(Baonghean.vn) - Up to this point, the first phase of the national coastal road through Nghe An has been basically constructed; however, there are still problems with the land of 2 households in Nghi Hoa ward (Cua Lo town).

Projectnational coastal roadThe section through Nghe An is divided into 2 phases, of which phase 1 is 7.442 km long, passing through Cua Lo town and Nghi Loc district, with the starting point at km 76+00 intersecting with National Highway 46, the ending point at km 83+500 intersecting with Provincial Road 535 (right at the foot of Cua Hoi bridge).

Of which, the section through Cua Lo town is 6.352 km long. Phase 1 of the project has a total investment of 521 billion VND, of which the central budget is 260 billion VND and the local budget is 261 billion VND. The project has been implemented since the end of July 2020, with the Nghe An Department of Transport as the investor.

In phase 1, the section passing through Cua Lo town affected 72 residential plots, of which in Nghi Hoa ward, the project affected 1,310 km of agricultural land and 37 households. Currently, there are 2 households that have not yet agreed on land acquisition and have not yet handed over the site to the construction unit. These households said that the compensation price for assets and land is low; the households requested to be arranged for additional resettlement quotas... Not to mention that there are also land disputes, which have affected the overall progress of the entire project.

Mr. Hoang Van Ha - Land officer, Nghi Hoa ward said, one of the two households is the case of Ms. Nguyen Thi Tinh, residing in block 3, who has not yet agreed on a compensation plan.

Currently, Ms. Tinh's family is using a plot of land with an area of ​​838.6 m2, was granted a Land Use Rights Certificate by the People's Committee of Cua Lo town on February 3, 2009. Previously, when implementing the project to build the No. 20 crossroad, the authorities had reclaimed from Ms. Tinh's family a part of land with an area of ​​319.1 m2, the remaining area the family is entitled to use is 519.5 m2.

By 2020, when conducting the official measurement of the cadastral map, Ms. Tinh's family land area increased to 581.3 m2.2Current land use increased by 61.8 m2The authorities determined that the family had arbitrarily built a fence encroaching on agricultural land. When carrying out procedures to reclaim land to implement the national coastal road project, the compensation and site clearance council of Cua Lo town determined that the area within the planning boundary of Ms. Tinh's family that had to be reclaimed was 222.5 m2.2.

In the case of Mr. Nguyen Khac Hau's family, they are living on an area of ​​1,774 m2According to the 2020 map revision data, the land plot area has increased to 1,964.2 m2. The land area of ​​Mr. Hau's family increased by 190.2 m2Compared with the area granted in the Land Use Rights Certificate, the competent authority determined that the family had built a fence encroaching on the agricultural land.

The Land Registration and Review Board determined that the family's usable area was 1,774.0 m2 (of which residential land is 1,000 m)2, and perennial crop land is 774 m2). The area within the planning boundary of the national coastal road that must be reclaimed and cleared is 492.3 m2. In addition, in the total area of ​​1,774m2Mr. Hau's family, has 19.2m2located on the land of Mrs. Nguyen Thi Huong's family (Mrs. Huong's family has agreed to the land clearance plan). Because there is still a dispute, the land clearance of Mr. Hau's family has not been carried out yet.

Regarding the two households that have not agreed to hand over the site, Mr. Vo Van Hung - Vice Chairman of the People's Committee of Cua Lo town said that the locality is continuing to mobilize people to dismantle the construction themselves and hand over the site to the construction unit, otherwise, they will have to enforce the construction protection. In the case of Mr. Hau's family, because of the dispute with another family, the compensation has been deposited into a bank account, and will be paid when there is a court verdict.

It can be seen that the national coastal road is an important route, helping to develop the economy and society of coastal localities. During his recent visit and work in Nghe An in July, Prime Minister Pham Minh Chinh emphasized that localities need to pay attention to site clearance and construction to ensure project progress. Therefore, in order for this project to achieve the set progress, the problems need to be resolved soon, avoiding the situation where the entire spacious road has been largely completed but just because of traffic jams in a few families, the entire route cannot be opened.
