Currently, the section through Hung Loc has been opened to traffic. The section through Hung Hoa commune, Nghi Duc is stuck in land clearance. Because a household did not agree to land clearance in Hung Hoa, the entire route through here has been stalled for many days. Specifically, Mr. Binh's household in Nghi Thai, who is cultivating on Hung Hoa land, has not agreed to land clearance because according to the extracted records, Mr. Binh's entire 910 m2 was taken back.2agricultural land, but according to the commune management book, the area is recorded as 1,150 m2And according to the production book, Mr. Binh paid according to the area of 1,500 m2Nghi Thai Commune People's Committee confirmed that Mr. Binh's legal area is 910 m2.2, Vinh City People's Committee approved the compensation plan, but Mr. Binh did not accept it and requested compensation for an area of 1,500 m2and brazenly dumped soil high up in the air to prevent motorbikes from working.
In the Nghi Duc section, 23/73 households have not yet received money or handed over their land. In addition, some households have received money but have not yet cleared all of their land. These households live among the cleared households, greatly hindering the construction.
Currently, the City People's Committee is directing relevant departments and offices to carry out procedures for compulsory land acquisition and clearance. Some households in Xuan Dong must re-establish and re-approve compensation plans due to changes in the confirmation of land use origin.
In addition, there is still 1 household with 10 graves that has not accepted the relocation plan. The Project Management Board has invited them 3 times to discuss the solution and is currently continuing to persuade them.
With such obstacles, many motorbikes on the route are currently having to stop construction. Recently, the city has enforced some cases and will continue to enforce them in the near future to ensure progress./.
