Dong Loc strives to achieve the goal of becoming a model new rural commune.

Key highlights

Implementing a two-tiered local government model, Dong Loc commune was established according to Resolution No. 1678/NQ-UBTVQH15 of the Standing Committee of the National Assembly of Vietnam, issued on June 16, 2025. Accordingly, the entire natural area and population of the former communes of Khanh Hop, Nghi Thach, and Thinh Truong in Nghi Loc district were merged into a new commune named Dong Loc. After the merger, the commune has a natural area of ​​29.32 km² and a population of 31,219 people. Following the merger, the Dong Loc commune Party Committee has 51 grassroots Party organizations with nearly 1,878 Party members.

During the 2020-2025 term, despite facing numerous difficulties and challenges, especially dealing with the Covid-19 pandemic, responding to climate change, natural disasters, storms and floods, and the context of administrative unit mergers, the Party Committees of the communes before the merger into Dong Loc commune today, with the spirit of solidarity and high determination of the entire political system and the consensus of all strata of the people, have strived to overcome these challenges, focusing on leading the successful implementation of the goals and tasks set forth in the Resolution of the Party Congress for the 2020-2025 term, achieving many important and comprehensive results in all fields.

Significant achievements have been made in Party building and strengthening the political system; the leadership role, fighting capacity, and quality of cadres and Party members have been increasingly enhanced. The Party Committee and government of Dong Loc commune have focused on effectively implementing key programs. As a result, during the term, the total production value reached over 2,174.44 billion VND; the average growth rate was 10.04% per year. Average per capita income is estimated at 62.2 million VND per year, an increase of over 15.7 million VND compared to 2020. The economic structure has shifted positively towards increasing the proportion of industry, construction, trade, and services; gradually reducing the proportion of agriculture. Many distinctive local agricultural products have been prioritized for development and brand building. Five products in the commune have received OCOP 3-star certification. The commune has focused on decisively directing the advanced new rural development program and has achieved many outstanding results. The total construction cost amounted to 467.32 billion VND, of which the people contributed over 5,100 man-days of labor, 92.95 billion VND, donated 3,235 square meters of land, and demolished 900 meters of fences to build advanced new rural areas. By the end of 2024, all three communes before the merger had achieved advanced new rural area standards.

Leveraging its geographical advantages and land potential, the commune has focused on strongly developing the industrial, handicraft, and basic construction sectors during the past term. To date, there are 144 companies and businesses operating stably in the area, mainly in the fields of logistics, construction, and processing. The entire commune has over 1,200 households engaged in service and trade, primarily focusing on kiosks selling furniture, seafood, and food services. The labor export sector has seen rapid development; currently, 2,195 workers from the commune are employed abroad, contributing to job creation, increased income for residents, and playing a crucial role in the socio-economic development of the locality.

During the term, the infrastructure system received comprehensive investment; 85km of roads and 70km of canals were upgraded, 15 projects for building and renovating schools were implemented, and 21 village cultural centers were constructed. 29 out of 29 villages have standard village cultural centers, and the rate of "Cultural Families" reached 95%. The quality of education at all levels has improved significantly; to date, 11 out of 11 schools have met national standards, with 3 schools achieving level 2 standards. Efforts to secure educational sponsorships and promote learning and talent development have received attention.

Over the past five years, the commune has mobilized over 60 billion VND for the construction, renovation, upgrading, and purchase of facilities serving education, and over 400 million VND for educational and talent promotion activities. Healthcare for the people has been prioritized, with health targets met and exceeded; the health insurance coverage rate is high, and the commune has proactively and effectively controlled epidemics. Digital transformation, the application of information technology, and the development of e-government have been prioritized and implemented synchronously by the Party Committee and the government, achieving high results (ranking among the top in the province in digital transformation). Social welfare policies have been implemented comprehensively, with the poverty rate at 0.8%, a decrease of 0.18% compared to the Resolution; the near-poverty rate is only 2%. National defense and security have been maintained and stabilized.

Building a civilized and modern Dong Loc.

In line with the flow of entering a new era – an era of national progress – the Party Committee, government, and people of Dong Loc commune have identified key, breakthrough tasks for the 2025-2030 term. These include: strengthening the building and rectification of the Party and political system to ensure its purity and strength; building a team of cadres and civil servants with sufficient qualities and capabilities to meet the requirements of the new era; developing the economy in a sustainable direction, focusing on the development of trade, services, and urban areas; attracting investment and promoting the private sector as an important driving force; effectively exploiting land potential and developing high-tech agriculture; and paying attention to environmental protection and green, clean, and sustainable development.

The commune continues to promote the development of socio-economic infrastructure in a synchronized and modern direction; focusing investment on key projects, inter-commune transportation routes, commercial centers, irrigation systems, schools, health stations, and clean water; beautifying residential areas in the direction of "bright - green - clean - beautiful - safe", creating a foundation for building a model new rural commune by 2030.

With the motto "Unity - Democracy - Discipline - Breakthrough - Development," the Dong Loc Commune Party Committee has set 8 economic targets, including striving for an average per capita income of 85.5 - 95.5 million VND by 2030, and an average annual increase of 10-15% in state budget revenue in the commune; 12 targets for culture and society; 2 targets for the environment; 1 target for national defense and security; and 3 targets for Party building.

To achieve high results, the Party Committee of the commune has set forth key solutions for each target and task. These include improving the effectiveness of leadership, guidance, and management, focusing on fundamental tasks that promote development; restructuring the agricultural sector towards modernity and sustainability; shifting the mindset from agricultural production to agricultural economics; applying science and technology, digital technology, and advanced, environmentally friendly farming techniques; promoting investment from businesses in agriculture, developing new farm economic models and cooperatives, and prioritizing the development of OCOP products; focusing on developing synchronous infrastructure, especially transportation, trade, services, and industry, towards modernity and sustainability; improving the investment environment and supporting the development of all economic sectors; and promoting comprehensive and sustainable development of all economic sectors, focusing on developing key economic areas. To comprehensively develop all areas of culture and sports, meeting the requirements of serving the cultural and spiritual life of the people.

The First Party Congress of Dong Loc Commune, for the term 2025-2030, is being held in the context of the country entering a new era with many opportunities and advantages, but also not a few difficulties and challenges. With self-reliance, a spirit of innovation and creativity, and a desire to excel, the Party Committee and people of Dong Loc Commune will maximize the strength of national unity, determined to successfully implement the Resolution of the First Congress, bringing Dong Loc to rapid and sustainable development, and transforming it into a model new rural commune by 2030.
