated the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution, with many new points. This Ordinance stipulates the scope, subjects, conditions, criteria, preferential treatment for people with meritorious services to the revolution and their relatives; works to honor martyrs, martyrs' graves; resources for implementation; state management; responsibilities of relevant agencies, organizations and individuals in implementing policies and preferential treatment for people with meritorious services to the revolution and their relatives.
