(Baonghean.vn) - Resolving the problems related to the Ban Mong Reservoir Project is one of the important goals set by the Quy Chau District Party Committee in the project to improve the effectiveness of state management of natural resources and environment in the 2016-2020 period.

Assessing the state management of natural resources and environment in the district in recent times, the Standing Committee of Quy Chau District Party Committee said that the state management of land still revealed many weaknesses, the situation of land use violating planning, wrong purpose, encroachment, disputes, transfer, illegal construction still occurred commonly in some localities such as Chau Binh, Chau Hoi, Chau Hanh and Tan Lac town. The progress of handing over and granting land use right certificates for residential land, agricultural land, forestry land to people encountered many difficulties, was slow and the results were not high.

Regarding the handling of violations of natural resources and environment, especially land, Quy Chau leaders also admitted that they were not resolute, not final and not very effective. Compensation and resettlement support for some construction projects were slow and prolonged, such as Hoa Hai bridge, Hanh - Hoi road, and Mong village reservoir.

Regarding water resources, forest resources are increasingly depleted, the risk of negative impacts on the ecological environment is increasing. Implementing criterion No. 17 on rural environmental sanitation has encountered many difficulties, the results are low, and rural environmental pollution still occurs.

Faced with that situation, Quy Chau issued a project to improve the effectiveness of state management of natural resources and environment in the period of 2016 - 2020, with special attention paid to supplementing and adjusting the district-level land use planning until 2020, at the same time planning the agricultural and irrigation sectors; planning the population of towns and townships, especially the resettlement planning of the Ban Mong Reservoir Project, and completing compensation and support work.

In addition, it is necessary to complete the declaration and issuance of land use right certificates for households, and prepare records for granting agricultural land use right certificates according to Decree 64-ND/CP and Directive 08 of the Provincial Party Committee before 2018. The rate of people using clean water must reach over 83%. Strive to establish 6 environmental service cooperatives according to criterion No. 17 of new rural areas. The forest coverage rate must reach 78%.

To achieve these goals, the Quy Chau District Party Committee also proposed many important solutions, including mobilizing capital sources to make plans, adjust plans, organize implementation, and conduct land inventories; effectively carry out compensation and resettlement support for programs and projects, and promptly and effectively resolve citizens' petitions and complaints in the field of natural resources and environment, minimizing the occurrence of petitions that go beyond the level of authority.
