Nghi Loc district supports 5 million VND one time for cadres transferred to the grassroots level.

Implementing Resolution No. 02-NQ/TU dated March 15, 2016 of the Provincial Party Executive Committee on "Rotation and transfer of Party members, leaders and managers for the period 2016 - 2020", from 2016 to present, in Nghi Loc district, there have been 3 cadres transferred from the province to the district; 2 cadres from the district to the province.

Also implementing vertical rotation, the district has mobilized 3 cadres to strengthen the commune, including 2 comrades to become Party Committee Secretaries of the commune; 1 comrade to become Standing Deputy Secretary of the Party Committee of the commune. The district Party Committee has also developed a plan to continue rotating 3-4 cadres to chair key communes from now until the Party Congress.

Regarding horizontal rotation of cadres, 11 cadres were transferred and changed their working positions between departments, branches, sectors and organizations in the district. Regarding the local education system, Nghi Loc has transferred 57 cadres managing primary, secondary and kindergarten schools and 135 teachers. Regarding communal civil servants, 67 cadres and party members were transferred and rotated.

During this period, Nghi Loc District Party Committee directed the Party Committees of communes and towns to transfer 116 Party members who are commune officials and standing members of commune-level organizations to work in difficult Party cells and in hamlets that do not have Party members or have Party members but do not meet the conditions to establish Party cells.

Regarding the arrangement of cadres after rotation, in 2016, the Standing Committee of Nghi Loc District Party Committee considered and arranged 3 cadres after rotation to take on higher positions. Specifically, 1 comrade was appointed as Vice Chairman of the District People's Committee; 1 comrade was appointed as Head of the Economic - Social Committee of the District People's Council; 1 comrade was appointed as Head of the Legal Committee of the District People's Council.

In 2018, the district considered and introduced 1 comrade to the Standing Committee of the District Party Committee with the position of Chairman of the Inspection Committee; In 2019, the Standing Committee of the District Party Committee considered and appointed 1 comrade to the position of Chief of the District Party Committee Office, the position before rotation was Deputy Head of the District Party Committee Organization Committee.

Along with implementing the province's policy, the Standing Committee of Nghi Loc District Party Committee has issued the Regulation "Some policies and regimes for cadres and party members" which includes the content of policies and regimes for cadres transferred to the grassroots level. Specifically, one-time support for cadres assigned to work at the grassroots level is 5 million VND; monthly support is equal to one time the current minimum wage.
