Today, I and my comrades in the provincial delegation are very pleased to attend the 21st Congress of Anh Son District Party Committee, term 2020 - 2025, a political event of great importance to the Party Committee and the people of the whole district.

On behalf of the Provincial Party Standing Committee, I would like to respectfully send my warmest congratulations to the delegates, distinguished guests and 245 official delegates of the Congress.

Dear Congress!

Over the past 5 years, implementing the Resolution of the 20th Congress, the Party Committee and people of Anh Son district have made efforts to overcome many difficulties and challenges, achieving many important and quite comprehensive results in all fields.

The average growth rate is quite high, reaching 10.7%, the economic structure has shifted in the right direction, the proportion of industry, construction and services accounts for 71.04%. Agricultural production has had quite solid directions, forming industrial crop material areas associated with processing and consumption of products such as tea, sugarcane, cassava. Industrial production has grown quite well, contributing to the province's key products such as: cement, cassava starch, white sugar;...

Commercial and service activities are increasingly expanding; many new rural markets are invested in and put into use, creating favorable conditions to promote the exchange of goods, better meeting the living needs of the people. The tourism economy has initially brought positive signals.

Socio-economic infrastructure has received investment attention, with total social investment capital reaching nearly 6,500 billion VND, exceeding the plan by 34.5%. The rural construction movement has achieved good results, and it is expected that by the end of 2020, the entire district will have 14 communes reaching the new rural standard, reaching 70%, higher than the provincial average.

Culture and society have made many advances; the quality and effectiveness of education, training, and people's health care have been improved; the movement "All people unite to build a cultural life" continues to develop; the work of preserving and promoting the value of historical and cultural relics has received attention; activities of gratitude and remembering the source of drinking water have been regularly taken care of; the poverty rate has rapidly decreased from 15.32% in 2016, estimated to be 2.93% in 2020.

Political security was ensured, social order and safety were maintained; a number of friendly exchange activities with localities of Laos sharing the border were well organized, contributing to fostering the special friendship and solidarity between Vietnam and Laos, maintaining peace and ensuring the integrity of national border sovereignty.

Party building work has been focused on; the political system has been streamlined, gradually improving its effectiveness and efficiency; the entire district has reduced 233 positions and 5 units directly under the district. The people's mastery has been promoted, and the great national unity bloc has been consolidated and strengthened.

The achievements that the Party Committee of Anh Son district has achieved are the result of continuous and persistent efforts over many terms, demonstrating the solidarity, unity, effective and timely leadership and direction of the Party Committee, the government, the entire political system, the efforts of the staff, Party members and the people of the district. This result has made an important contribution to the overall development of the province and created very basic premises for Anh Son district to develop more quickly and sustainably in the coming years.

Dear Congress!

I highly agree with the review of the shortcomings and limitations pointed out in the Political Report and the Review Report of the 20th Party Executive Committee presented to the Congress. I note a number of issues, namely: The breakthrough in economic development has not met expectations, the average income per capita is not high; the development speed of towns and townships is still slow. Production of value chains and OCOP products is still limited compared to the potential and advantages of agriculture and forestry of the district. State management in some areas, especially sand and gravel mining, forest protection, and environmental protection, is still lax and violated. The leadership capacity and fighting strength of some grassroots Party organizations are still limited and the management of cadres and party members is not strict. The sense of responsibility of some cadres and party members is not high, lacking in training and cultivating qualities and ethics, leading to violations.

I propose that the Congress continue to analyze carefully with a critical and self-critical attitude the shortcomings and limitations, clarify the causes, especially subjective causes, draw lessons to find effective solutions in the coming time.

Anh Son has a comparative advantage with its own characteristics of a midland mountainous district of the province. In the process of development, the geography and natural area of ​​Anh Son have changed many times, but in general, it stands out as a locality with a long-standing culture and history, a place that preserves the relics of the ancient Vietnamese people who came to open the mountains and break rocks. The place name Anh Son was born nearly 200 years ago, this place used to be a "victory", a "standing place" in many activities to save the country and fight against foreign invaders of the nation. Place names such as Bo Ai, Kha Luu, Lang Do Duong Xuan, Yen Phuc, Kim Nhan, Tri Le... are the names of the lands and villages of Anh Son that have been recorded in history books.

