A- RESULTS ACHIEVED
I. Results of socio-economic development and foreign affairs
1. The economy has developed quite comprehensively and achieved many important results..
The average growth rate of gross regional domestic product (GRDP) in the period 2016 - 2020 is estimated at 7.84%. The average GRDP per capita by the end of 2020 is estimated at 44.34 million VND.
- The restructuring of the agricultural sector has achieved initial results, and the construction of new rural areas has achieved many important results. The average growth rate of the agricultural, forestry and fishery sector in the period 2016 - 2020 is estimated at 4.47%/year. The number of communes and districts meeting the new rural criteria exceeds the target of the Congress Resolution and is higher than the national average.
- Industry and construction continue to develop, being the main driving force for economic growth.The average growth rate in the 2016 - 2020 period is estimated at 12.8%, of which: Industry increased by an average of 14.74%, construction increased by an average of 10.57%.
- Services develop rapidly, evenly, diversely, widely in all fields and regions with the participation of many economic sectors.
- Marine and coastal economy develops rapidly and quite comprehensively.
- The infrastructure system continues to be invested in, built, and upgraded in an increasingly synchronous manner. - The socio-economic situation of Vinh city, Cua Lo town, the southeastern districts of the province associated with the Southern Nghe An - Northern Ha Tinh region has quite positive developments. The average growth rate of Vinh city in the period of 2016 - 2020 is estimated at 8.62%, the average budget revenue increased by 12.78%/year, contributing about 33.75% of the total budget revenue of the province and is the locomotive of economic growth of the province; Cua Lo town has an average growth rate of about 13.8%/year, in which tourism and services are the key economic sectors.
- The socio-economic situation of Hoang Mai - Quynh Luu region associated with the South Thanh Hoa - North Nghe An region has developed quite rapidly. The average growth rate of Hoang Mai town in the period 2016 - 2020 is estimated at 15%/year.
- The socio-economic situation of the Western Nghe An region, with the focus on Tan Ky - Con Cuong - Nghia Dan - Thai Hoa Town - Quy Hop, has developed quite well. The average economic growth rate in the period of 2016 - 2020 is estimated at 6.56%; the average added value per capita is 70% compared to the whole province, the average annual budget revenue growth rate is estimated at 20.6%.

3.Resource management and environmental protectionenhanced
Cregime, policy,lawThe management of natural resources and environmental protection under the authority of localities has been gradually improved; the management of land, natural resources and mineral use has become increasingly strict and effective. The work of preventing, combating and mitigating natural disasters and responding to climate change has been focused on. The work of inspecting, handling violations and resolving complaints and denunciations in the field of natural resources and environment has been strengthened.
4. Administrative reform workreceived quite comprehensive guidance on all contents and fields.
Administrative procedures have been reduced and simplified; State agencies have promoted the application of information technology in management and operation activities. Discipline and administrative discipline have continued to be strengthened. The one-stop shop and inter-connected one-stop shop mechanisms have been rectified and the quality of operations has been improved; the Provincial Public Administration Service Center has been established. The Provincial Competitiveness Index has clearly improved over the years, currently ranking 18th in the country, leading the 6 North Central provinces, the highest ever.

1. Party building work achieved many important results.
- Political and ideological work has many innovations in both content and form. Linking political and ideological education with the implementation of Directive No. 03-CT/TW, Directive No. 05-CT/TW of the Politburo and Resolution of the Central Committee 4 (term XII) has created unity in perception and action, strengthened people's trust in the Party, and contributed to the successful implementation of the Resolution of Party Congresses at all levels.

