The activities of the Nghe An Provincial Bar Association are not really effective.
(Baonghean.vn) - This is the assessment of the working delegation of the Vietnam Lawyers Association and the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial People's Committee at the working session with the Nghe An Provincial Lawyers Association.

On the morning of August 18, a delegation of the Vietnam Lawyers Association led by comrade Tran Cong Phan - Member of the Party Committee, Vice President of the Lawyers Association, Deputy Chief Justice of the Supreme People's Procuracy worked in Nghe An on the implementation of Directive No. 56-CT/TW of the Politburo and Conclusion No. 19/KL-TW of the Secretariat. Receiving and working with the delegation were comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee, Le Minh Thong - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee, representatives of the Nghe An Provincial Lawyers Association and related departments, branches and sectors. |
After Conclusion No. 19/KL-TW dated May 23, 2012 of the Central Party Secretariat on summarizing the implementation of Directive No. 56-CT/TW dated August 18, 2000 of the Politburo (VIII tenure) on strengthening the Party's leadership over the work of the Vietnam Lawyers Association and Directive No. 08/CT-TTg dated May 24, 2013 of the Prime Minister on implementing measures to improve the quality and effectiveness of the Vietnam Lawyers Association's activities in the new period were issued, the Nghe An Provincial Lawyers Association has organized and implemented key tasks and achieved many outstanding results.

The Association has coordinated with leaders of Party committees, authorities, agencies and units to continue to propagate and mobilize the establishment of district-level associations and agencies and units. As a result, 3 district-level associations and 2 provincial-level branches were established, bringing the total number of affiliated associations to 29, including 19 district, city and town Lawyers Associations and 10 provincial-level Lawyers Associations, with 115 grassroots branches and a total of 1,950 members.
Affiliated Lawyers Associations advise the leaders of agencies and units and participate in organizing activities to propagate and disseminate the law; propagate and disseminate the law on mass media, newsletters, unit websites and specialized magazines.
During the 2012 - 2017 term, legal advice and legal aid were provided to 3,540 cases with 4,348 people, of which 3,426 cases were free of charge; participation in litigation and protection of the rights of litigants at court in 30 cases; representation outside of litigation in 27 cases; legal advice and legal support for 720 prisoners who were pardoned and prepared to reintegrate into the community.
However, according to the assessment of the leaders of the Vietnam Lawyers Association and the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial People's Committee, despite the large number of members, the activities of the Lawyers Association have not yet been commensurately effective.

In the process of implementing the tasks, there are still some limitations such as the quality and effectiveness of the activities of the Association organizations are not uniform, many places are still formalistic; the Association organizations have not created a source of revenue to ensure their activities, mainly supported by the State Budget; the synthesis and statistics of the affiliated units are not fully and regularly reporting and providing information;...
Regarding the causes of the above limitations and weaknesses, the leaders of the Nghe An Bar Association said that one of the main reasons is that the funding sources, facilities, working conditions, and remuneration for staff working for the association are still limited, which significantly affects the organization of the association's activities; most members of the Association hold concurrent positions, making it difficult to carry out their duties.
Speaking at the meeting, comrade Tran Cong Phan - Member of the Party Committee, Vice President of the Lawyers Association, Deputy Chief Justice of the Supreme People's Procuracy requested the Nghe An Provincial Lawyers Association to be more proactive in overcoming difficulties and promoting the role of the Association; at the same time, local Party committees and authorities should pay more attention and direct the Association's work more closely.

Comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee said that to overcome the above limitations, the leaders of the Provincial Lawyers Association need to be proactive and creative in working methods, change their thinking, be flexible in management, and seek effective working methods that are consistent with the Association's principles and purposes.
Acknowledging and accepting the direction of the Vietnam Bar Association and the Standing Committee of the Provincial Party Committee and the Provincial People's Committee, the leaders of the Nghe An Bar Association promise to try to overcome limitations and improve the quality and effectiveness of the Association's operations./.
