PV:Dear Vice Chairman of the Provincial People's Committee, in addition to the achievements of comprehensive cooperation, in recent years, our province's cooperation in training high-quality human resources for Laos has had remarkable successes. Could you tell us a little about the results of cooperation between Nghe An and the provinces of Laos in the field of education and training??

Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee delivered a keynote speech at the Workshop on People's Foreign Affairs in the Process of Integration and Socio-Economic Development of Nghe An Province.

Comrade Bui Dinh Long:Nghe An shares the longest border with Laos in the country, more than 468.281 km; adjacent to the three provinces of Xieng Khouang, Hua Phan and Bolikhamxay. The terrain, history and culture of the border area between Nghe An and the localities of Laos have many similarities.

In recent years, implementing the Party and State's policies and guidelines on consolidating and enhancing the special friendship, solidarity and comprehensive cooperation with the Lao PDR, Nghe An province has maintained and developed cooperative relations in many fields with Lao provinces sharing the border (Hua Phan, Xieng Khouang, Bolikhamxay) as well as provinces with traditional cooperative relations (Vientiane, Kham Muon, Savannakhet, Xay Som Bun). In particular, cooperation in human resource training has always been one of the key areas given top priority. Every year, the Provincial People's Committee has directed the Department of Foreign Affairs and the Department of Education and Training to advise on receiving and supporting the training of cadres, students and pupils from Lao provinces to study Vietnamese at Nghe An Pedagogical College and study undergraduate and master's degrees at the following universities: Vinh University, Vinh Medical University, Nghe An University of Economics, Vinh University of Industry and Vinh University of Technical Education.

Since 2012, Nghe An province has granted human resource training scholarships to a total of 1,157 cadres, students and pupils (based on the number of Vietnamese language students at Nghe An Pedagogical College) from the 7 provinces of Laos mentioned above to study in Nghe An. Nghe An province has also allocated a total budget of about 170 billion VND to support human resource training for Lao provinces. This includes expenses for education and training, teaching, purchasing personal equipment, living expenses... for Lao students.

According to reports from universities and colleges, Lao students studying at these schools are all trained quite comprehensively in Vietnamese, expertise, profession as well as working skills and life skills. The basic training quality is guaranteed. After graduation, students have affirmed their professional capacity and are highly appreciated by employers. Most of the students in Nghe An have stable jobs after graduation, many of them hold important positions in state agencies, organizations and enterprises in Laos.

In addition, based on Plan No. 04-KH/TW dated February 28, 2022 of the Party Central Committee on implementing the Vietnam - Laos High-level Agreement, from the 2023-2024 school year, Nghe An is the first province in the country to organize the reception and admission of 31 Lao students from 6 provinces (Hua Phan, Xieng Khouang, Bolikhamxay, Vientiane, Kham Muon, Savannakhet) to study Vietnamese preparatory language and supplement secondary school knowledge before studying the 2018 General Education Program at the high school level (grades 10, 11 and 12). Thereby, helping Lao students develop their Vietnamese language skills in particular; the capacity and qualities of high school students to meet the requirements of international integration and early experience of the Vietnamese cultural environment; Ensure transition conditions and improve the quality of university education, vocational education, and postgraduate education in Vietnam.

In general, the work of supporting human resource training to help Lao provinces has achieved many good results with increasingly improved quantity and quality; contributing to supporting the neighboring provinces to build and develop their staff, meeting the demand for human resources in the new situation. At the same time, contributing to strengthening and promoting the close cooperation relationship in all fields between Nghe An province and Lao provinces in particular, and between Vietnam and Laos in general.

PV:Besides the achieved results, what difficulties and problems are there in the process of implementing cooperation in training high-quality human resources for Laos, sir?

Comrade Bui Dinh Long:In general, the cooperation in the field of education and training between Nghe An province and Laos from 2011 to present has achieved many positive results. However, there are still some limitations such as: Most Lao students when coming to Nghe An have just graduated from high school, lack life experience, are not familiar with customs, habits, and living habits in Vietnam, and are not fluent in Vietnamese, so they face many difficulties and limitations in studying, living and communicating. The input level of Lao students is uneven, the quality is generally low. The coordination and information exchange between schools and families of Lao students in managing international students faces many difficulties.

According to reports from schools, the work of recruiting and completing procedures for sending staff and students to study in Lao provinces is still slow because some provinces are still confused, so it takes a long time, leading to difficulties for agencies in Nghe An province in synthesizing and advising competent authorities to decide on receiving Lao staff and students. Therefore, the time for Lao students to enroll is often later than the schedule of universities and colleges. Some provinces in Laos often request to change the major of study for international students compared to the major they initially registered.

Every year, the Lao provinces really hope that Nghe An province will pay attention to increasing the target for supporting human resource training. However, due to the limited budget of Nghe An province, it cannot fully meet the needs of the neighboring provinces.

PV:Could you tell us what solutions need to be implemented in the coming time to continue improving the quality and effectiveness of cooperation in the field of education and training with the provinces of Laos?

Comrade Bui Dinh Long:The human resource training cooperation program for Lao provinces is a meaningful work, contributing to strengthening and promoting the special friendship and cooperation in many fields between Nghe An province and other provinces in particular, and between Vietnam and Laos in general.

Therefore, to improve the effectiveness of educational cooperation and human resource development between Nghe An province and other provinces of Laos, firstly, schools need to proactively develop procedures, regulations, and admission criteria and only accept international students when they meet the admission requirements according to regulations; set higher requirements in the admission work for Lao international students to improve the quality of training. In addition, the province also recommends that the Government annually support Nghe An province with budget resources to increase training quotas to help human resources for other provinces, have preferential policies for selective postgraduate training and high-quality university training in line with the economic development and international integration trends of Laos.

Second, the training program needs to have a focus, key points, improve training cooperation in many channels, many forms; attach importance to training cooperation between training institutions and enterprises in vocational training, in order to build a new foundation for human resource development to serve the needs of cooperation and economic development of both sides. Encourage training of staff and students with personal funds, or funds sponsored by organizations and other countries.

Tuesday,Currently, the biggest obstacle for Laotian students studying abroad is that their Vietnamese language ability does not meet their needs for study and living. Therefore,,It is necessary to focus on improving the quality of Vietnamese teaching and learning to ensure the initiative and quality of Vietnamese input for Lao students studying in Nghe An.

Fourth, strengthen the direction of educational institutions to continue to focus on effectively implementing the Project "Improving the quality and effectiveness of Vietnam - Laos cooperation in the field of education and human resource development for the period 2021-2030". Because improving the quality of human resource training for the provinces of the Lao PDR not only contributes to training a team of highly qualified cadres for the Lao side, but also contributes to affirming the increasingly strong solidarity, friendship and comprehensive cooperation between the two Parties, the two States, between Nghe An province and the provinces of the Lao People's Democratic Republic.