B. LIMITATIONS, DISADVANTAGES AND CAUSES
I.Limitations and disadvantages
- The restructuring of sectors and fields is still slow; quality, efficiency and competitiveness are not commensurate with the potential, opportunities and development requirements of the province. The growth rate of GRDP and budget revenue have not met the target and budget balance requirements. Agricultural production is not really sustainable; the scale of agricultural production applying high technology and organic agriculture is still small; innovation in production organization is still slow. Industrial development is still difficult, especially attracting investment to develop industrial projects with driving force, strongly impacting economic restructuring and budget revenue. Tourism products have improved but have not created a breakthrough, there are not many large-scale, high-quality service facilities.
- Culture and society still have many shortcomings. The quality of human resources, especially high-quality human resources, has not met the requirements of development. The quality of medical examination and treatment in some places is still low, especially at the district and grassroots levels; management of private medical and pharmaceutical practices and food hygiene and safety still has certain limitations.
- Management of natural resources, environment, construction and urban areas in some places has not met requirements. Land management still has many shortcomings, land use efficiency is not high. Illegal mineral exploitation still occurs in some localities. Violations of construction order, especially violations in apartment buildings and high-rise buildings still occur.
- Security, social order, and complaints among the people are still potentially complicated, especially in special areas. Activities of reactionary and extremist organizations and individuals opposing the State and the situation of crime and drug abuse are still complicated. Violations of the law in the fields of economy, environment, order, and traffic safety still occur. The handling of petitions, complaints, and denunciations is sometimes not timely and thorough.
- The work of building the Party and the political system still has some limitations. The study, understanding and implementation of the Party's resolutions and directives and the State's laws are sometimes and in some places still formal. The study and following of Ho Chi Minh's ideology, morality and lifestyle in conjunction with the implementation of Resolution 4 of the Central Committee (term XI, XII) and exemplary regulations in some localities and units are not very effective.
- Although there have been changes in administrative reform, it has not yet met the requirements. Work processes in some areas are still cumbersome, complicated, and overlapping. A number of cadres, civil servants, and public employees have weak awareness, responsibility, service spirit, professional qualifications, and skills, and low work efficiency; their spirit and attitude in handling work lack standards, and there are signs of causing trouble and harassment.
- The activities of the Fatherland Front and mass organizations are sometimes administrative in nature. The work of propaganda, mobilization, dissemination and legal education for union members and people of all walks of life is sometimes and in some places not good. The quality of participation in giving comments on documents, supervision and social criticism is still limited.
II. Causes of limitations and shortcomings
Limitations and shortcomings in the implementation of Resolution of the 18th Congressobjective reasons, but the most direct and decisive are thesubjective causeslike:
- The leadership and direction of the development of a number of programs and projects to implement the Congress Resolution are still slow, not linked to the mechanism and plan for allocating resources for implementation, and the feasibility and efficiency are not high. Public investment is still spread out and not focused on key projects.
- Management and operation work in all fields, especially the implementation of key programs and projects, is sometimes not resolute, regular and continuous; there is a lack of timely inspection, supervision and supplementation of solutions to direct and improve implementation efficiency.
- Coordination between levels and sectors is not yet synchronous and tight, especially in handling problems related to investment projects and complicated backlogs.
- The sense of responsibility, enthusiasm, dynamism, creativity and professionalism in performing tasks of a number of cadres are not high. The handling of collective and individual responsibilities, especially of leaders, for weaknesses and violations of localities and units is not serious and not timely in some places.
II. General assessment
Implementing the Resolution of the 18th Provincial Party Congress in the context of many difficulties and challenges, the Party Committee and people of the province have united, made efforts, and achieved many important and quite comprehensive results in all fields. The economy continues to grow, the economic structure has shifted in the right direction; mechanisms, policies, investment and business environment, infrastructure system and human resources serving socio-economic development have been gradually improved. The cultural and social fields have made progress, some fields have affirmed their central role in the North Central region, and people's lives have been increasingly improved. National defense and security have been maintained, social order and safety have been ensured and there have been many positive changes. Party building work has been strengthened, the political system from the province to the grassroots has been increasingly consolidated and developed.

