Hung Loi exploits suburban advantages

(Baonghean) - Hung Loi is a commune in the low-lying area of ​​Hung Nguyen district, about 16 km south of the district center. Ben Thuy 2 bridge and Lam riverside road run through the commune, which is the gateway connecting Vinh city with the southern provinces. In fact, taking advantage of this advantage, Hung Loi people have been shifting their labor and economic structure towards rapidly increasing the proportion of trade and services.

At the time of implementing the new rural construction, Hung Loi also faced many difficulties and challenges; essential infrastructure was increasingly degraded, production capacity revealed many weaknesses, to upgrade it required huge investment resources while the budget was limited, and people's income was unstable.

The first thing that Hung Loi implemented after accepting the policy of building new rural areas was to establish a Steering Committee, then to establish a Management Board for building new rural areas to survey and evaluate local criteria with regulations from higher levels. Comrade Phan Huu Dao - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Hung Loi commune said: Through the survey and evaluation, when starting to build new rural areas, the commune only met 7 criteria, so the roadmap was set to reach the finish line by 2019. However, the process of doing and mobilizing, in which priority was given to easy criteria first, difficult criteria later, so by the end of 2015, the commune had reached 14/19 criteria; at the same time, the commune realized that there were some favorable opportunities, so the Party Committee of the commune met and determined that the entire political system would get involved, mobilizing the people to shorten the time to reach the finish line.

Although people's income is not high and awareness of building new rural areas is still quite limited, in order to create consensus and mobilize people's strength, Hung Loi has been flexible in the propaganda stage, taking the publicity and transparency of the mechanism of decentralized investment support from the superiors so that people can proactively choose. When people have agreed, the hamlet is determined to do it, reporting to the commune to immediately resolve any difficulties and do it. Thanks to this way of doing, some hamlets not only take the lead in implementing land consolidation and plot exchange but also mobilize people's strength to do many other essential infrastructure items. Typically, hamlet 4, in 3 years, mobilized 700 million VND to complete land consolidation, plot exchange, concretize canals; at the same time, renovate and upgrade the hamlet cultural house, concretize roads through the hamlet and intra-field canals. With the above momentum, within 5 years, Hung Loi commune mobilized over 20 billion VND to concretize 11 km/11 km of commune and hamlet roads; Harden 20 km of alley roads; maintain 2 large-capacity horizontal pumping stations; concretize 12.5 km/14.5 km of canals, ensuring water for production and daily life for people.

Along with investing in the transport and irrigation sectors, Hung Loi commune also has a way to join forces in investing and supporting the upgrading of cultural facilities. While renovating cultural institutions in the commune center, the commune has a mechanism to support hamlets in investing and upgrading cultural houses. For old hamlet cultural houses, instead of spending too much money to renovate them, the commune encourages hamlets to have a plan to mobilize appropriate people's resources to upgrade and prioritize interior investment to ensure community activities. Currently, the commune's administrative center and hamlet cultural houses have all been renovated to be clean, beautiful and retain the village identity such as the village well, ancient banyan tree...

In addition to investing in essential infrastructure, to improve people's lives, taking advantage of the commune's advantages along the Lam River and near Vinh City, Hung Loi promotes economic restructuring in the direction of creating maximum conditions for people to develop non-agricultural occupations. In 2016, when the old cooperative model was not effective, the commune held a congress and dissolved it; then created conditions for irrigation service groups in hamlets to be established. The commune also built projects, on that basis, encouraged people to establish cooperative groups to promote the commune's strong occupations such as construction workers, ship salvage, sand and gravel transportation, clean water production... Up to this point, Hung Loi has over 300 workers doing high-income occupations such as transporting sand on the river and diving, ship salvage and 115 workers going abroad. Thanks to the development of the industry, although it is a purely agricultural commune, Hung Loi's agriculture only accounts for 23%, the rest is commercial services; In 2016, average income per capita reached 32 million VND.

The fact that people have regular jobs and stable income is the basis for the commune to plan social security policies. After integrating investment in upgrading medical examination and treatment facilities for the people, the commune has paid attention to building a strong primary medical examination and treatment network, actively implementing health insurance policies and helping poor households. Regarding education, up to now, in addition to 2 kindergartens and primary schools that have met national standards, the commune has met national standards for health; there are no more temporary houses, the poverty rate is 3.8%.

Looking back on the past journey, comrade Phan Huy Dao - Chairman of the Commune People's Committee excitedly said: With the consensus of the people and effective integration of projects, within 5 years, the commune has mobilized nearly 83 billion VND in investment funds to implement 19/19 criteria, in which the most prominent are traffic infrastructure and cultural institutions. Thanks to the timely support of superiors and especially the consensus and support of the people, the commune has successfully completed and reached the NTM finish line 3 years ahead of schedule. In the coming time, along with continuing to maintain and improve the quality of the achieved criteria, to create jobs and stable income for the people, Hung Loi is gradually planning the production areas of safe vegetables to supply to the city. In addition, the commune also encourages people to boldly "leave agriculture" to work in specialized and strong service industries such as construction, sand and gravel transportation, etc. If so, Hung Loi will simultaneously complete the goal of creating stable jobs for people, while gradually shifting the economic structure in a direction that adapts to the process of rural modernization.
