Dong Loc strives to reach the finish line of a model New Rural Commune

Implementing the two-level local government model, Dong Loc commune was established under Resolution No. 1678/NQ-UBTVQH15 of the Standing Committee of the National Assembly of Vietnam, issued on June 16, 2025. Accordingly, the entire natural area and population size of the communes of Khanh Hop, Nghi Thach and Thinh Truong of Nghi Loc district were arranged into a new commune named Dong Loc. After the arrangement, the commune has a natural area of ​​29.32 km² and a population of 31,219 people. After the merger, the Dong Loc commune Party Committee has 51 grassroots Party organizations with nearly 1,878 party members.

During the 2020-2025 term, despite facing many difficulties and challenges, especially having to deal with the Covid-19 pandemic, respond to climate change, natural disasters, storms and floods, and in the context of merging administrative units..., with the spirit of solidarity and high determination of the entire political system, the consensus of all classes of people, the Party Committees of the communes before merging into Dong Loc commune today have made efforts to overcome, focused on leading the successful implementation of the goals and tasks set out in the Resolution of the Congress for the 2020-2025 term, achieving many important and comprehensive results in all fields.

The work of building the Party and the political system has achieved many important results; the leadership role, fighting strength, and quality of cadres and party members have been increasingly improved. The Party Committee and the government of Dong Loc commune focused on directing the effective implementation of key programs. Thanks to that, during the term, the total production value reached more than 2,174.44 billion VND; the average growth rate reached 10.04%/year. The average income per capita is estimated at 62.2 million VND/year, an increase of more than 15.7 million VND compared to 2020. The economic structure has shifted positively towards increasing the proportion of industry, construction, trade - services; gradually reducing the proportion of agriculture. Many typical local agricultural products have been focused on developing and building brands. In the area, there are 5 products certified as 3-star OCOP. The program of building advanced new rural areas has been focused on and directed by the commune and achieved many outstanding results. The total construction cost is 467.32 billion VND, of which people contributed more than 5,100 working days, 92.95 billion VND, donated 3,235m2 of land, and demolished 900m of fence to build an advanced new rural area. By the end of 2024, all 3 communes before the merger will meet the advanced new rural standards.

Promoting the advantages of geographical location and land potential, in the past term, the commune has focused on directing the strong development of industry, small-scale industry and basic construction. Up to now, there are 144 companies and enterprises operating stably in the area, mainly in the fields of logistics, construction and processing. The whole commune has over 1,200 households providing services and trade, mainly focusing on the industries of kiosks trading in furniture, seafood, food service areas, etc. The labor export sector has developed rapidly, up to now the whole commune has 2,195 workers working abroad, contributing to job creation, increasing income for people and playing an important role in the socio-economic development of the locality.

During the term, the infrastructure system was invested synchronously; invested and upgraded 85km of roads, 70km of canals, implemented 15 projects to build and renovate schools, and built 21 hamlet cultural houses. 29/29 hamlets have standard village cultural houses, the rate of "Cultural families" reached 95%. The quality of education at all levels has been significantly improved, up to now 11/11 schools have met national standards, of which 03 schools have met level 2 standards. Attention has been paid to mobilizing educational sponsorship and activities to encourage learning and talent.

In 5 years, the commune has mobilized over 60 billion VND to build, repair, upgrade, and purchase facilities for teaching and learning, and over 400 million VND for learning and talent promotion activities. People's health care is highly valued, health indicators are met and exceeded; health insurance coverage is high, the commune proactively and effectively controls epidemics. Digital transformation, information technology application, and e-government construction have been directed and implemented synchronously by the Party Committee and the government, achieving high results (among the top in the province in digital transformation). Social security policies have been implemented synchronously, the poverty rate is 0.8%, down 0.18% compared to the Resolution; near-poor households are only 2%. National defense and security are maintained and stable.

Building a civilized and modern Dong Loc

Joining the flow of entering a new era - the era of national development, in the 2025-2030 term, the Party Committee, government and people of Dong Loc commune have identified key and breakthrough tasks. That is, strengthening the building and rectification of the Party and the clean and strong political system; building a team of cadres and civil servants with sufficient qualities and capacity to meet the requirements of the tasks in the new period. Developing the economy in a sustainable direction, focusing on developing trade, services and urban areas. Attracting investment, promoting the private economy to become an important driving force. Effectively exploiting land potential, developing high-tech agriculture; focusing on environmental protection, green - clean - sustainable development.

The commune continues to promote the development of socio-economic infrastructure in a synchronous and modern direction; focusing on investing in key projects, inter-commune traffic routes, commercial centers, irrigation systems, schools, medical stations, clean water; renovating residential areas in the direction of "bright - green - clean - beautiful - safe", creating the foundation for building a model new rural commune by 2030.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", Dong Loc Commune Party Committee sets out 08 economic targets, in which the average income per capita by 2030 strives to reach from 85.5 - 95.5 million VND, the State budget revenue in the area increases by an average of 10 - 15%/year; 12 targets on culture - society; 02 targets on environment; 01 target on national defense and security; 03 targets on Party building.

To achieve high results, the Party Committee of the commune has proposed key solutions for each target and task. In particular, improving the effectiveness of leadership, direction, and operation, and fundamental tasks to promote development. Focusing on restructuring the agricultural sector towards modernity and sustainability; transforming thinking from agricultural production to agricultural economy. Applying science and technology, digital technology, advanced and environmentally friendly farming techniques. Promoting attracting businesses to invest in agriculture, developing new farm and cooperative economic models, prioritizing the development of OCOP products. Focusing on developing synchronous infrastructure, especially transportation, trade, services, and industry in a modern and sustainable direction. Improving the investment environment, supporting economic sectors to develop. Promoting comprehensive and sustainable development of economic sectors; focusing on developing key economic zones. Comprehensively develop cultural and sports fields to meet the needs of serving the cultural and spiritual life of the people.