However, Nghe An is still a province with many difficulties, economic growth is not sustainable, economic restructuring is slow; labor productivity, quality, efficiency, competitiveness, and accumulation from within the economy are still low, and some key indicators are difficult to achieve the set targets.(1); State management in some areas has not been well implemented; crime and drug abuse are still potentially complicated; the lives of a part of the people, especially in remote areas, still face many difficulties; some places in special areas still have potential factors that can easily cause instability in security and order. Administrative reform and the leadership, management and coordination capacity of some levels and sectors have not been truly drastic and effective; the capacity, responsibility and sense of organization and discipline of a part of cadres, civil servants and public employees have not met the requirements. Party building and political system building work is still limited in some aspects.
III. Some experiences
1. Regularly take care of building a clean and strong Party organization, government and political system. Promote solidarity; build a team of exemplary, professional, dynamic and creative cadres, party members, civil servants and public employees. Implement democracy, discipline and order well, maintain solidarity and unity within the Party, create consensus within the political system and people together towards the goal of developing the province.
2. Focus on harmoniously resolving the relationship between development requirements and caring for the interests of people, businesses and environmental protection. Mobilize the combined strength of the political system and people to participate in socio-economic development, maintain national defense and security, supervise Party building and political system building.
3. Correctly perceive Nghe An's position in the North Central region and the whole country. Maximize the potential, advantages and internal strength of the locality; seek support and assistance from central ministries and branches; proactively connect and cooperate with localities, organizations and enterprises at home and abroad, effectively attract resources for socio-economic development.
4. In leadership, direction and management, we must persistently carry out long-term goals, while focusing on promptly resolving immediate tasks and pressing issues. Prioritize resource allocation for key development areas to create breakthroughs in each area. At the same time, pay due attention to social security work and ensure social stability.
5. Focus on inspecting and supervising the implementation of political tasks at all levels and sectors; promote the supervisory role of the people. Promote the responsibility, pioneering and exemplary role of cadres and party members, especially leaders.

DIRECTION, GOAL, TASKS,MAIN SOLUTIONS FOR THE 2020 - 2025 TERM
A. DIRECTION, VIEWPOINTS, AND DEVELOPMENT GOALS
I. Development direction
Focus on rapid and sustainable economic development, based on economic restructuring associated with growth model innovation, improving productivity, efficiency, competitiveness and accelerating digital transformation. Promote the development of manufacturing and service industries based on science and technology, innovation, high added value, saving raw materials, energy, and being environmentally friendly. Attract key projects; improve the efficiency of developing economic zones, industrial parks, and key economic regions; prioritize the development of marine economic sectors, high-tech agriculture, marine tourism, resorts, history, etc. of regional and international stature. Take care of comprehensive human development, ensure social security, improve the quality of human resources, attract and utilize talents. Strengthen national defense and security; proactively integrate and cooperate internationally. Enhance the role, leadership capacity and fighting strength of the Party, build a strong, streamlined, effective and efficient political system; build a contingent of cadres and party members with qualities, capacity and prestige equal to the tasks, taking the satisfaction of the people and enterprises as the main measure of the quality of cadres and the management results of governments at all levels.

- Closely link and synchronously deploy tasks, in which socio-economic development is the center; Party building is the key; cultural development is the spiritual foundation of society; ensuring national defense and security is a regular and important task.
- Strongly arouse the aspiration, resilience, revolutionary spirit and desire to rise up of the people and the entire political system, promoting the spirit of creative entrepreneurship.
III.General objectives
Building a clean and strong Party and political system. Promoting potentials and advantages, promoting innovation, creativity, rapid and sustainable development; firmly ensuring national defense and security; striving for Nghe An to become a well-off province in the country by 2030, a center connecting the development of the North Central region.

