This is the first exam to be held after the implementation of the two-level local government. Previously, after abolishing the district level, the Nghe An Department of Education and Training issued new regulations on provincial-level exams for excellent students in grades 9 and 12.

In which, 12th grade students will take the exam in 3 groups and depending on the number of classes, according to the group, schools will be able to send from 1 to 7 candidates to take the exam/subject. The selection of candidates for the exam to select excellent students at all levels is carried out according to the principle of selecting from high to low according to the exam scores in the exam to form the team organized by the unit registering to take the exam.

Specifically, table A includes high schools across the province.

For the following schools: Ky Son High School, Tuong Duong 1 High School, Tuong Duong 2 High School, Con Cuong High School, Muong Qua High School, Que Phong High School, Quy Chau High School and Quy Hop 3 High School; and non-public high schools, students will take the exam in group B.

According to the Regulations on Excellent Student Competition of the Department of Education and Training, the prize ratio for each subject/test content will be calculated according to the exam table. In which, the total number of prizes (from the Encouragement Prize and above) shall not exceed 70% of the number of candidates taking the exam. In which, the total number of First, Second, and Third prizes shall not exceed 75% of the total number of prizes; the number of First prizes shall not exceed 5% of the total number of prizes (excluding the number of special First prizes for candidates in the National Excellent Student Competition team).

The minimum score to consider the types of awards is specifically determined by the Examination Council for each subject/exam content, but the Encouragement Prize is guaranteed to be no less than 10.0 points (on a 20-point scale).

In this exam, 12th grade candidates who are members of the national excellent student selection team in a subject will be given special priority in being ranked first in that subject (if the candidate does not register for the exam, and if the candidate does register for the exam, the candidate's exam results will be used) in the provincial excellent student selection exam for 12th grade high school in the same school year.