Besides, with the achievements of the country, the province and the solid foundations built in the recent development process, Anh Son has many favorable conditions and opportunities to develop more rapidly and sustainably in the new context.

During the preparation process for the Congress, I personally and the Provincial Party Committee Standing Committee have commented on the contents of the documents submitted to the Congress today, especially the directions, goals, and main tasks in the next term of the Party Committee. The District Party Committee Standing Committee has seriously absorbed and completed the draft documents. At today's Congress, I will raise and emphasize a number of contents for us to discuss and decide:

The first:Mr. Son needs to comprehensively, scientifically and realistically assess the advantages in terms of geography, nature, culture, history and society to proactively build and perfect the planning and socio-economic development plans associated with the district planning and provincial planning for the period 2021 - 2030, with a vision to 2050 in a fundamental and methodical manner, with strategic breakthroughs, unblocking bottlenecks, mobilizing and effectively using all resources, especially social resources for rapid and sustainable development.

Focus on restructuring, improving efficiency and economic added value of the agricultural and forestry sector towards organic, clean, high-tech agriculture, environmentally friendly and adaptable to climate change. First of all, maintain and reasonably expand the area, enhance the application of science and technology, improve productivity, quality and output of key industrial crops to meet the identified and planned production and processing materials such as tea, sugarcane, etc., creating key products with high value and stable markets.

With a large area of ​​alluvial land and riverbanks running along the national highway, it is very favorable to develop large vegetable production fields in the direction of concentrated goods. In fact, vegetables have been grown in many communes in the district and brought high efficiency, but they are still spontaneous and each person does it on their own. I suggest that the district should boldly plan, invest in science and technology, focus on linking production in the form of groups, teams, cooperation, and joint ventures with businesses to develop Anh Son into a "capital" of short-term vegetables, tubers, and fruits that ensure biological safety, meet clean food standards of the Western region, targeting markets in urban areas, commercial centers inside and outside the province, including export to increase economic value for the people.

Promote the development of forestry economy, pay attention to conservation and promotion of biodiversity, gene pool, environment, and natural landscape of the Western Biosphere Reserve to serve both research and ecotourism development; focus on developing planted forest areas certified with international forest management standards to serve sustainable high-tech forestry production and processing.

Taking advantage of the lake system, irrigation dams, and river surface to promote aquaculture development; paying attention to developing farm and family economy, strengthening value chain linkages in production, especially livestock and poultry farming, raising and growing specialty plants and animals associated with the "each commune has one product" OCOP model.

Diversify development of industries and handicrafts; continue to improve infrastructure, attract suitable projects to Tri Le Industrial Park, Dinh Son Industrial Cluster and some other suitable locations.

Monday:As a locality with many outstanding cultural, historical and spiritual relics (including 1 national historical relic, 1 national archaeological site, 5 provincial relics); there is the sacred Vietnam - Laos International Martyrs' Cemetery, the only cemetery in Vietnam named after two countries, two ethnic groups, a typical symbol of the special international solidarity between Vietnam and Laos, the resting place of nearly 11,000 outstanding children from 47 provinces and cities across the country who sacrificed on the battlefield of Laos, including more than 7,000 martyrs whose information is unknown, along with famous landscapes forming a complex containing extremely rich tangible and intangible cultural values, full of potential for Anh Son district to develop tourism, especially becoming a source center on the journey to explore Western Nghe An.

The district needs to focus on planning and investing in developing tourism infrastructure such as facilities, human resources, behavioral culture, and tourism environment in a systematic manner, with a long-term vision, and the ability to connect well with the province's key tourist destinations, especially Cua Lo - Kim Lien - Truong Bon; Nghia Dan - Tan Ky - Con Cuong - Do Luong... so that Anh Son is always an unmissable destination in the journey back to the source of every tourist when coming to Nghe An, making tourism an important economic sector of the district.