IV.Key targets by 2025
1.Economic indicators
(1) Average gross domestic product (GRDP) growth rate in the 2021 - 2025 period reaches 9.5 - 10.5%.
(2) Average GRDP per capita in 2025 will reach about 83 million VND (equivalent to about 3,500 USD).
(3) GRDP structure: Agriculture, forestry and fishery 17% - 18%; industry and construction 39% - 40%; services 43% - 44%.
(4) Export turnover by 2025 will reach 1,765 billion USD.
(5) Budget revenue by 2025 will reach 26,000 - 30,000 billion VND.
(6) Total social investment capital in the 2021 - 2025 period will reach about 500 trillion VND.
(7) The urbanization rate of the whole province by 2025 will reach 36%.
2. Cultural and social indicators
(8) Rate of cultural villages, hamlets, and blocks: 71 - 73%; rate of communes, wards, and towns with cultural and sports institutions meeting the criteria prescribed by the Ministry of Culture, Sports and Tourism: 82%.
(9) Percentage of schools meeting national standards by 2025: 75 - 78%.
(10) By 2025, there will be 11.5 doctors and 37 hospital beds per 10,000 people; 93% of communes and wards will meet national health criteria, and 90% of commune health stations will have working doctors.
(11) The average annual natural population growth rate is about 1%.
(12) The rate of trained workers by 2025 will reach 71.5%, of which 31% will have degrees and certificates. On average, jobs will be created for about 37 - 38 thousand workers each year. The unemployment rate in urban areas by 2025 will be below 3%.
(13) Multidimensional poverty rate(2)decrease by about 1 - 1.5% each year, of which mountainous areas 3 - 3.5%.
(14) By 2025, the rate of people participating in health insurance will reach 95%; the rate of the labor force participating in social insurance will reach 26 - 27%.
(15) By 2025, 82% of communes and 11 district-level units will be recognized.complete the construction task, meet new rural standards.
3. Environmental indicators
(16) The rate of people in urban areas of type IV and above using clean water from centralized water supply systems is 93 - 95%. The rate of people in urban areas of type V using clean water from centralized water supply systems is 85 - 87%. The rate of people using hygienic water in rural areas is 90%.
(17) The rate of operating industrial parks with centralized wastewater treatment systems that meet environmental standards by 2025 will reach 100%..
(18) The rate of facilities causing serious environmental pollution that are handled by 2025 will reach 100%.
(19) The rate of collection of solid waste generated in urban areas reaches 97%. The rate of collected waste treated to ensure standards and regulations meeting environmental protection requirements is 90%.

4. Party building indicatorsand the political system
(21) Every year, 90% of grassroots Party organizations are classified as having fulfilled their tasks well or better, and strive to have no grassroots Party organizations classified as having failed to fulfill their tasks.
(22) By 2025, strive for 100% of blocks, hamlets, and villages to have Party organizations; 99% of blocks, hamlets, and villages to have on-site Party members; 90% of blocks, hamlets, and villages or more to have Party member hamlet chiefs.
(23) Annually admit an average of 4,500 - 5,000 new party members(3).
(24) Building a team of cadres at all levels that meets the standards of job titles, positions and competency frameworks as prescribed. Strive by 2025:
- Provincial level: 10-15% of leaders and managers are under 40 years old; 10-15% of leaders and managers are capable of working in an international environment; strive to achieve a rate of female Party Committee members of 15% or more, and have female cadres in the Standing Committee.
- District level: 10-15% of key leaders and members of the Standing Committee of the district-level Party Committee are under 40 years old; basically complete the arrangement of district-level Party Committee secretaries who are not local people; strive to achieve a rate of female Party Committee members of 15% or more and have female cadres in the Standing Committee.
- For full-time commune-level cadres: 100% have college or university degrees and are standardized in political theory, expertise, professionalism, and work skills.
(25) By 2025, strive for the component index on administrative reform and the content index on information technology application according to the administrative reform index (PAR INDEX) of the Ministry of Home Affairs to be in the top 15 provinces and cities nationwide.

B. MAIN TASKS AND SOLUTIONS
I- Socio-economic and foreign affairs
1. Rapid and sustainable economic development on the basis of continuing to restructure the economy in conjunction with improving efficiency and competitiveness.
1.1Agriculture and rural development
Accelerate the restructuring of agricultural production based on the application of scientific and technical advances, shifting the structure of crops and livestock towards the development of multifunctional agriculture, creating large-scale concentrated commodity production areas in the direction of modernity, applying high technology, ecology, clean agriculture; forming a food and food production industry, linking along the value chain from farming, harvesting, preserving, processing to organizing consumption according to different linkage and cooperation models, depending on the scale and characteristics of each region. Increase added value per unit area, ensuring sustainable development. Attract businesses to invest in agriculture and rural areas. Encourage land accumulation to build large fields, concentrated specialized production areas, and high-tech agriculture. Strive for the growth rate of added value in the agricultural, forestry and fishery sector in the period of 2021 - 2025 to reach 4.5-5%.
Convert inefficient rice-growing land into producing economically efficient crops and livestock linked to the consumption market; stabilize rice production on 2-crop land with proactive irrigation and drainage. Invest in intensive farming, apply scientific advances in production and expand the area and consumption market to develop a number of key crops, such as: Tea, rubber, sugarcane, oranges, passion fruit, medicinal plants, etc. Develop livestock in both quantity and quality for key livestock, such as beef cattle, dairy cows, pigs and poultry; convert small-scale, scattered livestock models to concentrated, industrial-scale, environmentally friendly development; pay attention to developing specialty breeds and organic livestock to create products with competitive advantages; strive to have the proportion of livestock in agriculture account for 48 - 48.5% by 2025.

