Urging clearance of North-South expressway
Localities mobilize forces to urgently complete the clearance and handover of the North-South expressway site in the second quarter of 2020.
Currently, the progress of site clearance for the North-South Expressway project is behind schedule (70%). Most localities have not completed compensation for agricultural land; land compensation is in the planning stage and has not been approved. Many localities have not yet built resettlement areas such as Nam Dinh, Ninh Binh, Khanh Hoa, Ninh Thuan, Dong Nai, and Tien Giang.
New large-scale technical infrastructure projects are in the survey stage, with plans for compensation and relocation being drawn up. "If localities, owners and users of technical infrastructure projects do not focus on implementing the project, it will be impossible to complete site clearance in the second quarter of 2020 as committed," the Prime Minister's dispatch stated.

The Prime Minister requested that the secretaries and chairmen of provincial People's Committees consider this an urgent task; develop a detailed schedule, complete site clearance, and hand over in the second quarter. Localities where the project passes through must promptly complete construction procedures and deploy 114 resettlement areas; agree on a plan to compensate for technical infrastructure works to hand over the site; and promptly supplement funds if there is an increase.
The Ministry of Transport is assigned to review the site clearance budget. If it exceeds the total investment, it must be promptly handled to ensure sufficient funding.
The total cost of site clearance for the North-South Expressway project in the East is about 12,400 billion VND; the reclaimed area is 4,835 hectares; 3,690 households are resettled. The number of relocated works includes 1,245 power line intersections; nearly 25,500 m of water supply pipes; more than 46,000 m of telecommunication cables.
The North-South Expressway Project is an important national project prioritized for investment in the 2017-2020 period. The National Assembly has approved the investment policy and allocated capital for 11 component projects. In addition to 3 public investment projects, 8 BOT projects.
On March 25, the Government said it would propose to the Politburo and the National Assembly to allow the conversion of the investment form of 8 North-South expressway projects from public-private partnership (PPP) to public investment.
