Hung Phuc (Hung Nguyen) meets New Rural standards: Infrastructure investment, economic development
(Baonghean) - Hung Phuc determined that to successfully build a new rural area, it must overcome difficulties, effectively mobilize people's strength and take advantage of the state's support; the process of reaching the finish line must implement each criterion one by one, in which easy criteria must be done first, difficult criteria must be focused on directing each step. With the high determination of the Party Committee and the government and the consensus of the people, Hung Phuc has overcome difficulties and achieved the new rural area standards as planned.
Hung Phuc commune is 7 km southeast of Hung Nguyen district center, with a natural area of about 500 hectares, a population of 3,912 people/1,000 households living in 9 hamlets. Due to the characteristics of a purely agricultural commune and monoculture of rice, the average income is low, and people's lives face many difficulties. Entering the construction of the new rural area, the starting point is quite low (only 6 criteria have been met).

One of the successful lessons of Hung Phuc in building the new rural area is to identify the current status of the criteria in order to focus on investment. Along with propaganda and raising awareness for the people, based on discussion, the Commune Steering Committee has built a New Rural Area Construction Project, which outlines a roadmap to complete 2-3 criteria each year so that by the end of 2014, 16 criteria will be completed and registered to reach the finish line in 2015. Although in the last year there are only 3 criteria: rural markets, transportation and cultural institutions, but these are difficult criteria so there are many difficulties in implementation. However, thanks to timely support from the provincial and district mechanisms as well as bold and drastic solutions, the commune has completed 19/19 criteria.
To create a new look for rural infrastructure and promote production, Hung Phuc has invested over 21.2 billion VND to build 18.5 km of concrete roads and 10 bridges; solidify 22.3/26.2 km of intra-field roads, dig and fill nearly 100,000 m3 of soil and concretize 20 km of canals. In addition, to improve the quality of cultural life, the commune has built a stadium and a standard central cultural house; at the same time, there is a support mechanism for hamlets to upgrade or build new village gates and cultural houses. Within 1 year, the commune has mobilized over 3 billion VND, of which people contributed over 2 billion VND to renovate 6/9 hamlet cultural houses, expand the campus of the remaining 2 hamlets and build some more village gates...

Hamlet 2 Van Lang is one of the units with an economic movement and effective mobilization of people to build new rural areas. Mr. Nguyen Thanh Son - Secretary of Hamlet 2 Van Lang said: The hamlet has 124 households, not much production land but each house has a model of squash trellis and a plot of land for commercial vegetable growing, with an average annual income of 20-50 million VND.
In 2 years, the hamlet mobilized nearly 1 billion VND to concretize 2.7/2.7 km of hamlet roads; rebuild the cultural house with over 300 million VND. Although the average income per capita of the hamlet is only 23 million VND, when mobilized, each household contributed 1.5 million VND to build the cultural house, and children far from home each contributed 1 million VND to build concrete roads. Previously, to implement land consolidation and land conversion, people contributed 300,000 VND/sao to renovate the fields.
Besides strengthening the criteria of physical infrastructure, one of the strengths of Hung Phuc commune in the process of building and reaching the NTM target is taking care of investing in economic development infrastructure and developing models to improve people's lives.
To escape the status of a purely agricultural commune, on the one hand, the commune focuses on the irrigation and drainage system to limit flooding and drought, thereby bringing more large-scale, high-value fields into production. The commune creates conditions and seeks resources to support people to strongly develop service industries, trade and labor export.
Within 3 years, the commune invested 13.24 billion VND to upgrade the irrigation system, the commune has created conditions for people to mobilize billions of VND to develop economic models. Thanks to the additional investment resources, the commune's economy has changed significantly. In addition to introducing 6 high-income field models in agriculture, the commune has formed 37 economic models of family farms and ranches; nearly 200 workers went abroad and thousands of people worked in other secondary occupations. Over 94.5% of the commune's workers have regular jobs. The average income increased from 10.5 million VND/person in 2011 to 24.6 million VND/person in 2015; the poverty rate decreased from 14.3% to 4.2%.

Along with investing to improve production capacity and shift economic structure, Hung Phuc also pays special attention to investing in education and building a healthy cultural living environment. In 5 years, the commune has invested over 12 billion VND to upgrade the facilities of 3 schools and clinics, contributing to the achievement of 2 schools and clinics meeting national standards. In addition, the commune has also mobilized 17.65 billion VND to complete the system of cultural institutions from commune to hamlet, currently 8/9 hamlets have achieved the title of Cultural Village; the movement to mobilize people to participate in maintaining environmental hygiene on village and hamlet roads has been given attention and continuously strengthened.
Party Secretary Nguyen Thanh Sam shared: Of the total 134.9 billion VND that the commune has mobilized to complete the goal of reaching the NTM finish line, people contributed 85.36 billion VND, accounting for 63.26% of the total resources, affirming the role of the people as the subject and decision-maker. To build the NTM, on average each person contributed 1.5 million VND, in addition to donating 32,000 m2 of land and not afraid of difficulties, thinking about the pros and cons, contributing thousands of working days to build roads, build canals...
The desire of the Party Committee and people of Hung Phuc commune is to strive to become a typical standard commune. To realize the above goal, the commune still has a lot of work to do. Along with continuing to consolidate and improve the quality of the achieved criteria, the commune must focus on overcoming the shortcomings and limitations in the direction process; continue to have support solutions to reduce the rate of poor households as well as the income gap between households. Only then will the quality of life of the people be improved, creating the basis and premise to implement the NTM target in the next phase.
