Dialogue on social insurance and health insurance policies with Nghe An farmers

(Baonghean.vn) - On the morning of June 30, the Central Committee of the Vietnam Farmers' Union, Vietnam Social Security in coordination with the Provincial Farmers' Union and Nghe An Provincial Social Security organized a Dialogue and Policy Consultation Conference on voluntary social insurance and family health insurance for farmers in Dien Chau district.

Attending the conference on behalf of the Central Committee of the Vietnam Farmers' Union were comrade Leu Thi Minh Hue - Member of the Central Committee of the Vietnam Farmers' Union, Deputy Head of the Social Affairs Department of the Central Committee of the Vietnam Farmers' Union. On behalf of the Vietnam Social Security, there were comrade Vu Minh Hue - Head of the Communications Department, Communications Center of the Vietnam Social Security.

On the side of Nghe An province, there were comrades: Vo Van Phong - Vice Chairman of the Provincial Farmers' Association; Le Viet Thuc - Deputy Director of Nghe An Provincial Social Insurance and representatives of Dien Chau district leaders.

Speaking at the opening of the conference, comrade Leu Thi Minh Hue - Member of the Central Executive Committee of the Vietnam Farmers' Union, Deputy Head of the Social Committee - Central Executive Committee of the Vietnam Farmers' Union affirmed that the main topic of the dialogue is to propagate and improve the effectiveness of implementing policies and laws onsocial insurance, health insurance, especially health insurance, voluntary social insurance for farmers. At the same time, answer people's concerns and problems in the process of participating in these types of insurance.

At the conference, farmers were introduced by representatives of the Provincial Social Insurance and disseminated the basic contents of the Party's guidelines and policies, the State's policies and laws on voluntary social insurance and family health insurance; listened to assessments of the results of the implementation of these policies in the district to better understand the implementation situation and the role of social insurance and health insurance policies for local people.

Through the information provided, at the conference, delegates raised questions and received direct answers on a number of issues such as: Benefits of voluntary health insurance, issuance and exchange of health insurance cards,social insuranceFor near-poor and poor households, reduction of contribution levels and other benefits when participating in social insurance and voluntary health insurance.

Accordingly, Vietnamese citizens aged 15 and over who are not in the group of people participating in compulsory social insurance will be able to participate in voluntary social insurance. Participants can choose the contribution level and payment method suitable to their income. The State will have a policy to support social insurance contributions so that participants can enjoy retirement, death benefits and health insurance.

Participating in voluntary insurance with a fixed contribution of 803,000 VND/month for 20 years, when reaching retirement age, the expected pension received for men is 2,522,250 VND; for women is 3,082,750 VND.

Regarding the issue of social insurance participation, many people are interested in the level of one-time social insurance benefits for voluntary social insurance participants. Accordingly, this benefit level is regulated to be 1.5 months of the average monthly income for social insurance contributions for the years of contribution before 2014; 02 months of the average monthly income for social insurance contributions for the years of contribution from 2014 onwards.

In case the social insurance payment period is less than one year, the social insurance benefit is equal to the amount paid, the maximum is equal to 02 months of the average monthly income for social insurance payment.

For the specific household health insurance premium for each person each year, the current premium includes: The first person's premium is 4.5% of the basic salary/month (804,600 VND/year). The second person's premium is 70% of the first person's premium (563,220 VND/year). The third person's premium is 60% of the first person's premium (482,760 VND/year). The fourth person's premium is 50% of the first person's premium (402,300 VND/year). The fifth person and beyond is 40% of the first person's premium (321,840 VND/year).

Regarding the field of health insurance, the information that farmers want to be answered is the level of support when participating in health insurance for some specific subjects. Specifically, health insurance participants who are poor and near-poor households will be supported 100% (poor households will be supported 100% by the State, near-poor households will be supported 70% by the State budget, and localities will support 30%).

In 2022, households working in agriculture, forestry, fishery, and salt production with average income will be supported with 45% of the health insurance premium (of which the state budget supports 30% and the local budget 15%); from 2023 to 2025, they will be supported with 50% of the health insurance premium (state budget 30% and local budget 20%).

Through the dialogue, the awareness of the rights and responsibilities of participating in social insurance and health insurance of the delegates was raised. Strengthening the role and responsibility of the Farmers' Association at all levels in contributing to promoting awareness of social insurance and health insurance to farmers to voluntarily participate.

On this occasion, representatives of the Farmers' Association and the District Social Insurance organized a signing ceremony for 10 households representing households in the district to participate in voluntary social insurance. The Social Insurance Agency of Dien Chau district organized the handover of voluntary social insurance books to farmer members.

The Dialogue and Policy Consultation Conference on voluntary social insurance and family health insurance for farmers will continue to be held in Quynh Luu district on July 1 and Yen Thanh district on July 2.
