National Conference on Judicial Work Deployment in 2023

At the central level, the conference was chaired by comrades: Pham Binh Minh - Politburo member, Permanent Deputy Prime Minister; Le Thanh Long - Party Central Committee member, Minister of Justice; and Deputy Ministers of Justice.

In 2022, the entire Judicial sector has implemented the goals with the spirit of "early, remote" participation. The entire sector focuses on promptly resolving and handling newly arising issues.

Some areas of work achieved outstanding results such as: The work of disseminating and educating the law continued to innovate, closely following the requirements of practical life, taking people as the center of benefits; the electronic civil status database operated effectively, maintaining smooth connection with the National Population Database; the work of enforcing civil judgments achieved high results compared to 2021.

In 2023, the Judicial sector will orient 9 key groups of tasks: continue to thoroughly grasp, organize implementation and timely and fully institutionalize resolutions, conclusions and directives; focus resources on improving the quality of law-making and law enforcement work; strengthen the recovery of assets misappropriated or lost in criminal cases of corruption and economic crimes; invest in building, upgrading and perfecting information systems, databases and application software of the judicial sector; restructure the team of civil servants and judicial officials according to job positions; strengthen the capacity to advise the Government; enhance the effectiveness of state management in the judicial sector; focus on improving the effectiveness of public investment implementation; promptly resolve requests of people and businesses in the fields of judicial support and judicial administration, etc.

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh said that in 2022, contributing to the overall results of the province, the Nghe An Judicial sector has focused the highest resources, improved the quality and efficiency of work, and successfully carried out assigned political tasks. Some outstanding positive results include: judicial administrative work was carried out promptly, accurately, and in accordance with the provisions of law, serving the people better and better. Property auction organizations conducted 477 auctions, of which 438 were successful. The number of notary organizations was 35 organizations with 67 notaries. 238 legal knowledge competitions were organized with various forms; 7,232 direct legal education dissemination sessions...

Comrade Le Hong Vinh also pointed out some difficulties and limitations of the Judicial sector such as: the number of staff is small, but the number of registration applications increased dramatically by more than 200% compared to 2021, so achieving the rate of 92% of the number of certificates issued on time is a great effort of the whole sector. The inspection and examination of notarization and private auction activities still faces many difficulties due to some unclear and unclear legal regulations, causing confusion in the implementation process; the situation of unhealthy competition between auction organizations; the situation of "backyards" still exists...

At the conference, the Ministry of Justice awarded the Emulation Flag of the Judicial Sector to 21 affiliated units, including the Civil Judgment Enforcement Department of Nghe An province.

Speaking at the conference, Comrade Pham Binh Minh - Politburo member, Permanent Deputy Prime Minister acknowledged and highly appreciated the great contributions of the Judiciary sector in 2022.

Emphasizing a number of tasks in 2023, Deputy Prime Minister Pham Binh Minh requested that the Judicial sector continue to thoroughly grasp and promptly, fully, synchronously and accurately institutionalize the policies and guidelines of the Party and State; Continue to study and perfect the legal system, clearly define the coordination mechanism; Ministries and local branches improve the handling of feedback from people and businesses, and resolutely avoid the situation of document backlog.

Continue to strengthen State management in judicial administration and judicial support; review and simplify procedures to better serve the people; Complete targets for civil and administrative enforcement.

Continue to implement Directive 04 of the Secretariat on strengthening the Party's leadership in the recovery of lost and misappropriated assets in criminal cases of corruption and economic crimes; Perfect the mechanism to carry out the country's deep integration; Perfect the apparatus in the spirit of streamlining and efficiency.