Strictly manage, protect and develop protective forests and special-use forests; protect gene pools, ensure biodiversity and sustainable models for biodiversity conservation. Strictly protect Pu Mat National Park, Pu Huong and Pu Hoat Nature Reserves. Focus on improving the quality of planted forests, promoting the development of production forests, planting large timber trees and specialty forests, creating a breakthrough in the production of wood and non-wood products. Develop a diversified economy under the forest canopy, especially the development of medicinal herbs, creating conditions for the rapid formation of a large-scale, high-quality functional pharmaceutical and herbal medicine production industry. Form and put into operation a high-tech forestry zone in the North Central region in Nghe An province.
Promote aquaculture development in the direction of intensive investment, introduce high-value aquaculture species into production, meet market demand. Restructure the seafood exploitation industry in the direction of gradually reducing and stabilizing nearshore seafood exploitation output, develop offshore seafood exploitation associated with investment in fleets with synchronous and modern equipment and logistics services, fishing infrastructure, linking exploitation with protection of aquatic resources.
Continue to implement the new rural development program in the direction of urbanization, substantive, in-depth, effective and sustainable on the basis of focusing on improving the quality of new rural criteria, building advanced new rural communes, model new rural communes and building new rural areas at the village and hamlet levels. Developing the production of construction materials, especially the production of new materials and high-tech products. Continuing to expand the capacity of some existing factories with development potential. Focusing on attracting 1-2 FDI corporations in the fields of mechanical manufacturing, shipbuilding, automobile assembly and production, and automobile spare parts of all kinds to the Southeast Economic Zone. Expanding and stably developing the Hoa Sen Steel and Iron Factory projects in the Nam Cam and Dong Hoi Industrial Parks, ensuring a capacity of 800,000 - 1 million tons/year. 1.3. Inspection, supervision and enforcement of Party discipline
Party committees, Party organizations and inspection committees at all levels must fully and deeply understand the position, role and importance of Party inspection, supervision and discipline work. Strengthen leadership and direction of coordination between Party committees' inspection committees and Party committees' advisory and support agencies and agencies in the internal affairs sector; promptly amend, supplement and perfect coordination regulations and seriously implement the contents of the regulations. 1.5. Internal affairs and anti-corruption work
Raise awareness, consciousness and responsibility of all levels, sectors, cadres, party members and people in the work of preventing and combating corruption and waste, creating high determination in action. Continue to direct internal affairs agencies to grasp the situation, promptly detect and effectively fight against sabotage plots of hostile forces; properly handle urgent and prominent issues in the area, not allowing "hot spots" of security and order to occur. Focus on leading and directing the promotion of inspection and supervision work of the Party in areas prone to corruption, proactively detect violations and strictly handle them. Promote the role of elected bodies, the Fatherland Front, unions, press agencies and people in the fight against corruption and waste. Complete the apparatus, improve the capacity and effectiveness of anti-corruption agencies and advisory agencies of Party committees to lead and direct the work of preventing and combating corruption. Maintain good implementation of the work of receiving people by the Party Committee leaders to lead and direct the resolution of long-standing and urgent complaints, not allowing "hot spots" to arise due to petitions and complaints. Strengthen the Party's leadership and direction in judicial reform, especially in building an increasingly clean and strong judicial apparatus and staff.
1.6. Innovation in the Party's leadership methodformain systemand other areas of social life
Continue to research, develop and perfect regulations to ensure leadership for the government and socio-political organizations, clarify the authority and scope of leadership of Party committees, especially regarding the following issues: Organizational structure, staff, orientation of activity content, leadership mechanism, etc.
Ensure the Party's comprehensive leadership in all areas of socio-economy, national defense, security, foreign affairs, Party building and the political system; at the same time, there must be a clear division of labor and decentralization, avoiding the situation where the Party Committee covers up, does things for others, or loosens leadership.
Continue to implement the mechanism of the standing Party Committee periodically working with the branches in the internal affairs sector, the staff committees, the Party executive committees, the Party delegations, the subordinate Party committees, the Fatherland Front and people's organizations to listen to the situation's reflections, orient the content of activities, urge the implementation of key tasks and direct the removal of difficulties and obstacles.
Innovate the working methods, styles, and procedures of Party committees at all levels to ensure closeness, scientificity, and specificity, avoid formality, and promote efficiency. Implement well the regulations on setting examples, especially by key cadres and Party committee leaders.
2. Improve the effectiveness and efficiency of management and operation of government apparatus at all levels
Improve the quality, effectiveness and efficiency of the People's Councils at all levels. Continue to focus on consolidating and perfecting the organization of the advisory apparatus in a streamlined and professional manner, strengthening the specialized team (both in quantity and quality) to meet the requirements of the tasks; improve the quality of elected representatives; promote the application of science and technology in the activities of the People's Councils. Well organize the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.
Arrange, consolidate, improve the effectiveness and efficiency of management and operation of state administrative agencies. Promote and improve the effectiveness of administrative reform (promote the application of information technology to serve administrative reform in state administrative agencies); restructure and improve the quality of staff and civil servants; strengthen infrastructure, modernize the administration.

