Complete site clearance for the Quynh Luu grade-separated intersection project before September 20, 2017

(Baonghean.vn) - That is the conclusion of Vice Chairman of the Provincial People's Committee Le Ngoc Hoa at the working session on the project to build a different level intersection between National Highway 1 and National Highway 48B (Quynh Luu).

The project to build a grade-separated intersection between National Highway 1 and National Highway 48B and the section of National Highway 48B connecting the intersection to Lach Quen Port was approved by the Ministry of Transport on November 25, 2015.

Up to now, the District People's Committee has approved compensation and support plans for 1,224 affected cases in 6 communes and towns and approved public works with a total amount of more than 198 billion VND; handed over to the construction unit about 12.4 km out of a total of 12.67 km (reaching 97.8%).

In addition, technical infrastructure works will be relocated such as: 97% of the electrical system; 90% of the clean water system and 90% of the telecommunications system.

Currently, the project is behind schedule, the most basic reason being the land clearance problem. The People's Committee of Quynh Luu district has taken responsibility for the slow progress of compensation and site clearance, not ensuring the plan to be delivered on August 30, 2016, especially the Cau Giat town section. Currently, there are still 20 households on the entire route with various reasons that have not agreed to hand over the land, hindering the construction unit with a length of 0.27 km.

At the same time, affirming that it will be determined to implement a number of drastic solutions in the coming time, committing to complete site clearance before September 20, 2017, handing over as soon as the site is cleared. At the same time, it proposed a number of issues to the Provincial People's Committee and investors such as: Consider allowing the District People's Committee to support compensation of 100% of the project value for a number of households; timely payment of compensation and site clearance support; promptly resolving proposals from people and local authorities...

At the meeting, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa requested the contractor, the People's Committee of Quynh Luu district and relevant departments to focus on discussing reasonable solutions, removing obstacles in a way that benefits the people and does not violate the provisions of the law.

Comrade Le Ngoc Hoa affirmed: If the project is prolonged, the surrounding people and Quynh Luu district will be most severely affected. The locality and the contractor need to be transparent with the people so that they can grasp information about the construction time, completion and traffic opening as well as their responsibilities and rights.

The district must both propagate and implement administrative measures to early site clearance, and at the same time support investors in handling some security and order issues to ensure favorable conditions for investors to carry out construction.

Regarding the district's recommendations and proposals on some issues in construction, within the permitted scope, comrade Le Ngoc Hoa agreed to support 100% compensation of the project value for some specific households; change the design, plant trees under the bridge to create an environmental landscape. As for some remaining issues, the relevant departments and contractors will coordinate to discuss and resolve them reasonably. The deadline for site clearance is agreed to be September 20, 2017.
