Nghe An National Assembly Delegation discusses amendments and supplements to a number of articles of the Law on Officers of the Vietnam People's Army
The Nghe An National Assembly delegation discussed in Group 3 with the National Assembly delegations of Bac Giang and Quang Ngai provinces.

On the afternoon of October 28, the National Assembly discussed in groups the Draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.
The amendment and supplement to the Law on Officers of the Vietnam People's Army is to ensure compliance with the current legal system and the nature and tasks of the Army "as a special labor sector".
At the same time, continue to institutionalize the Party's guidelines and policies and the State's policies and laws on officer building; ensure constitutionality, legality, consistency and synchronization with the system of relevant legal documents; ensure the confidentiality of the Army's organizational structure; ensure feasibility and suitability with the actual conditions of the Party and Army's personnel work.
At the discussion session, National Assembly deputies expressed their opinions on a number of issues such as officers' positions, age of active service; promotion of military ranks for active officers; early salary increase for officers; regimes and policies for officers.

Delegate Tran Nhat Minh - full-time National Assembly delegate from Nghe An delegation agreed with the adjustment and increase of the service age limit for active officers to have more time to serve in the army, especially for officers with high technical expertise, specialized and specialized training; at the same time, it is consistent with the provisions of the Law on Social Insurance on the period of social insurance payment.
The delegate from Nghe An also said that, regarding the regulations on cases of extending the age of service in the Army, the law should only stipulate general principles, and the special cases of extending the retirement age in the army should be assigned to the Minister of National Defense to stipulate, thus ensuring comprehensiveness and flexibility in the implementation of the law.
Delegate Tran Nhat Minh also agreed with the content of the draft Law regulating the promotion of military ranks and salary increases for officers ahead of schedule; at the same time, he suggested that the drafting agency study and clearly define the authority of the Ministry of National Defense or the Ministry of Home Affairs in the matter of salary; in which, the delegate leaned towards the viewpoint of assigning the Ministry of Home Affairs to make regulations to ensure consistency in State management of salary.

Major General Tran Duc Thuan - Standing Member of the National Assembly's Committee on National Defense and Security, a delegate from Nghe An, acknowledged that in order to draft the Law, the Ministry of National Defense has implemented it very carefully through organizing a summary, collecting opinions from the grassroots level to the ministerial level and from departments, ministries, branches, and localities, and seeking opinions from experts and scientists so that the content reflects the specific and special tasks of the Army, has long-term stability, and is highly feasible.
General Thuan also said that, in terms of general viewpoints, in amending and supplementing this Law, the National Assembly should only stipulate general conditions, principles, and major issues, while the rest should be strongly decentralized to the Government and the Ministry of National Defense to stipulate details such as age regulations, in addition to ranks and military ranks, there are also professional ages, expertise, specialized sectors and fields in the Army, elaborate training, high technology; at the same time, pay attention to stipulating policies that are feasible in practice such as housing for soldiers...