3. Improve the quality and efficiency of operations of the Fatherland Front and people's organizations
Fatherland Front:Continue to innovate the content and methods of operation; perform well the central role of coordinating and unifying actions with member organizations; gather and mobilize people of all walks of life, arouse the spirit of patriotic emulation, well implement the Party's guidelines and policies, the State's policies and laws, promote people's mastery associated with discipline and law, build a great national unity bloc to successfully implement socio-economic development goals, ensure national defense and security. Together with member organizations, improve the effectiveness of supervision, social criticism and comments on Party and government building; supervise the exemplary role of cadres and party members. Organize dialogue well between the Party, government and people, create social consensus.
Farmers' Association:Continue to innovate the organization, content and methods of operation. Propaganda and mobilize members and farmers to actively participate in transforming the agricultural economic structure and building new rural areas. Improve the effectiveness of the movement of farmers competing in production and good business, uniting to help each other get rich and sustainably reduce poverty. Promote consulting activities and support services for farmers; improve the level of science, technology, cooperation knowledge, production and business linkage for members and farmers. Focus on propaganda and guidance for farmers to participate in collective economic development in agriculture; actively implement programs and projects for economic, cultural and social development in rural areas.
Women's Union:Improve the quality of the Association's staff in the direction of streamlining, creativity, proactiveness, responsibility, and closeness to the grassroots. Diversify the content and methods of operation, thoroughly implement the motto "Where there are women, there are Association activities". Strengthen propaganda and political and ideological education for members and women; support women in creative start-ups, economic development, environmental protection, building prosperous, progressive, happy and civilized families. Build Nghe An women who are confident, self-respecting, loyal and responsible. Proactively participate in solving social issues related to women and children. Advise on the quality of female staff work and implement gender equality goals.
Veterans Association:Strengthen solidarity, gather and motivate veterans and former soldiers to maintain and promote the nature and tradition of "Uncle Ho's soldiers", Loyalty - solidarity - exemplary - innovation, build a clean and strong Association, successfully complete the political tasks of the Association and the tasks assigned by the Party Committee. Actively participate in building and protecting the Party, the government, the socialist regime, protecting the people, and being exemplary in implementing local campaigns and movements. Coordinate in caring for and educating the younger generation; do a good job of policy work for veterans and members of the Veterans Association.
Trade Union Organization:Continue to innovate the content and methods of operation. Take the legitimate needs of the majority of union members and workers as the goal; take grassroots unions as the main area of operation. Promote care and protection of the legitimate and legal rights and interests of union members and workers. Constantly improve union members' benefits to attract and gather workers into the union organization.
Focus on improving political awareness, professional skills, legal awareness, labor discipline, and industrial style for union members and workers. Organize practical and effective emulation movements. Actively build harmonious and stable labor relations. Improve the quality and qualifications of union staff. Ho Chi Minh Communist Youth Union:Focus on political, ideological, legal and traditional education for the youth. Focus on building and consolidating a strong youth union organization, innovating and improving the quality of the movement. Actively participate in building the Party, the political system and the movement to build new rural areas and civilized urban areas.Strongly arouse the intelligence, youthfulness, vanguard spirit, and overcoming difficulties of young people. Care for and protect the legitimate rights and interests of teenagers. Pay attention to and create mechanisms and policies to support young people in starting a business, establishing a career, developing the economy, and creating jobs, especially for disadvantaged young people.
Mass organizations: Lead, direct the reorganization and improve the effectiveness of mass associations' operations. Create conditions for mass associations to operate in accordance with their charter and objectives, in accordance with the law, and actively participate in the implementation of local political tasks; especially in propagating and disseminating the Party's guidelines and policies, the State's laws, providing social consultation, criticism and appraisal, and coordinating the implementation of socio-economic activities within the association's functions.

