December is the last month that household registration books and temporary residence books are still valid. From December 12, poor and near-poor households will be supported with smartphones. These are two of the new policies that will take effect this month.

The 2020 Law on Residence stipulates that paper Household Registration Books and Temporary Residence Books will expire after December 31, 2022. From January 1, 2023, this book will be officially abolished. People can discard the paper Household Registration Books and Temporary Residence Books or keep them as a souvenir.

December will be the last month people can use paper household registration books.

Although the paper household registration book and temporary residence book have been "abolished", the State still maintains the management of people's residence, only replacing the management form from paper books to more modern and effective information technology software.

Citizens still need to complete procedures for permanent and temporary residence registration as before... With the new regulation, after completing the registration procedure, instead of issuing a paper book, the police agency will update the citizen's information into the residence database.

The database on residence will be linked to the National Database on Residents. Along with the "death" of paper household registration books, people will be given a personal identification number (a 12-digit series on a chip-embedded CCCD card). When doing administrative procedures, civil transactions..., people only need to use the chip-embedded CCCD card without having to carry a household registration book or cumbersome paperwork like before.

Poor and near-poor households will be supported with smartphones.

According to Circular 14 of the Ministry of Information and Communications from December 12, poor and near-poor households will be supported to equip smartphones.

Conditions for support with smartphone equipment: Households that have not received support with tablets from the Program or online learning devices under the Program "Waves and computers for children"; Households that need support and have their list of recipients approved by competent authorities.

The program supports equipping households with smartphones through public telecommunications service providers in one of two forms.

That is, support for equipping smartphones combined with support for using terrestrial mobile telecommunications services for households. Or support in cash (if households on the supported list have purchased smartphones themselves since December 12, 2022.
