The conference was held in 1 day, in person in Vinh city and online to 20 districts and towns with the participation of delegates of People's Councils at district and commune levels.

The activities of People's Councils at all levels have been innovated.

Speaking at the opening of the conference, comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council shared that over the past 2 years of operation for the 2021-2026 term, in addition to actively, proactively and creatively implementing the assigned tasks, the activities of the People's Councils at all levels have also had many innovations, improved professionalism, promoted the application of information technology and digitalization in activities. Activities of meeting voters, receiving, synthesizing, urging the settlement of voters' recommendations and citizens' petitions in a transparent and effective manner.

The Nghe An People's Representative website has been renewed and is one of the most visited websites in the national electronic information system. The Provincial People's Council also monitors, evaluates and classifies the quality of activities of the Provincial People's Council representatives, contributing to promoting innovation and improving the quality of activities of the Provincial People's Council in particular and the socio-economic development of the province in general.

The Vice Chairman of the Provincial People's Council also said that at the election of People's Council delegates at all levels for the 2021 - 2026 term, the People's Council delegates have put forward their action programs and promises. In addition to reflecting on their promises to make efforts to fulfill them well, through the training conference, the knowledge imparted will also create an important corridor for each People's Council delegate at all levels to better perform their tasks, contributing to better fulfilling their role, worthy of being a representative of the will, aspirations and mastery of the people; contributing to improving the quality of activities of People's Councils at all levels in the province in the coming time.

Overcoming the situation of "playing football and blowing the whistle at the same time"

The conference listened to Dr. Bui Duc Thu - former Deputy Head of the Delegation Affairs Committee, National Assembly Center for Training of Elected Delegates, presenting the topic: Skills in organizing thematic supervision activities of the Standing Committee of the People's Council, People's Council committees, supervision of delegations and People's Council delegates.

The key issues shared are experiences and skills to improve the quality of supervision. The focus is on selecting the right issues to be supervised; clearly defining the subjects, scope, and content of supervision; closely coordinating with relevant agencies in developing programs and implementing supervision plans; and preparing data, documents, and information related to supervision content.

The monitoring process can include conferences, seminars, discussions, and field surveys; using consultants, gathering opinions from the people and the implementing subjects; inviting journalists to participate in reporting. There is a post-monitoring mechanism and strong sanctions to prevent and handle violations.

Regarding the composition of the monitoring team, focus on inviting people with courage, who dare to reflect honestly, objectively, and fully on the issues raised; have professional qualifications and experience in the field of monitoring and issues related to the content of monitoring. Do not invite people directly involved in leadership and management in the field being monitored, in order to overcome the situation of "both playing football and blowing the whistle".
