Consensus on site clearance for major projects in Dien Chau district
(Baonghean.vn) - Recently, Dien Chau district has reached consensus, unity, and solidarity in site clearance for major projects in the area with the orientation of building the district into a town-level urban area before 2030.
Many key projects
With the development orientation to become a comprehensive economic zone associated with the Southeast Economic Zone, having an important position in terms of economy, culture - society, national defense - security of the central region of the East of the province, in recent times, Dien Chau district has been implementing a series of key projects, with a very large volume of site clearance, requiring close direction from Party committees, authorities, organizations, political and social unions and the unanimous support of the people.

Dien Chau district has determined that the implementation of projects is of great significance in socio-economic development, supporting the provision of services for inter-district areas and orienting the development of Dien Chau district to become a town-level urban area before 2030... so it has focused on directing units and establishments to develop plans, resolutely and closely monitor the site clearance work. During that process, the district focuses on information and propaganda work to create consensus among the people; properly and fully implement the prescribed procedures and ensure the legitimate rights of people whose land is recovered.

In 2023, Dien Chau district will carry out site clearance for many key projects and works from the central to local levels; the site clearance area is estimated at about 1,000 hectares. Of which, there are 2 large-scale projects: Project to renovate and upgrade National Highway 7, section Km0-Km36 and handle landslides caused by storms and floods, section Khe Thoi-Nam Can (section through Dien Chau district) is 9.18 km; Tho Loc Industrial Park Project with a total area of 500 hectares (including: phase 1A is 300.2 hectares and phase 1B is 199.8 hectares).
The project to renovate and upgrade National Highway 7, section Km0 - Km36 and handle landslides caused by storms and floods, Khe Thoi - Nam Can section, Nghe An province (including the project to renovate and upgrade National Highway 7, section through Dien Chau district) was approved by the Ministry of Transport in Decision No. 333/QD-BGTVT dated March 18, 2022. Accordingly, the section through Dien Chau district belongs to the route from Km0+00 - Km9+180, with a total length of 9.18 km, passing through Dien Chau town and Dien Thanh, Dien Phuc, Dien Cat and Minh Chau communes (except for Dien Chau town, land acquisition is not required because the scope of site clearance markers does not affect land plots of households and individuals).

The total number of land plots affected by the project is 867, of which 360 are residential land, 397 are agricultural land and 110 are other land (including traffic land, irrigation land, non-agricultural land other than residential land, unused land, etc.). The total number of residential land plots that must be recovered and allocated new residential land (resettlement) is 15 plots (in Dien Phuc commune).

In Hamlet 7, Minh Chau Commune, there are 98 households whose land area must be recovered to implement the project. Of which, there are more than 4,800 m2 of agricultural land and 3,000 m2 of residential land. Through the hamlet meeting, propaganda and mobilization work was carried out to households, so in September 2023, 100% of households agreed to sign the land handover documents according to regulations.
Determining that the National Highway 7 Upgrade Project is an extremely important project, after being informed, party members and people in hamlet 7 agreed 100% to the State's compensation price.

In Dien Phuc commune, there are 231 households whose land must be recovered. Of these, 15 plots of residential land are subject to recovery and handover. The Party Committee and the People's Committee of Dien Phuc commune have conducted surveys and proposed solutions to both ensure the rights of the people and comply with State regulations, with the goal of mobilizing maximum consensus from the people so that they voluntarily clear and return the land on schedule. Thanks to that, by the end of November 2023, 100% of households agreed to hand over the land to the construction unit.
Along with key national and provincial projects, projects invested by the District People's Committee were also implemented quickly thanks to good site clearance work. Typically, the inter-commune road through Dien Phong commune (3 km long, 8 m wide road surface) has more than 100 households subject to site clearance, the capital is only invested in road construction, while local site clearance must promote internal resources. With the amount of compensation for site clearance up to tens of billions of VND, the commune's resources cannot meet the demand, so Dien Phong commune has built a model of "smart mass mobilization" in "zero-VND site clearance", mobilizing cadres and party members to be exemplary in donating land first to set an example for the people.

As a Party member with more than 60 years of Party membership, I discussed with my family and agreed to dismantle the fence to facilitate the site clearance work. At the same time, I joined the Party Committee and the village Party cell in propagating so that people could understand the purpose and significance of the major projects, contributing to changing the face of the homeland.
Over the past years, the entire Dien Chau district has built thousands of large and small projects. In order to avoid hot spots, the district level has built 166 models, the commune level has built over 20 "smart mass mobilization" models, typically models of site clearance, construction of key projects, public works, road expansion, etc.
To ensure the progress of the projects, in recent times, the District People's Committee has focused on mobilizing the entire political system from the district to the commune level to take drastic action, propagating and encouraging people to understand the importance of the project; comply with compensation, support and resettlement policies according to State regulations. Focusing maximum time on directing departments, civil servants and relevant localities to urgently complete assigned tasks, handing over the site to the investor to ensure progress.
In 2023, the district will simultaneously implement many national projects such as National Highway 7A, National Highway 1A... The District People's Committee also directed specialized departments to build, consolidate and complete legal documents to handle violations of related organizations and individuals (if any). In cases where all processes and procedures have been fully implemented in accordance with the provisions of law but citizens do not comply, have acts of resistance, or obstruct the construction unit, the organization will enforce or protect the construction according to regulations.

At the same time, the district focuses on reviewing existing problems and issues with complaints and recommendations from households along the route to promptly handle and resolve them according to its authority and documents of the Provincial People's Committee (for matters beyond the district's authority); have appropriate solutions to speed up the inventory, counting, appraisal, and approval of site clearance plans for the remaining cases (for the National Highway 7 Renovation and Upgrading Project alone, up to now, the site has been handed over at 92% of the plan and strives to complete 100% site clearance as soon as possible)./.
