Land acquisition for Quang Trung Area A: Timely resolution of problems

(Baonghean) - Site clearance and speeding up the progress of key projects in the area are being vigorously implemented by Vinh City; in which, the City is mobilizing the entire political system to participate in the Project to renovate area A of Quang Trung apartment building.

The whole city got involved

On October 13, 2015, Vinh City Party Committee issued a Decision on assigning tasks to members of the Steering Committee to implement compensation and support for site clearance for key projects in the city, including: Project to upgrade and renovate the moat around Vinh Citadel; Project to build a regulating lake (part of the North Canal project); Project to connect National Highway 46 with the Lam River road and Project to renovate Area A - Quang Trung. This Committee is headed by the Secretary of the City Party Committee, who comprehensively leads and directs the activities of the Committee; the Chairman of the City People's Committee is the Deputy Head of the Committee to deploy the work, regularly direct, urge and inspect.

For the renovation project of area A of Quang Trung apartment building, the city has assigned a responsible team led by the Director of the City Police.

Phase 1 after agreeing on the land acquisition plan, will proceed with support, compensation, land acquisition, infrastructure, foundation, body, completion of 2 apartment buildings (CT2A, CT2B), adjacent houses; move resettled households to new apartments (end of 2016). On August 3, 2015, the Policy on compensation, support, site clearance and resettlement for the renovation project of Area A - Quang Trung was confirmed and issued by the People's Committee of Vinh City and the People's Committee of Quang Trung Ward. On September 8, 2015, the People's Committee of Vinh City and the People's Committee of Quang Trung Ward held a meeting to announce the above policy with the Party cell secretaries, block leaders, heads of the Front Committee, and heads of residential groups of Quang Trung apartment buildings.

The city also assigned the People's Committee of Quang Trung Ward to organize a meeting with the people, disseminate policies on compensation and site clearance, and confirm the origin of land use, houses, assets, land users, etc. Based on the results of the meeting, a record of agreement between each household will be drawn up. The project to renovate and rebuild Area A of Quang Trung Apartment is a project where the state acquires land, so in terms of agreeing and signing a commitment on the site clearance and resettlement plan with the households, agencies, and related individuals, if more than 70% of the households agree in the project area, it will be allowed to proceed.

It is known that, in addition to the compensation and support policies of the state, the project investor has built a framework for additional support policies: People receive new housing area increased by 1.3 times the existing area (the highest level of the policy issued by the Provincial People's Committee is from 1.2 - 1.3 times). Households who do not need to receive resettlement housing will receive specific monetary compensation at a price of about 11 million VND/m2, households who have to pay extra money for the difference in area after conversion will receive a discount of 3%/m2 from the investor.

In addition to the project's compensation policy, the residents of house A5 (the row facing Quang Trung street) will also receive an additional 20% support from the investor for the house purchase price according to Decree 61/CP. Regarding the service fee for the (new) apartment building, the investor commits to comply with Decision No. 2584/UBND dated June 11, 2014 at a price of 3,000 VND/m2/month.

Chairman of Vinh City People's Committee Nguyen Hoai An said: The whole city is focusing on land acquisition for this project. For households that have not agreed, representatives of the city's Fatherland Front, along with departments, branches and organizations, will continue to do advocacy and propaganda work. For the rows of stalls in front of Quang Trung Street, which were expanded and built by households themselves, the city will soon clear them to ensure civilization and urban beauty.

Timely resolution of problems

The investor has prepared all the documents, human resources and material resources to implement the project. However, after nearly 18 months since the date of land allocation in the compensated land, there are some rows of trees (behind house A5) that have not been cleared for the investor to implement the project, causing waste for the investor for a long time. The responsibility for clearing the land for the above-mentioned rows of trees belongs to the local government.

According to Mr. Ha Thai Son, Chairman of Quang Trung Ward People's Committee, to facilitate the process of site clearance in Area A of Quang Trung Apartment, the ward is proposing the city to extend the business operation period of the rows of kiosks in front of Quang Trung Street for about 14 to 18 months, depending on the construction time of the 2 high-rise resettlement buildings, after which the clearance will be made. This ensures that people have an additional source of income while the project is being implemented, and at the same time have more time to find new jobs.

Clearing the land of Quang Trung Apartment Area A is one of the key projects that the province pays great attention to. At many meetings, Chairman of the Provincial People's Committee Nguyen Xuan Duong always reminded the city to step up propaganda work, create high consensus among the people, and clear the land for investors to easily implement. Step by step, renovate and upgrade Quang Trung Apartment Area to become more spacious and modern, increase the housing fund for the city and improve the quality of life of the people.

There have been investors who have come and gone after considering costs and profits, which shows that people should not demand more than the prescribed threshold so that investors can continue the project. Some previous Quang Trung apartment renovation projects have also had their licenses revoked when they were not implemented, such as the Quang Trung Area B renovation project. The real estate market has not yet recovered and real estate investment enterprises are still facing difficulties.

The fact that the province, city, ward and departments are interested in speeding up the progress of the Project to renovate Area A - Quang Trung shows that the most important thing is the issue of security and safety for people during the rainy and stormy season. That requires the investor to quickly implement the project as expected by the people.
