(Baonghean) - After more than 9 years of working, 9 teachers in Thanh Chuong district have not received a salary increase, transfer to another position, or other benefits. They have to struggle to make ends meet with a salary of about 2 million VND/month.
Nghe An Electronic Newspaper issue dated May 2, 2019 has an article:“The story of "many" female teachers in Thanh Chuong?, reflecting the content: After 10 years of being recognized as civil servants by the District People's Committee, 9 cases working in the education sector in Thanh Chuong district were forced to switch to contracts according to Decree 06/2018/ND-CP of the Government.
What is special is that 9 teachers in Thanh Chuong district did not receive a salary increase, transfer to another rank, or enjoy other benefits and privileges. They had to struggle to make ends meet with a starting salary of 1.86 million VND, or about 2 million VND/month.

After the article was published, Nghe An Department of Home Affairs reported based on the results of the work of the interdisciplinary working group between the Department of Home Affairs and the Department of Education and Training with the People's Committee of Thanh Chuong district, 9 teachers filed the petition.
Verification results show that from 2006 to 2010, Thanh Chuong District People's Committee signed decisions to recruit 124 cases (85 teachers, staff and 39 teachers on contract), including 9 teachers who applied as reported by Nghe An Newspaper.
In 2014, the Provincial Inspectorate conducted a thematic inspection on recruitment in Thanh Chuong district. In the Inspection Conclusion No. 74/KL-TTr dated May 22, 2015 of the Provincial Inspectorate, it was found that Thanh Chuong district recruited 85 people and contracted 39 employees mentioned above without following the correct recruitment and contract procedures, and recruited more than the assigned number of employees.

According to the report of Thanh Chuong district, after the inspection conclusion, the People's Committee of this district did not issue a decision to cancel the recruitment decisions or terminate the illegal contracts to ensure political stability in the area, and also to demonstrate humanity in handling human matters.
Due to the characteristics of the Thanh Chuong Education sector in recent times, primary and secondary schools have a surplus of teachers while preschools are lacking teachers, so the Thanh Chuong District People's Committee has allocated a budget to mobilize teachers and contract staff to attend intermediate preschool teacher training, support funding for opening classes, prioritize recruitment into the primary school payroll... to resolve the above-mentioned illegal payroll and contract teachers.
Up to now, 89 cases have been recruited into primary and preschool levels, and 29 cases have been transferred to contracts according to Decree 06/2018/ND-CP (including the 9 teachers mentioned above). Only 1 case is still under contract as an accountant, and the other 5 teachers have quit teaching.

Regarding the content of the petition, after completing the preschool intermediate level, these 9 teachers were accepted as preschool teachers but still had to sign a contract, receiving a starting salary with a coefficient of 1.86. Regarding this issue, during the contract signing process, the Thanh Chuong District People's Committee was confused and decided on such a starting salary.
However, after agreeing with the Department of Education and Training, on April 26, 2019, the Department of Home Affairs commented in Document No. 910, instructing Thanh Chuong district to arrange salaries according to the previous working process with social insurance contributions for these 9 teachers.
After receiving a report from the Nghe An Department of Home Affairs, on May 15, 2019, Vice Chairman of Nghe An Provincial People's Committee Le Minh Thong signed an Official Dispatch to the Director of the Department of Home Affairs and Chairman of Thanh Chuong District People's Committee.
The Provincial People's Committee assigned responsibility to the Thanh Chuong District People's Committee to organize a meeting with 9 teachers to agree on a solution. In case these teachers comply with the decision to recruit teachers under the Government's Decree 06/2018/ND-CP dated January 5, 2018, the salary will be arranged according to each teacher's previous social insurance payment process.
When there is a staffing quota, priority will be given to recruiting these 9 cases, and attention will be paid to arranging them into job positions suitable to their expertise, capacity, and strengths after being recruited.
