Central interdisciplinary delegation inspects judicial records work in Nghe An
(Baonghean.vn) - During the inspection, the Nghe An Department of Justice proposed and recommended to the interdisciplinary delegation to soon advise the Government and the National Assembly to amend and supplement the provisions of the Law on Judicial Records and guiding documents for implementation to be consistent and appropriate.

Reporting at the meeting, a representative of the Department of Justice of Nghe An province said: Recently, the implementation of the Law on Criminal Procedure and guiding documents for its implementation in Nghe An province has achieved good results.
From July 1, 2010 to May 31, 2020, Nghe An Department of Justice issued 152,577 criminal records; received 2,490 cases of automatic criminal record deletion (2,470 records were issued). Of which, over 40,668 records were issued via postal service; 2,945 records were issued online; 6,165 records were verified according to regulation 01 from 2015 to present; 6,165 cases were sent to the National Center for Criminal Records for lookup. Administrative reform in issuing records shortened from 10 days to 7 days. Coordination in looking up and verifying criminal records shortened the prescribed time from 7 days to 4 days.
The work of building, managing, using and exploiting the Criminal Record Database at the Department of Justice has been directed by the Provincial People's Committee, especially requiring the Department of Justice to re-check the accuracy of the information before updating it into the database system and before sending it to the National Criminal Record Center.
At the meeting, the Nghe An Department of Justice also raised difficulties and shortcomings with the working group. Specifically, the coordination between relevant agencies is sometimes not smooth and timely; the Criminal Record Law and its guiding documents are not consistent and overlap with other legal documents; there are practical issues that have not been supplemented or adjusted in a timely manner, causing difficulties in implementation; documents related to the Criminal Record Law are in the process of being completed, affecting the work of building and managing the criminal record database.

To ensure that people do not lose their job opportunities, exit the country or other opportunities and create conditions to help convicted people reintegrate into the community, the Nghe An Department of Justice proposes and recommends that the Inspection Team promptly advise the Government and the National Assembly to amend and supplement the provisions of the Criminal Record Law and guiding documents for implementation to be consistent and consistent with the provisions on criminal record deletion, verifying the conditions for criminal record deletion; study the issuance of a synchronous personal record certificate No. 2 to ensure the confidentiality of personal information; organize many professional training courses; complete the software system to automate the work of building, managing, operating and exploiting the criminal record database...
Speaking at the meeting, Deputy Minister Nguyen Khanh Ngoc highly appreciated the efforts of Nghe An in the leadership and direction of the provincial leaders in implementing the Law on Criminal Record at the local level, especially the good application of information technology in handling work. At the same time, he requested the People's Committee of Nghe An province in the coming time to pay attention to directing and re-evaluating the implementation of Directive 02/CT-BTP dated March 9, 2015 on strengthening the construction, management, use and exploitation of the criminal record database at the local level; focusing on the application of information technology in the coordination between the provincial One-Stop-Shop Department and the Department of Justice.

The Deputy Minister of Justice noted that in the work of the LLTP, it is necessary to demonstrate the spirit of goodwill to serve the people; there must be synchronous coordination between relevant sectors, to create convenience, speed, and save time for citizens; and pay attention to policies for civil servants performing their duties.
