Pretending to be a bank employee to lend money through citizen identification cards

Nguyen Dinh Chien and Vi Quoc Tung were accused of pretending to be bank employees, posting information about loans without collateral to appropriate nearly one billion VND from many people.

On December 11, Chien, 28 years old, residing in Hanoi and Tung, 24 years old, residing in Nghe An, were prosecuted and detained by Ha Tinh City Police for the crime of Fraudulent appropriation of property, according to Article 174 of the Penal Code.

According to the investigation documents, in June, Chien and Tung introduced themselves online as employees of the approval department of a commercial bank, who could process loans quickly, without collateral, and only required a photo of their citizen identification card. Anyone interested had to pay more than 2 million VND in application service fees.

Authorities allege that when customers contacted them to discuss a loan, in addition to the VND2 million service fee, Chien and Tung asked them to pay dozens of other fees such as loan insurance and file retention fees, ranging from VND3-5 million each time. On average, each "customer" had to pay about VND50-60 million to complete the procedure.

After receiving the money, the duo cut off contact with the victim.

In early December, while carrying out a scam of 60 million VND from a 21-year-old girl in Tan Giang ward, Ha Tinh city, Chien and Tung were tracked down by the police.

The investigation agency determined that within six months, using similar tricks, Chien and Tung had appropriated nearly one billion VND from many victims in Ha Tinh and other provinces and cities in the country.
