Provincial People's Council reviews draft resolution on non-professional positions at commune level

Proposing measures and solutions to ensure traffic safety

Attending the review meeting were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman.Provincial People's Council;Members of the Provincial Party Executive Committee: Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation and Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; and leaders of a number of provincial departments and branches.

Reviewing the draft resolution stipulating a number of measures to strengthen the clearance of violations and prevent re-encroachment of road and railway safety corridors in the province in the period of 2022 - 2025; the meeting participants basically agreed with the contents presented.

Some members proposed that the drafting agency adjust, supplement, and clarify some contents related to implementation principles; provincial, district, and commune budget sources to implement the clearance of violations, prevent re-encroachment, and manage traffic safety corridors according to decentralized management, ensuring ease of implementation after the resolution is issued.

In addition, some opinions also suggested that the drafting agency consider adding the establishment of a district-level interdisciplinary working group to regularly and suddenly inspect violations of traffic safety corridors to the measures to strengthen the clearance of violations and prevent re-encroachment of traffic safety corridors.

Along with that is the concern to establish urban order management teams associated with supporting means of operation in towns.

Many opinions also suggested that the Provincial People's Committee, after the resolution is issued, should issue an implementation plan, clearly assigning tasks and responsibilities to all levels, sectors, agencies and units in implementing measures to clear violations and prevent re-encroachment of traffic safety corridors to create positive changes after the resolution is issued.

Pay attention to promoting propaganda work, especially on Nghe An Newspaper and Provincial Radio and Television Station, raising awareness of organizations and individuals in preventing re-encroachment, ensuringtraffic safety corridor.

The Legal Committee of the Provincial People's Council also reviewed the draft resolution on allocating local budget to implement the management and maintenance of provincial roads in the 2022-2025 period; reviewed the report on traffic safety work in 2021 and tasks in 2022.

The issue raised by the meeting members was that although the traffic accident situation in the province has decreased, the number of serious and especially serious accidents has not decreased much.

In addition, it is necessary to clarify the reasons why the most traffic safety violators are freelance workers and students in order to find solutions; handle "black" spots of traffic safety violations, and be more drastic in handling the situation.Oversized, overloaded vehicle; improve the quality of training, testing, and driver's license issuance...

Agree to add 2 positions of veterinary and plant protection

Review of the draft resolution amending and supplementing a number of articles of Resolution No. 22/2019/NQ-HDND, dated December 12, 2019 of the People's Council of Nghe An province on the number, titles, allowance levels, and policies fornon-professional activistand other subjects in communes, wards, towns, hamlets, blocks, and villages in the province; the meeting participants all highly agreed with the proposal of the Provincial People's Committee to add 2 positions of veterinary and plant protection, agricultural extension, and fishery extension.

However, adding these two positions does not mean increasing the number of non-professional workers at the commune level, but still applying the number of 10 people for communes of type III; 11 people for communes of type II and 12 people for communes of type I.

Therefore, based on practical needs, localities can flexibly arrange appropriately in the following directions: one is to arrange concurrently or reduce other positions to arrange veterinary and plant protection positions. In localities where veterinary and plant protection positions are not urgent or necessary compared to other positions, the current arrangement can be maintained.

There are also suggestions that, in addition to addingveterinary titleand plant protection, agricultural extension, and fishery extension, it is necessary to add the position of commune-level radio station staff...

Some opinions proposed to raise the compensation level for those directly participating in work in hamlets, blocks, villages and communes higher than the current level according to Resolution No. 22/2019/NQ-HDND...

During the remaining time of the meeting, the Legal Committee of the Provincial People's Council reviewed a number of draft resolutions on assigning civil servant payrolls and unifying the number of contract workers according to Resolution No. 68/2000/ND-CP in state administrative agencies and organizations of Nghe An province in 2022. Reviewed the report on administrative reform work in 2021 and tasks in 2022.
