(Baonghean.vn) - This information was presented at a meeting between the Provincial People's Council's Legal Committee and the Quynh Luu District Police on the afternoon of September 18 under the program of supervising state management of a number of conditional business lines and professions regarding security and order (SOC) in the province.

Reporting to the monitoring delegation of the Provincial People's Council's Legal Committee, Deputy Head of Quynh Luu District Police, Lieutenant Colonel Truong Xuan Giang said that currently, in the area, there are 237 business establishments with conditions on security and order that have been granted certificates of eligibility for security and order.
The most numerous are pawnshops with 82 establishments; followed by karaoke services with 64 establishments; liquefied petroleum gas business with 56 establishments; accommodation business with 25 establishments...
In addition, in the district there are still 6 business establishments with conditions on security and order that are operating but have not been granted certificates of eligibility for each industry.

Also according to Lieutenant Colonel Truong Xuan Giang, recently, besides the quite serious compliance of business and service establishments, through inspection and supervision by the authorities, it was also discovered that some establishments have not strictly complied.
It is emerging that in the field of accommodation business and karaoke services, some establishments still neglect and loosen management, allowing subjects to take advantage of illegal activities, such as: gambling, illegal use of drugs, prostitution, and property theft. Specifically, in the past 2 years, the District Police have discovered and arrested 11 cases and 26 subjects with illegal acts.
At the meeting, based on the report of the District Police and through the supervision practice at a number of accommodation and pawnshop businesses in the district, a number of members of the supervision delegation of the Provincial People's Council's Legal Committee raised many issues requesting the Quynh Luu District Police to continue to pay attention and direct.

Concerned about pawn services, Deputy Head of the Provincial People's Council's Legal Committee, Thai Thi An Chung, conducted a practical inspection at the Hong Kong pawn shop (Cau Giat town). Through supervision, it was found that the contract for pawning assets to borrow money did not show the interest rate; this is the problem that leads to the transformation of usury that the authorities cannot monitor.
On the other hand, this facility also allows mortgage of third party assets, so it is easy to mortgage assets obtained from crime.
Also interested in pawn services, Mr. Ho Dinh Trung - Chief Justice of the Provincial People's Court, a member of the monitoring team, also pointed out the situation that there are establishments that pawn all assets without documents, including borrowed assets. This is the reason for the high risk of crime and recently the Provincial People's Court has accepted a number of cases in this field.
Mr. Ho Dinh Trung suggested: The district police need to strengthen inspection and management and need to have a resolute attitude in revoking the certificates of facilities meeting security and order conditions for violating facilities.

Concluding the meeting, Mr. Tran Dinh Toan - Deputy Head of the Provincial People's Council's Legal Committee requested the District Police to step up the dissemination of Decree No. 96/2016 of the Government; associated with the re-issuance of certificates of eligibility for security and order according to Decree No. 96/2016.
On the other hand, the district needs to increase regular and surprise inspections, and have solutions to limit negative aspects in pawn services, such as pawning assets obtained from crimes or not owned by the district, and lending at high interest rates; at the same time, it is necessary to properly manage the accommodation, especially for foreigners, in accordance with the law.
