Promising new urban shape along Bung River
(Baonghean) - The Dien Ngoc residential and commercial service project (Dien Ngoc commune, Dien Chau district) invested by Hai Van Company Limited in phase 1 has come into operation and brought about efficiency. At this time, the investor is actively implementing the phase 2 project.
TOWARDS A "WORTH LIVING" CITY
Realizing that the salt production land was ineffective and abandoned by salt farmers along the Bung River, Mr. Nguyen Hai Van - Director of Hai Van Company Limited - a native of Dien Ngoc coastal area, has been determined to turn the salty sand area and some swampy areas into a convenient and highly functional residential area for coastal people who have long lived in cramped conditions.
The initial construction of the project encountered many difficulties, but with great effort and determination, Hai Van Company Limited soon completed phase I of the project.
With a total area of 31 hectares, a scale of 800 households, the investor has currently implemented more than 15 hectares, invested in construction of over 200 billion VND, including main traffic routes connecting from National Highway 1 along the Bung River to the project, side roads, along with a green tree system, underground lighting; and planned market area.

In particular, the construction of a 2-storey kindergarten worth 17 billion VND, a road connecting from the National Highway to the project worth more than 10 billion VND... Phase 1 of the project has been put into operation, initially creating a highlight for the coastal urban area of Dien Chau district. During the project implementation, Hai Van Company Limited has completed all procedures and tax obligations of the State according to regulations, paid land use fees, land rent, registration fees, and land compensation.
INVESTMENT EFFORT IN PHASE 2 PROJECT
Since May 2019, Hai Van Company Limited has focused on implementing the phase 2 project of Dien Ngoc residential and commercial service area.
Mr. Nguyen Hai Van - Director of Hai Van Company Limited said: In phase 2, we will implement leveling for nearly 10 hectares, investing in infrastructure worth hundreds of billions of VND. Specifically, building internal traffic routes of the project nearly 10 km, the widest road is 24m, the narrowest road is 14m, all are concrete, asphalt, progress reaches 50% of the volume. The power infrastructure reaches 60% of the volume, although phase I has built a market, however, to meet the needs of the people in the area, the project continues to invest in expanding the scale of Dien Ngoc market.

In particular, the Dien Ngoc residential and commercial service project is investing over 50 billion VND to build a water park and amusement and entertainment facilities such as a ball house... This project has now completed over 70% of the volume. This is a modern-scale water park, meeting the entertainment needs of households in the project area and serving the people in the neighboring area.

However, the current difficulty is that the project is lacking in land for leveling, the whole Dien Chau district has only one land mine, while the neighboring districts do not have any land mines to serve the construction project of phase 2. Besides, the route from Dien Ngoc to Dien Kim (Dien Chau) is only about 1 km long, but has been seriously degraded.
In 2011, the People's Committee of Dien Chau district upgraded the road surface width to 7m, the asphalt roadbed to 5.5m, but the section connecting from National Highway 1A through Dien Ngoc commune is often congested. Since 2015, Hai Van Company Limited has decided to invest over 10 billion VND to continue upgrading and expanding the road nearly 1km to serve both the project and the people in the area.

Currently, this route is still stuck with land clearance for some households, creating a bottleneck near National Highway 1A; It is recommended that relevant sectors find solutions to quickly clear the road so that construction can be completed and the road can be cleared, ensuring traffic safety for people and vehicles passing by.
According to the plan, by the end of 2020, phase 2 of Dien Ngoc residential and commercial service area will be completed. Currently, the project has been granted a Certificate of Land Use Rights by the State. Hai Van Company Limited hopes that relevant departments will issue specific instructions for the unit on procedures for transferring land use rights to households who have purchased land from the project.