1. Continue to promote Party building and rectification, build a clean and strong government and political system; improve the leadership capacity and fighting power of the Party, and the management effectiveness of governments at all levels. Focus on innovating the growth model, continuing to restructure the economy; building and perfecting the system of mechanisms and policies suitable for a synchronous, modern, and integrated market economy; synchronously developing and creating connections between economic sectors and types of production and business; promoting the transfer and application of science and technology, especially the achievements of the Fourth Industrial Revolution, developing the digital economy, innovation, improving labor productivity, efficiency, and competitiveness of the province's products; mobilizing, allocating, and effectively using resources, creating momentum for rapid and sustainable economic development.
3. Improve the effectiveness of foreign affairs activities and development cooperation in all fields. Perform well local defense and military tasks; consolidate and firmly ensure security, social order and safety.

Synchronously implement solutions to strongly improve the investment and business environment. Improve the provincial competitiveness index (PCI), especially low component indexes such as land access index, informal costs, etc.; provincial public administration index (PAPI); administrative reform index (PAR INDEX), striving for the indexes to be among the top in the country. Focus on building and effectively implementing the administrative reform program for the period 2021 - 2030; administrative reform plan for the period 2021 - 2025. Build e-government towards digital government to improve the effectiveness and efficiency of the state administrative apparatus and the quality of service to people and businesses for socio-economic development. Focus on mobilizing all investment resources to build relatively synchronous economic and social infrastructure with a number of modern projects, ensuring development and sustainability, protecting the environment, responding to climate change, ensuring national defense and security. Prioritize and diversify investment resources, especially promoting public-private partnerships to build economic and social infrastructure projects. Public investment must be focused and key, and invested projects must be connected and spread to promote the socio-economic development of the district, region and province.

Focus on coordinating the timely implementation of the North-South Expressway, the Hanoi-Vientiane Expressway (section through Nghe An); the coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An); Vinh-Cua Lo Boulevard; Muong Xen-Ta Do-Khe Kien Road; intra-provincial roads connecting key economic zones and connecting strategic areas of national defense and security; intra-urban traffic routes of Vinh city and districts... Construct Ben Thuy 3 Bridge to the east of the current Ben Thuy Bridge. Select appropriate investment forms to construct the Cua Lo port system; Dong Hoi port. Construct Terminal T2 - Vinh International Airport according to the approved plan. Focus resources on investing in essential infrastructure works in the Southeast Economic Zone, industrial parks and industrial clusters.
Implement the project to build a smart city in the province; invest in building a smart operation center. Build a database of some important fields (on citizens, health, land, businesses, etc.). Continue to attract investment in information and telecommunications infrastructure. Build a modern, synchronous and widespread postal and telecommunications network. Prioritize investment in some essential projects on trade, service, cultural, educational and medical infrastructure.
Continue to invest in key irrigation projects (Ban Mong Lake, the Northern irrigation system, and the Lam River salinity prevention sluice). Continue to invest in repairing and upgrading reservoirs to ensure safety during the stormy season; consolidate and upgrade river and sea dykes, and promote planting of mangrove forests and coastal protection forests.
