Two Ministries 'pushing' to manage milk prices?
The Ministry of Finance wanted to "push" milk price management to the Ministry of Industry and Trade, but the ministry refused.
The Ministry of Finance is seeking comments from ministries and branches on the draft Decree amending and supplementing a number of articles of Decree 177/2013 and the Circular amending and supplementing Circular 56/2014 of the Ministry of Finance related to the Law on Prices.

Accordingly, the Ministry of Finance proposed that the Ministry of Industry and Trade take the lead in receiving and reviewing price registration for powdered milk for children under 6 years old. However, the Ministry of Industry and Trade once again... refused.
According to this Draft, the Ministry of Industry and Trade shall preside over and coordinate with relevant ministries and branches to advise and propose to the Government for decision on guidelines and implementation of price stabilization measures for milk products for children under 6 years old. At the same time, receive price declaration documents for goods and services for functional foods for children under 6 years old according to regulations of the Ministry of Health.
However, the Ministry of Industry and Trade sent a document to the Ministry of Finance and stated that the Law on Prices stipulates that the Ministry of Finance shall preside over and coordinate with ministries, ministerial-level agencies, and provincial People's Committees to inspect price formation factors for goods and services on the list of goods and services subject to price stabilization, including milk for children under 6 years old.
Therefore, in order to comply with current legal regulations and management practices, the Ministry of Industry and Trade proposes that the Ministry of Finance continue to take the lead as it is now or coordinate with the Ministry of Health in receiving price declaration documents, registering prices and applying price stabilization measures for functional foods for children under 6 years old and milk for children under 6 years old.
The Ministry of Industry and Trade will continue to coordinate with the Ministry of Finance and the Ministry of Health in implementing state management of market development and distribution systems for goods, including milk for children under six years old and functional foods for children under six years old.
This is not the first time the Ministry of Finance has wanted to push the responsibility of milk price management to the Ministry of Industry and Trade. In fact, in recent times, management has encountered many difficulties because the list of milk products is managed by the Ministry of Health.
Meanwhile, the inspection and supervision of organizations and establishments selling milk in the area and imported milk powder sources are under the management authority of the Ministry of Industry and Trade. This may be one of the reasons why the Ministry of Finance wants to shift the responsibility of milk price management to the Ministry of Industry and Trade./.
