Agree to add the title of typical commune, ward and town in emulation and reward

COMPETITION AND REWARDS TOWARDS THE BASIC LEVEL

Delegates agreed on the need to comprehensively amend the Law on Emulation and Commendation to institutionalize the Party's guiding viewpoints on emulation and commendation work; overcome shortcomings of current regulations; and supplement newly arising issues in line with the reality of emulation and commendation work in the new situation.

At the same time, ensure the consistency of the legal system to "innovate emulation and reward work, create strong changes in the organization and implementation of patriotic emulation movements and reward work in the period of promoting industrialization, modernization of the country and proactive international integration".

Along with that, the delegates gave many comments on the viewpoints and principles of law making as well as some specific provisions. Delegate Nguyen Van Thi - Bac Giang delegation agreed to add the emulation titles: "Typical commune", "Typical ward, town" in the draft law. The above amendments and supplements aim to ensure the emulation policy is oriented towards the grassroots and direct workers.

One of the criteria for the title of "Outstanding Commune" is to meet the standards of a new rural commune. However, according to the delegate, this standard applies to communes in border areas, islands, and particularly disadvantaged areas where it is very difficult to meet the standards of a new rural commune. Therefore, it is recommended that the drafting agency review and have more appropriate criteria to create conditions to encourage these communes to strive to achieve the above title.

Regarding this content, delegate Dao Chi Nghia - Can Tho delegation said that it is necessary to regulate the ratio limit within the same administrative unit at district and commune levels to be considered for the title of "Typical commune", "Typical ward, town", "Typical hamlet, village, hamlet, residential group" to ensure consistency among localities; at the same time, establish goals to strive for and compete healthily among units within the same administrative unit.

Delegate Pham Hung Thang - Ha Nam delegation emphasized that it is undeniable that the role, motivation and great effectiveness of emulation movements have brought to social life and in the process of building and defending the Fatherland.

Although there have been adjustments and additions to the form and scope of emulation, however, through research, delegates believe that the emulation content in the Draft Law on Emulation and Reward (amended) is still heavily administrative and State-oriented. While emulation is an organized activity with the voluntary and self-conscious participation of individuals and collectives striving for common goals, towards good things, higher goals in studying, working, laboring, producing, doing business, promoting individual and collective strength in building and defending the Fatherland.

The objectives, scope and forms of organizing emulation depend on each organization, agency, unit and community, not all are the same. Therefore, delegate Pham Hung Thang suggested that the drafting agency continue to research, review and supplement the scope, subjects, authority to launch and direct the emulation movement to have regulations to encourage all forms of emulation with the participation of diverse and numerous components and social classes.

The question is how to overcome formality and chasing after achievements in emulation and rewards, especially in rewards? The delegate of Ha Nam delegation said that to solve that problem, the Law on Emulation and Rewards (amended) must have clear and specific regulations.

On the other hand, according to the delegate's point of view, rewards must be based on the achievements of individuals and groups, only then can the recipients of the rewards be truly encouraged and the community and society be encouraged to learn, develop and enjoy them; so the drafting agency should review the connotation of the concept of rewards with the types of rewards, otherwise it will lead to the regulation of specific standards that will lose the true nature of rewards, which is to recognize achievements.

According to the delegate, the quality, effectiveness and shortcomings in emulation and reward work depend on many stages of organization, implementation and execution, especially at agencies and units. Therefore, it is necessary to have clearer regulations on principles, responsibilities and handling of violations of agencies and units, especially the responsibilities of leaders and individuals in organizing, implementing emulation movements, proposing rewards and deciding on rewards.

Regarding the procedures for periodic and ad hoc emulation evaluation, delegate Dao Chi Nghia - Can Tho delegation suggested that the Law on Emulation and Commendation (amended) should pay attention to overcoming the shortcomings of the current Law on Emulation and Commendation regarding the regulations on emulation evaluation based on proportion, but there is no clear decentralization, division of sectors and fields in the organization of registration, participation and evaluation of emulation and commendation. Therefore, the organization of evaluation and evaluation is still respectful, and there is still a distinction between superiors and subordinates, so the positive effects in launching emulation movements are sometimes still formal.

Regarding the regulation requiring continuous time in emulation evaluation, delegate Dao Chi Nghia suggested that the drafting agency should consider and replace it with a regulation requiring a sufficient number of years of achievement within a suitable reward evaluation period, avoiding the practice of giving up achievements and results to each other to ensure continuous time.

This law also needs to pay attention to overcoming the maximum cumbersomeness in the reward consideration procedures, especially for sudden rewards; accordingly, it is necessary to stipulate the responsibility for implementing the procedures mainly by the agency or unit in charge of emulation and reward work, or the organization that discovers positive factors that need to be rewarded to ensure the real meaning in the sudden reward work to promptly commend and spread the movement; avoid causing difficulties and troubles for the individuals and organizations that are proposed.

Nghe An National Assembly Delegate: Ensure consistency between laws to create motivation for competition

At the discussion session, delegates had different opinions on adding the "Glorious Youth Volunteer Medal" as a reward. The first group of opinions agreed with the Government's Proposal to add the "Glorious Youth Volunteer Medal" as a reward.

The second group of opinions suggested not to stipulate the "Glorious Youth Volunteer Medal" in the draft Law because there are already common forms of rewards for those who participated in the resistance war (Certificate of Merit, Resistance Medal, Resistance Medal...) including the youth volunteer force if they meet all the criteria of each form of reward according to the provisions of law.
