(Baonghean.vn) - On March 6, the Provincial National Assembly Delegation led by Comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation supervised the topic "Implementation of policies and laws on energy development in the period 2016-2021 in Nghe An province" in Que Phong district.

The monitoring activities are carried out in accordance with Plan No. 355/KH-DGS dated October 28, 2022 of the Monitoring Delegation of the National Assembly Standing Committee on thematic monitoring of "Implementation of policies and laws on energy development in the period 2016-2021".

Attending the monitoring activity were representatives of the Provincial People's Council, the Provincial Fatherland Front Committee, the Department of Industry and Trade, leaders of Que Phong district, and Hua Na Hydropower Joint Stock Company.

10 hydropower projects with a total installed capacity of 353.8 MW

Before working with the People's Committee of Que Phong district and Hua Na Hydropower Joint Stock Company, the monitoring team surveyed the dam, reservoir and area.Hua Na Hydroelectric Plant.

The Hua Na Hydropower Project was approved for investment and construction by the Prime Minister in Document No. 129/TTg-CN dated January 19, 2006, with a total investment of VND 7,092.98 billion.

This is the second largest hydropower project in Nghe An province, supplying an average of 650 million kWh to the national power system each year, contributing to ensuring national energy security and socio-economic development in the region. In the period from 2016 to 2021, the project contributed more than 483.39 billion VND to the Nghe An provincial budget, contributing to promoting socio-economic development in Que Phong district, Nghe An province.

At the working session, according to the report of Que Phong District People's Committee, up to now, the district has approved 10 hydropower projects with a total installed capacity of 353.8 MW; of which 8 hydropower projects are generating electricity into the national grid with a total installed capacity of 318 MW (specifically: Hua Na 180 MW, Chau Thang 14 MW, Ban Coc 18 MW, Sao Va 3 MW, Nhan Hac (A,B) 59 MW, Nam Giai 4 MW, Dong Van 28 MW, Song Quang 12 MW), there is 1 project in the construction phase and completing the conditions according to regulations (Chau Thon hydropower plant, capacity after design adjustment 29.8 MW), 1 project is temporarily suspending investment due to problems with site clearance (Tien Phong hydropower plant with a designed capacity of 6 MW, problems with changing forest use purposes).

With 10 hydropower projects/works under construction, ensuring to meet the requirements of sustainable economy while supplying and transmitting electricity to neighboring areas; mechanisms, policies, and coordination of activities between sectors and sub-sectors to ensure energy security are implemented according to State regulations. At the same time, with the existing power transmission infrastructure system in the area (including: 110 kV lines, 35 kV lines, 0.4 kV lines and substations) meeting the capacity to supply electricity for production and daily life in the district.

Regarding the mechanism, policies, and coordination of activities between fields and sub-sectors to ensure energy security. Specifically, Que Phong District Party Committee issued Plan No. 40-KH/HU dated April 29, 2021 on implementing Action Program No. 11-CTr/TU dated March 10, 2021 of Nghe An Provincial Party Committee with 7 guiding contents on energy development in the district.

At the same time, implementing Plan No. 330/KH-UBND dated June 16, 2021 of the People's Committee of Nghe An province on implementing Action Program No. 11-CTr/TU dated March 10, 2021 of the Provincial Party Committee with tasks and solutions to develop primary energy sources in the direction of enhancing autonomy, diversification, ensuring efficiency, reliability and sustainability, specifically, the District People's Committee has coordinated with Departments and branches to implement the following contents: proposing and coordinating the development of policies, plans and planning for sustainable development in the energy sector; providing stable electricity to villages, hamlets, and residential areas with difficulties and special difficulties; directing and propagating the economical and efficient use of energy sources...

In addition, the work of clearing the power grid corridor in the area has had many encouraging results. Que Phong is the first district to issue a plan to clear the power grid corridor and mobilize the entire political system to implement it. Contributing to improving the reliability of power supply, reducing the number of sudden power outages from 631 times in 2018 to 15 times in 2022.

Effective implementation of policies and laws on energy development

At the working session, based on the report of Que Phong District People's Committee and Hua Na Hydropower Joint Stock Company, members of the monitoring delegation requested clarification of a number of contents. Among them, there were issues related to the allocation of agricultural land to people, specifically for 154,616 hectares of agricultural land that had been allocated but had natural forests; resettlement issues; people's rights related to hydropower, direct impacts from hydropower... At the same time, the delegation also raised concerns about the fact that there are currently 350 households in Tri Le and Cam Muon communes that still do not have access to electricity.

Speaking at the concluding session of the supervision session, comrade Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation highly appreciated the state management and implementation of policies and laws on energy development of Que Phong district, as well as the contributions of hydropower plants, including Hua Na Hydropower Plant.

With the difficulties and problems raised by the members of the delegation, the Deputy Head of the Provincial National Assembly Delegation requested the District People's Committee to coordinate with specialized agencies and investors of hydropower projects to promptly resolve them, specifically helping people in Tri Le and Cam Muon communes to use electricity soon... Along with that, continue to exploit and utilize the water surface of hydropower reservoirs in the area to develop aquaculture, as well as tourism development plans.

For investors of hydropower projects, it is necessary to properly implement reservoir operation procedures and flood and storm prevention plans to ensure dam safety, flood prevention plans for downstream areas, and proactively respond to unusual weather events. Fully comply with local regulations, ensure security and order in the area; actively participate in social security work, help poor and near-poor households in the area...

As for Hua Na Hydropower Plant, in the coming time, the factory needs to coordinate with the District People's Committee to thoroughly resolve the issue of allocating production land to the people.
