How long will Tan Da Street, Quan Bau Ward (Vinh City) remain sluggish?
(Baonghean) - There are still some households with problems and continuing to submit petitions; site clearance work has not been completed; construction quality in some locations still has problems... These are the problems in the renovation and upgrading project of Tan Da Street, Quan Bau Ward, Vinh City.
Continuation of the application
The incident in which people living on Tan Da Street, Block 2, Quan Bau Ward, sent petitions to authorities and the press began at the end of 2016. This incident was caused by the fact that Tan Da Street was planned to be expanded in 1993 but has not been implemented.
Meanwhile, the local government was lax in management, leading to a situation where some households expanded and built structures encroaching on the road boundary; at the time the people filed a petition, the Mountainous Trade Joint Stock Company (now Tung Truong Son Company) was also organizing the construction of fences and structures to serve business activities on the land planned for road expansion.

In early 2019, when Quan Bau ward started the project to renovate and upgrade Tan Da street, local people continued to file a petition. At this time, the petition was caused by people claiming that the construction of the canal was off-center from the road's centerline, not according to the design; some points on the route, although the site had not been cleared, showed signs that the contractor had arbitrarily adjusted the design and carried out the construction; the temporary construction project within the planning area of Tan Da street of Tung Truong Son Joint Stock Company (length 45m) has not been cleared yet...
People believe that although the Vinh City People's Committee has issued many documents since 2016, they are just "knocking the gong at night, not intentionally solving the problem", leading to not completely resolving the problems that have been reflected.
At present, the Vinh City People's Committee is still having to continue to handle complaints from the people. The reason is because the renovation and upgrading of Tan Da Street is being blocked at the location of Tung Truong Son Joint Stock Company, affecting the lives of the people... And also because the people believe that, although the Vinh City People's Committee has issued many documents since 2016, they are just a form of "knocking the gong at night, not intentionally solving the problem", leading to not completely resolving the problems that have been reflected.
This petition was sent to the Provincial Party Committee's Internal Affairs Committee; Chairman of Vinh City People's Committee, Standing Committee of the City Party Committee in mid-September 2019; not only that, it was also directly reported to the Chairman of the Provincial People's Committee at the regular People's Reception Session in October 2019. On September 18, 2019, the Internal Affairs Committee issued Official Dispatch No. 828-CV/BNCTU forwarding the petition to Vinh City People's Committee. On September 30, 2019, Vinh City People's Committee issued Official Dispatch No. 5760/UBND-TD directing the Department of Investment Management to handle it.

Still Existing
The reason for affirming that it still exists is because the actual survey of the renovation and upgrading project of Tan Da Street shows that although the roadway has been paved with asphalt and the sidewalk has been paved with bricks for most of its length... there is still a "bottleneck" with a length of about 40m, at the section where Tung Truong Son Joint Stock Company is located. The previous status of the "bottleneck" is still the same today. Besides, there are still some locations where residential construction works of households are still stuck, so the renovation and upgrading are still unfinished.
Meanwhile, to resolve citizens' complaints under the direction of Vinh City People's Committee, on November 14, 2019, the Department of Construction Management conducted a site inspection of Tan Da Road and determined that there were still many problems. Specifically, the Department of Construction Management's assessment is as follows: With a 9m wide road section, the roadway and 90% of the sidewalk and drainage ditch have been completed (there is still a problem with site clearance for one household); with a 12m wide road section, the roadway, sidewalk, and drainage ditch have been constructed from pile 5 to pile TD5, but the section from pile DT to pile 5 has not been constructed due to site clearance (section with Tung Truong Son Joint Stock Company - PV).

Regarding the existing, through inspection, it was determined that the construction site still has some locations that do not meet the planning; some cross-sections do not meet the design dimensions. Regarding the roadway and sidewalk, there are some locations where the curb construction is not suitable for the design cross-section (at pile 7, pile 8, pile 9, the curb is extended to the West from 5 to 15cm, causing the curb and sidewalk to not be aligned); some sidewalk locations have sunk. The drainage ditch at pile 9 has not been constructed so the route is not clear; there are some electric poles on the sidewalk, but the drainage ditch has not been technically handled so the cross-section of the ditch is not guaranteed; the size of some water collection holes is not guaranteed according to the design.

According to the records, the houses were granted land according to the red line boundary, however, some houses were built protruding, not in a straight line. Specifically, at post 5, post 6 of the western sidewalk is still 20cm short; from post 4 to the middle of post 5 - 6, determined according to the centerline, the red line boundary of Tan Da Street (East of the route) cuts through the fences of the houses with the current status of 30 to 60cm. At the point passing through Tung Truong Son Joint Stock Company, because the land has not been recovered, the western side of the route does not have a construction site.

Need to review investor responsibility!
The reason why it is necessary to mention above that the people of Block 2, Quan Bau Ward wrote petitions many times is because on those occasions, the petitions were sent to Nghe An Newspaper. After verification, it was determined that the petition content was well-founded, and there was an article reflecting it. After that, Vinh City People's Committee directed the functional department to inspect, issue a document responding to the issue raised by the newspaper, and at the same time directed Quan Bau Ward People's Committee to handle the existing problems. The problems that Vinh City People's Committee pointed out were also related to the management and assurance of construction order; the implementation of the land recovery process of Tung Truong Son Joint Stock Company, reviewing documents related to site clearance for the construction of the renovation and upgrading project of Tan Da Street; managing and supervising construction units to ensure quality according to the planning and design approved by competent authorities...
However, as people have commented, the existing problems have not been thoroughly resolved by the People's Committee of Quan Bau Ward. This has led to the construction and upgrading of Tan Da Street, which has some items that do not meet quality standards; being delayed and prolonged for a long time; in addition, because of the impact on people's lives, people in the area have prolonged the situation of petitions, complaints to many levels, sectors and press agencies.

According to the representative of the Department of Land Management, recently the Vinh City People's Committee has assigned the Land Fund Development Center to coordinate with the People's Committee of Quan Bau Ward and related units to prepare documents to proceed with the land recovery of Tung Truong Son Joint Stock Company in the area within the planning scope of Tan Da Street. And from the inspection results, the Department of Land Management has recommended that the Vinh City People's Committee assign the investor, the People's Committee of Quan Bau Ward, to direct the contractors to seriously overcome the shortcomings and have a technical solution to ensure the technical quality of the constructed items. Along with that, coordinate with the Office of Land Use Rights Registration to review documents, determine the boundaries of the land plots of households to clear the land according to the red line and completely resolve the citizens' petitions...
In reality, the project to renovate and upgrade Tan Da Street, the contents that the City Department of Urban Management has mentioned are all urgent tasks that need to be implemented. However, with the problems that have persisted over the years, it is necessary to consider the responsibility of the investor, the People's Committee of Quan Bau Ward!
