Dozens of apartment residents in Vinh City had their water cut off for not paying parking fees.
(Baonghean.vn) - Over the past few days, residents at Hung Thinh apartment building, Hung Loc commune, Vinh city have been very upset because the investor cut off water supply, disrupting the lives and activities of the residents.
Hung Thinh Apartment located in Hung Loc commune, Vinh city has been in operation for more than 10 years, currently has 107 households living there. On October 26, the investor, TC Company, cut off the water supply to the residents, causing them to be upset and send petitions to the authorities.

The petition stated that in March 2023, TC Company Nghe An branch took over and managed Hung Thinh apartment complex. In July, the apartment management board sent a car parking contract for residents to sign but was opposed.

According to the residents, the reason is that in the contract, there are some contents that the residents do not agree with. Especially the issue of outdoor parking, the residents request that when collecting fees, the investor must be responsible for the vehicles being bumped, damaged, or stolen during the parking process. Therefore, the residents in the apartment building asked the company to re-draft the contract with the agreement between both parties.
On October 9-11, the company collected monthly fees, but residents only paid for utilities, water, and parking in the basement. Residents did not pay for outdoor parking because they had not yet agreed on the terms of the contract.

After people transferred other fees, some households had their money returned with the reason "if you don't pay the apartment fees, we won't collect them".
On October 26, TC Company Nghe An branch sent people to cut off the water supply of 32 households, even though the residents had previously paid for the water and it was returned. According to the residents, the water supply is not related to the car parking fee, the water cut-off has affected the residents' lives and is against the law.

Mr. Cao Van Cuong - Vice Chairman of Hung Loc Commune People's Committee said: Immediately after receiving the people's feedback, the local government sent forces to record the incident. At the same time, there was a document requesting the apartment building investor to open the water supply for the people. If the company does not open the water supply, it will have to take full responsibility before the law as well as the consequences of the water cut-off on the health and daily life of the people.
According to reporters' records on the morning of October 28, Hung Thinh apartment residents gathered below the apartment building to hang banners protesting TC Company's arbitrary cutting off of residents' water supply.

After residents and the press reported, at about 10:00 a.m. on October 28, TC Company directed security to reopen the water supply for people after 2 days of shutting off the water.
Residents of Hung Thinh apartment building said that in the coming days, they requested the company to have a direct meeting with the residents to resolve the backlog in the operation of the apartment building. In addition to cutting off water supply, there are other problems such as not yet establishing a building management board, upgrading degraded building items, etc.
