Perfecting the process of building the legal system associated with improving the effectiveness and efficiency of law enforcement

On the morning of November 24, Prime Minister Nguyen Xuan Phuc chaired the Government Conference on the work of building and completinglawand law enforcement. The conference was attended by leaders of the Government, agencies of the National Assembly, central departments, ministries, branches, localities, relevant agencies and units across the country.

The legal system is improved in both quantity and quality.

At the conference, the Government listened to the leader of the Ministry of Justice present an Overview Report on the work of building, perfecting the legal system and enforcing the law. Accordingly, in the period of 2016 - 2020, our country's legal system continues to be improved in both quantity and quality. This period focuses on institutionalizing the Party's policies and guidelines, improving the quality of legal documents, many documents are comprehensively amended and supplemented to suit the new situation, especially to implement the 2013 Constitution.

The law and ordinance development program proposed by the Government clearly shows the priority order for a number of key areas of key significance to focus resources on implementation.

During this period, the Government submitted to the National Assembly, the National Assembly Standing Committee issued 112 documents (71 laws, 02 ordinances, 22 resolutions of the National Assembly, 17 resolutions of the National Assembly Standing Committee), a decrease of 08 documents compared to the period 2011 - 2015; the Government issued 745 decrees, an increase of 24 decrees compared to the period 2011 - 2015 (721 documents), the Prime Minister issued 232 decisions, a decrease of 129 decisions compared to the period 2011 - 2015 (361 documents).

The work of law enforcement has been paid attention to by Party committees and authorities at all levels and has achieved initial results. The work of disseminating and educating the law has been more innovative and progressive, initially applying science and technology to communication work to bring the law into life faster, more effectively and more economically.

The role of law and the awareness of the rule of law in the organization and operation of the State and in social management are increasingly promoted. The Government, ministries, branches and local authorities focus more on macro-management and proactively solve major and important problems; administrative reform continues to be focused on and initially achieves positive results.

The fight against corruption has achieved many outstanding results. The inspection, examination, auditing, investigation, prosecution, trial of cases, and handling of cases related to corruption.corruption, synchronous and effective economy, creating a breakthrough in detecting and strictly handling violations, having strong warning and deterrence power, tightening discipline and order in the Party and state apparatus, affirming the determination to fight corruption of the Party and State, "no forbidden zones, no exceptions, regardless of who that person is".

International cooperation on law and justice has been increasingly expanded and gradually deepened, serving more practically the work of building and perfecting the legal system, judicial reform and administrative reform, contributing to enhancing Vietnam's position in the region and the world.

The Ministry of Justice needs to continue to promote its role as "conductor" and advise the Government in drafting Law projects.

Based on the report of the Ministry of Justice, the conference listened to presentations from the agencies of the National Assembly, central ministries, branches, agencies and units on contents related to major topics such as: Institutionalizing the Party's policies and guidelines into laws - Practice and solutions; The work of preparing the draft program for law and ordinance making and reviewing and revising draft laws, ordinances and draft resolutions of the National Assembly, the National Assembly Standing Committee; The Vietnam Fatherland Front and its member organizations conducting social criticism in building and perfecting the legal system and enhancing the effectiveness of law enforcement - Current situation and solutions.

Also at the conference, the opinions expressed clearly that, compared to the practical requirements of the country's development, the work of building, perfecting the legal system and enforcing the law is still limited and inadequate. The stability and predictability in some legal fields are not high; some regulations are not synchronous, unified, feasible, do not meet practical requirements, and even have overlapping and contradictory contents...

Accordingly, the Prime Minister agreed with the report of the Ministry of Justice, as well as the discussion of representatives of ministries and branches on the results of building the legal system and law enforcement in the period of 2016-2020. At the same time, he highly appreciated the role of the Ministry of Justice and relevant ministries and branches in developing draft laws to submit to the National Assembly and the National Assembly Standing Committee after the Government has approved them. The Prime Minister emphasized the need to build a legal system to serve as a foundation for the country's development.

To further improve the quality of the work of building and perfecting the legal system and enhancing the effectiveness of law enforcement, meeting the requirements and tasks in the new situation, the Prime Minister requested the Ministry of Justice to continue to promote its role as "conductor", advising the Government in building draft laws, perfecting the process of building the legal system in conjunction with improving the effectiveness and efficiency of law enforcement, ensuring the building of a unified, synchronous and feasible legal system.
