According to Resolution No. 1243/NQ-UBTVQH15 on the rearrangement of district and commune-level administrative units in Nghe An province for the period 2023-2025, which was recently approved by the Standing Committee of the National Assembly on October 24, 2024, after the merger, Vinh City will have 33 wards and communes under its jurisdiction.

Vinh City has 33 administrative units at the ward and commune level.

The resolution states: The entire natural area of ​​29.09 km² will be incorporated.2Cua Lo town has a population of 77,813 people and a total natural area of ​​6.17 km².2Nghi Xuan commune has a population of 11,884 people and a total natural area of ​​6.12 km².2Phuc Tho commune has a population of 10,409 people and a total natural area of ​​9.50 km².2The Nghi Thai commune has a population of 11,006 people and a total natural area of ​​10.35 km².2The Nghi Phong commune, with a population of 11,831 people, was transferred to Vinh City.

After reorganization, Vinh City has a natural area of ​​166.22 km².2With a population of 580,669 people, Nghi Loc district has a natural area of ​​313.88 km².2and the population size is 209,326 people.

* The administrative units at the commune level within Vinh City are arranged as follows:

a) Establish Hung Dong ward based on the entire natural area of ​​6.42 km².2and the population size of Hung Dong commune is 17,784 people.

Hung Dong ward borders Quan Bau ward, Dong Vinh ward, Nghi Kim commune and Hung Nguyen district;

b) Establish Hung Loc ward based on the entire natural area of ​​6.72 km².2and the population size of Hung Loc commune is 26,321 people.

Hung Loc ward borders Ha Huy Tap, Hung Dung, Nghi Duc, Nghi Phu wards and Hung Hoa, Nghi Phong, Nghi Thai communes;

c) Establishing Nghi Phu ward based on the entire natural area of ​​6.47 km²2and the population size of Nghi Phu commune is 25,032 people.

Nghi Phu ward borders Ha Huy Tap, Hung Loc, Nghi Duc, Quan Bau wards and Nghi An, Nghi Kim, Nghi Lien communes;

d) Establish Nghi Duc ward based on the entire natural area of ​​5.69 km².2and the population size of Nghi Duc commune is 9,365 people.

Nghi Duc ward borders Hung Loc ward, Nghi Phu ward, Nghi An commune and Nghi Phong commune;

d) Enter the entire natural area as 0.50 km²2The population of 8,692 people from Hong Son ward was merged into Vinh Tan ward. After the merger, Vinh Tan ward has a natural area of ​​5.54 km².2and the population size is 32,157 people.

Vinh Tan ward borders Cua Nam, Quang Trung, Trung Do wards, Hung Chinh commune and Hung Nguyen district;

e) Enter the entire natural area as 0.67 km²2The population of Doi Cung ward is 12,618 people, and the total natural area is 0.87 km².2The population of 13,713 people from Le Mao ward was merged into Quang Trung ward. After the merger, Quang Trung ward has a natural area of ​​2.12 km².2and the population size is 38,511 people.

Quang Trung ward borders the wards of Cửa Nam, Đông Vĩnh, Hưng Bình, Lê Lợi, Trường Thi, and Vinh Tân.

*After reorganization: Vinh City has 33 commune-level administrative units, including 24 wards: Ben Thuy, Cua Nam, Dong Vinh, Ha Huy Tap, Hung Binh, Hung Dung, Hung Dong, Hung Loc, Hung Phuc, Le Loi, Nghi Duc, Nghi Hai, Nghi Hoa, Nghi Huong, Nghi Phu, Nghi Thu, Nghi Thuy, Nghi Tan, Quan Bau, Quang Trung, Thu Thuy, Trung Do, Truong Thi, Vinh Tan and 9 communes: Hung Chinh, Hung Hoa, Nghi An, Nghi Kim, Nghi Lien, Nghi Thai, Nghi Phong, Nghi Xuan, Phuc Tho.

Vinh City borders Hung Nguyen District, Nghi Loc District, Ha Tinh Province, and the East Sea.

Thus, with the merger of Cua Lo town and some Nghi Loc communes into Vinh city, Vinh city has become a coastal city, with Cua Lo beach, one of the most beautiful beaches in Vietnam.

Key development directions for Vinh City after the merger.

Vinh City is identified as the engine of growth and the key economic development hub of Nghe An province and the North Central region; it is a Class I urban area, the center of the North Central region in the fields of finance, trade, tourism, science and technology, information technology, high-tech industry, healthcare, culture, sports, and education and training. It holds an important position in national defense and security, and serves as a national and international transportation hub.

Vinh City will develop multi-sectoral and multi-field services; focusing on clean industries, high technology, industrial park and urban service complexes; developing cultural-historical and ecological tourism, promoting the identity of Nghe An province and high value-added service industries.

The expanded Vinh City (according to the plan approved by the Prime Minister), combined with the neighboring inter-district area (Vinh, Cua Lo, Nghi Loc), will continue to be the central and leading area for socio-economic development of the province, further developing Vinh City into a center for economy, culture, science and technology in the North Central region. Within this, the existing Vinh City area will continue to develop and complete its functions in regional commercial services, education and training of high-quality human resources for the region, and the formation of new science and technology centers.

Developing a system of functional centers linked to expanding areas, creating satellite functions for existing centers such as: developing Cua Lo into a seaside tourism center; Nghi Loc into a port and industrial center; Nam Dan into a cultural and ecological tourism center; and Hung Nguyen into a high-tech ecological agriculture center.

Nghe An province will develop the Vinh airport area into a center for international trade, logistics, and tourism services, creating international connections for Nghe An province and the North Central region via air travel. The area surrounding the airport will be planned for development according to the airport city model, prioritizing the allocation of reserve land for future expansion needs. The Lam River and Hoi estuary area will be developed into a hub for passenger transport and tourism on the sea and river, thereby developing the corridor along the Lam River into a focal point for eco-tourism, resort tourism, and a gateway for sea-based tourists.

Utilize the buffer zone surrounding the existing Vinh city center to develop ecological, service, and tourism functions such as training schools, medical centers, scientific research areas, and golf courses. A major advantage is that the expanded Vinh City has 45 classified historical and cultural sites, including 18 national-level sites and 27 provincial-level sites..

Currently, Vinh City is preparing to approve the action program to implement Resolution No. 16-NQ/TU, dated July 16, 2024, of the Standing Committee of the Provincial Party Committee on building and developing Vinh City until 2030, with a vision to 2045.
