Nghe An Newspaper had a dialogue with Mr. Doan Hong Vu about the initial results of implementing Directive 06-CT/Thu "on strengthening urban management, construction order, management and implementation of planning in Hoang Mai town".

PV:One of the key tasks that the Party Committee and the Government of Hoang Mai Town have been focusing on is strengthening urban order management and doing a good job of planning in the area. Could you please tell us about the results of the implementation in the past time?

Mr. Doan Hong Vu:Hoang Mai town was established and officially put into operation 4 years ago (according to Resolution No. 47 of the Government). In the context of "marching and lining up at the same time", the town's leaders determined that if they want to move towards the goal of building Hoang Mai town into a type III urban area (according to Resolution No. 11-NQ/TU of the Provincial Party Standing Committee on building and developing Hoang Mai town until 2020 and the following years), the planning work must go one step ahead.

Therefore, the essential and immediate task is to accelerate the construction of plans that are practical, synchronous, and modern in the process of urban development, renovation, and beautification.

With high determination, the drastic participation of the staff, the consensus of the Party Committees, authorities and people of the town, the support of the Central Government and the province, up to now, Hoang Mai town has completed the overall socio-economic planning; general planning at scale 1/10,000, administrative center planning; land use planning and planning and is implementing the construction of functional zoning planning, detailed planning of a number of projects and historical relics; adjusting the planning of a number of coastal tourist areas. In which, the general planning is considered one of the best plans, meeting the future development requirements of a modern city.

Determining that good planning must be strictly implemented, the Standing Committee of Hoang Mai Town Party Committee issued Directive 06-CT/Thu "on strengthening urban management, construction order, management and implementation of planning in Hoang Mai town".

After more than a year of implementation, urban planning and construction management has changed quite clearly. People's awareness in complying with the provisions of the law on urban construction has been raised.

In addition to zoning and resolving old violations related to land encroachment and illegal construction, and resolutely not allowing new violations to arise, authorities at all levels also pay attention to strengthening the direction of private housing licensing (in 2016, 187 construction permits were issued, an increase of 65 compared to 2015).

The urban beautification work has many changes. Currently, the town has put into use the town's administrative center and some inner-city roads; basically completed the lighting and sidewalk projects on National Highway 1A; the movements to bring electricity to the streets and clear corridors and sidewalks have achieved good results. The town has completed 16/30 criteria on urban technical infrastructure of a type III urban area.

PV:During the implementation process, the locality must have faced many difficulties?

Mr. Doan Hong Vu:Hoang Mai town is in the process of building and transforming itself towards the goal of becoming a dynamic economic zone, a growth pole of the province. However, in the process of "from village to city", people have not caught up with the development trend of the town, the management of planning and urban order is having limitations. The most obvious is the situation of illegal construction, encroachment, placing of signs and billboards causing loss of urban beauty occurring in the area.

The rate of construction licensing is not high compared to reality (in 2016, there were 38 private housing projects built without permits). There are no traffic lights on the roads and centers. The implementation of the project of naming streets is still slow. There are no regulations on planning management. Zoning and sectoral planning are still slow.

The reason for the above shortcomings and limitations is that a part of the people are still not aware of the procedures to apply for permits to build houses and construction works, while the propaganda work is not strong enough; the inspection, correction and rectification work in planning management and construction order is not regular; the handling of violations is not strict.

Besides, the grassroots Party committees and authorities are not resolute in directing and operating, the officials in charge are still confused, have an evasive attitude, are afraid of collision, and rely on superiors.

PV:To overcome the shortcomings and limitations and continue to effectively implement Directive 06, what solutions does Hoang Mai town have in the coming time, sir?

Mr. Doan Hong Vu:To improve the effectiveness of urban planning and management, meet the requirements of sustainable urban development and soon build Hoang Mai town into a type III urban area, the town will implement the following solutions:

Firstly, promote propaganda to raise people's awareness of building a cultural urban lifestyle and awareness of urban order, especially in the field of licensing for private housing construction, incorporate the content of building a cultural urban lifestyle into the conventions and village regulations of residential areas, propagate and mobilize people to voluntarily implement; inspect, detect and strictly handle violations.

Second, continue to seriously implement the contents of Directive 06 and the 1/10,000 scale town master plan, the Standing Committee of Hoang Mai Town Party Committee requires the leaders of the Party Committee from the town to the grassroots level to pay close attention to leadership, the government to strictly manage according to regulations, avoid lax management, even make mistakes in planning and regulations. In addition, specifically evaluate the criteria on technical infrastructure of type III urban areas (especially difficult criteria to achieve) to focus on drastic direction, determine the right roadmap to complete each criterion in each stage.

Third, speed up the progress of establishing functional zoning plans, adjusting Hoang Mai sea plans, implementing sectoral plans, improving the quality of planning projects; regularly reviewing and inspecting the implementation of plans; promptly detecting and resolving problems and strictly handling violations.

Fourth, increase investment attraction, effectively mobilize capital to accelerate the construction progress of key projects in the area to complete urban criteria; deploy the installation of traffic lights at intersections, coordinate with superiors to soon complete the project of naming roads, streets, and house numbers in some localities. Strengthen the urging, inspection, and supervision of the issuance of construction permits in accordance with the correct process and order, but must simplify administrative procedures...

PV:It is known that currently, the town is linking the implementation of Directive 06 with Plan 136 of the Provincial People's Committee on clearing traffic safety corridors and sidewalks in the period of 2017 - 2020. So how is the responsibility of the commune and ward levels determined in this issue?

Mr. Doan Hoang Vu:To implement this content, the Standing Committee of the City Party Committee has issued a directive to the Town People's Committee to issue an implementation plan and establish a Steering Committee headed by the Chairman of the Town People's Committee. According to the roadmap, the Party Committee, the government and relevant departments have carried out propaganda, counted households in violation, signed commitments, and raised people's awareness.

Now comes the implementation phase. In the first 10 days of the campaign, 13.9 km were cleared, 132 households were mobilized to dismantle themselves; 218 billboards, 132 tents, canopies, fences... were dismantled. After completion, the handover will be carried out to the grassroots. The town's viewpoint is: the town deploys, trains, directs, supervises, inspects, and urges, while the main force is still in the wards and communes.

The main focus is National Highway 1A and Provincial Road 537B. Currently, the clearance of traffic safety corridors and sidewalks in Quynh Thien ward from La Man bridge to Muong Thanh hotel, through Mai Hung and Quynh Xuan communes; Road 537B in Quynh Di and Quynh Phuong wards... has achieved good results, the road is much more open.

Hoang Mai Town Party Committee considers clearing the traffic safety corridor and restoring order and discipline on the sidewalks as a competitive movement to practically establish achievements to celebrate the 4th anniversary of the town's establishment. Any ward or commune that has violations will be held responsible by its head.

In addition, it is required that the functional departments and branches of the town and local authorities urgently coordinate, take drastic action, have serious assessments, specific and synchronous solutions, organize implementation to promptly overcome limitations, and improve the effectiveness and efficiency of urban management work in the area.