Tuesday:Anh Son has achieved very commendable achievements in building new rural areas. Party committees and authorities at all levels need to continue to make determined efforts and direct the remaining communes to complete the construction of new rural areas, soon bringing Anh Son district to the new rural finish line in the coming time. It is necessary to build Anh Son new rural district in the direction of green, harmonious, unique and happy development, with a landscape environment and fresh space; peaceful society, improved material and spiritual life of the people and well implement the "3 no" principle in building new rural areas: no debt, no over-mobilization of people and no chasing after achievements.

Along with that, special attention must be paid to environmental protection, waste treatment, and emissions from industrial plants that have been, are, and will be operating in the area, ensuring long-term, sustainable development. Strengthening the management and effective use of land and mineral resources, especially rocks, sand, and gravel, in conjunction with responding to climate change and preventing riverbank erosion.

Wednesday:Continue to pay attention to cultural and social development. Focus on improving the quality of education, promoting career guidance and vocational training; improving the quality of human resources associated with the shift in labor structure in rural areas; promoting the good cultural values, the traditional pride of the district that has been awarded the title "Hero of the People's Armed Forces" by the State to create endogenous strength, arousing the will and aspiration to rise up of the ethnic people of Anh Son in the renovation period.

Improve the quality of health care for the people; promote poverty reduction achievements, promote sustainable poverty reduction. Take care of social security, policies for people with meritorious services, especially continue to take good care of the Vietnam - Laos International Martyrs' Cemetery, warmly and thoughtfully welcome visitors, especially relatives of martyrs from all over the country, so that everyone feels warm and secure every time they return to Anh Son.

Continue to ensure national defense, political security, social order and safety. Grasp the situation, proactively prevent, stop and promptly resolve incidents related to security and order at the grassroots level. Do a good job of state management of religion and ethnicity. Strengthen the organization of activities to visit relatives, exchange, establish friendship, and help people of Lao ethnic groups in areas sharing the border; coordinate well in managing activities at the Cao Veu sub-border gate, patrolling and protecting border markers and borders, ensuring the integrity of national border sovereignty.

Thursday: Continue to strengthen the work of building a strong Party and political system; improve the effectiveness of implementing the 4th Central Resolution in conjunction with studying and following Ho Chi Minh's ideology, morality and lifestyle and regulations on setting examples; create new changes in the leadership capacity, fighting strength of the Party Committee, the effectiveness and efficiency of management and administration of the government and the quality of activities of the Fatherland Front and people's organizations; Promote the implementation of grassroots democracy regulations, government mass mobilization work, care for and closely follow the grassroots, promote the strength of great solidarity, create high support and consensus of the people in implementing the district's policies.

In addition to carrying out the political tasks of the Congress, the district needs to proactively follow the developments of the Covid-19 epidemic and the direction of superiors to lead and direct the entire political system from the district to the grassroots, both promoting socio-economic development and effectively preventing and fighting the epidemic. Along with focusing on evaluating the results of the implementation of political tasks in the past term, discussing and deciding on tasks and goals for the new term, the Congress also has the important task of: Discussing and contributing opinions to the documents of the 13th National Party Congress and the draft Political Report of the 19th Provincial Party Congress; electing the 21st District Party Executive Committee and electing the delegation to attend the 19th Provincial Party Congress.

I request the delegates to concentrate their intelligence in contributing their opinions to the Party's documents, and at the same time wisely select and elect the 21st District Party Executive Committee to ensure standards and structure, representing qualities, qualifications, enthusiasm, and the ability to successfully organize and implement the Congress Resolution; elect a delegation representing the intelligence and voice of 56 grassroots Party organizations and nearly 6,300 Party members in the entire district to attend the 19th Provincial Party Congress.

After the Congress ends, the Party Committee needs to urgently direct the effective implementation of the action program to implement the Resolution, associated with the responsibility of the leader, and must regularly check and monitor the implementation results.

Continuing the achievements of the past 5 years, promoting the tradition of "Unyielding Duong Xuan", "Resilient Yen Phuc" in the Nghe Tinh Soviet movement 90 years ago, with the spirit of: Solidarity, democracy, discipline, creativity, aspiration for development, I believe and expect that the cadres, party members and people of Anh Son will successfully implement the Resolution of the 21st District Party Congress, bringing Anh Son to develop rapidly and sustainably, becoming a comprehensive bright spot of the Western Nghe An region.
