The inspection activities focused on 3 contents: Results of the implementation of Project No. 01 DA/TU (Project No. 01) of the Provincial Party Standing Committee on "Building Party cells, developing Party members in blocks, hamlets, and villages without Party cells, without Party members, and blocks, hamlets, and villages at risk of no longer having Party cells in the period of 2016 - 2020"; Resolution No. 02-NQ/TU of the Provincial Party Executive Committee on "rotation and transfer of Party members, leaders and managers in the period of 2016 - 2020"; Project on training and fostering leaders and managers in Nghe An province, period 2012 - 2020.

Improve the quality of training of leaders and managers

Implementing the Project on training and fostering leaders and managers of Nghe An province in the period of 2012 - 2020, the Standing Committee of Quy Hop District Party Committee promptly disseminated the objectives, tasks and solutions to all cadres, party members, civil servants and public employees in the district.

During the period 2012 - 2018, the locality had 1,388 leaders and managers trained in politics and ethics; 464 comrades trained in political theory; 167 comrades trained through practice; 1,875 leaders and managers trained in expertise and skills... to gradually improve the qualifications, awareness, and organizational capacity of key cadres from the district to the grassroots level.

Regarding the rotation and transfer of party members, leaders and managers according to Resolution No. 02, Quy Hop has transferred 5 comrades from district to commune; 3 comrades from commune to district; 13 comrades transferred in departments, offices and mass organizations.

Through the rotation work, it has created rationality in the arrangement and assignment of cadres to difficult communes, departments and offices; overcoming the stagnation, localism and closedness in each agency and unit.

Regarding the results of implementing Project No. 01-DA/TU, Quy Hop district has overcome the risk of no longer having Party cells in 3 villages: Noong On, Hat village (Chau Thai); Na Bieng village (Chau Tien). Up to now, the whole district has only 1 hamlet at risk of no longer having a Party cell.

Quy Hop District Party Committee has 61 grassroots Party organizations under the District Party Committee, 436 Party cells under the grassroots Party Committee with 7,949 Party members.

The district has 21 communes and towns (including 14 extremely disadvantaged communes); 286 blocks, hamlets and villages; 28 district-level departments and offices; 6 public service units of the province and 71 public service units of the district.

Speaking at the meeting, Comrade Bui Thanh An - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee highly appreciated the creative and effective ways of Quy Hop district in implementing the policies, resolutions and projects of the Provincial Party Committee.

The Chairman of the Provincial Party Committee's Inspection Commission also noted that in order for the resolution to be put into practical and effective life, the leaders of Quy Hop district need to find solutions suitable to the specific practical conditions of the locality through the stages.

To make the rotation and transfer of cadres effective, in the coming time, local leaders need to closely follow the planning, arrange and assign cadres according to their capacity, and at the same time strengthen the training and development of young cadres.
