According to Clause 1, Article 19 of the 2023 Law on Identification, all Vietnamese citizens, whether living in the country or residing abroad, have the right to be granted an identification card.

However, the law still requires citizens to be present in person in Vietnam to carry out procedures for issuing, exchanging or reissuing ID cards. Specifically, Article 27 of this Law stipulates that the authority to issue ID cards belongs to the ID management agency at the police station of the ward or commune where the citizen resides. In some special cases, the issuance of ID cards may be carried out by the ID management agency of the Ministry of Public Security, according to the decision of the head of this agency.

In addition, when necessary, the issuance of identification cards can be organized on the go at communes, wards, agencies, units or places of residence of citizens, but must still be within the territory of Vietnam.

There is currently no regulation allowing the issuance of ID cards at Vietnamese embassies or consulates abroad. Therefore, if your brother wants to make an ID card, he must return to Vietnam to complete the procedures at the competent police agency.
