(Baonghean.vn) - Initial inspection showed that the incident had many irregularities as reported by Nghe An Newspaper, but because it happened a long time ago and there are still many details and documents that need to be verified and clarified, the People's Committee of Quynh Luu district has established a working group to inspect and review.

On July 25, the Office of the People's Committee of Quynh Luu district announced that Mr. Hoang Van Bo - Chairman of the People's Committee of this district has just signed a decision to establish a Working Group to inspect and review the application of Ms. Nguyen Thi Lien, residing in Hamlet 2, Quynh Giang Commune. This is the case that Nghe An Newspaper has reported.“Many irregularities in the land dispute between siblings in Quynh Giang (Quynh Luu)”, posted on July 4, 2022.

According to the report of Quynh Luu District People's Committee, implementing the official dispatch of Nghe An Provincial People's Committee on checking and handling the information reported on the case of Ms. Nguyen Thi Lien, Quynh Luu District People's Committee conducted an inspection and worked with Ms. Lien's family, Mr. Le Van Tho's family and Ms. Chu Thi Thu, Quynh Giang Commune People's Committee and related agencies. The initial results reported by the District People's Committee are as follows:

Ms. Nguyen Thi Lien's reflection and recommendation had 4 contents. On August 28, 2000, her siblings held a family meeting asking her and her husband to return to their parents' house to worship their ancestors, but neither of them signed the minutes. On December 20, 2000, Mr. Chu Tan Luc (father-in-law) and Mr. Hoang Trong Hung (O's uncle) stood up to make a land transfer paper for plot number 104, map sheet number 3 of her family, which was not the correct subject.

The transfer contract related to land plot No. 104, map sheet No. 3 transferred from her family by Mr. Chu Van Son (her husband) to the family of Mr. Le Van Tho and Ms. Chu Thi Thu is invalid. Currently, land plot No. 395, map sheet No. 8 where her family is living is under the name of Mr. Chu Tan Luc, there are 2 land use right certificates in parallel and she asked her sisters to agree to transfer the land to her name but they did not agree. She asked the District People's Committee to resolve the matter.

The inspection results of the District People's Committee showed that the origin of land plot No. 104, map sheet No. 3 was in 1978, the Commune People's Committee granted it to Mr. Chu Tan Luc (a family with 2 daughters-in-law), in 1982, Mr. Chu Tan Luc allowed Mrs. Nguyen Thi Lien and Mr. Chu Van Son to live separately, and in 1995, the District People's Committee granted a land use right certificate under the name of Chu Van Son (at that time, the land use right certificate only listed the name of one household owner).

Plot of land No. 395, map sheet No. 8 where Ms. Nguyen Thi Lien's family is living has two parallel land use right certificates (one issued by the District People's Committee in 1995 in the name of Mr. Chu Tan Luc; one issued by the District People's Committee in 2012 in the name of Mr. Chu Tan Luc and partially transferred to Mr. Chu Tan Nam, the younger brother of Mr. Chu Van Son).

Also according to the People's Committee of Quynh Luu district, Contract No. 376/CN transferring land plot related to land plot No. 104, map sheet No. 3 transferred from Ms. Nguyen Thi Lien's family, signed by Mr. Chu Van Son to Mr. Le Van Tho's family and Ms. Chu Thi Thu is not in accordance with regulations. Specifically, the contract does not have the signature of Ms. Nguyen Thi Lien, Mr. Chu Son's signature on the transferee side, the confirmation of the People's Committee of the commune does not state the date, time of transfer, there is a house but does not state the house, the transfer value and payment method are not stated.

“The District People's Committee realized that the incident had happened a long time ago and there were many details and documents that needed to be verified and clarified, so the District People's Committee established a working group to inspect and review the contents of citizens' reflections and recommendations to advise the District People's Committee on how to handle and resolve them according to regulations,” the report of the Quynh Luu District People's Committee stated.

The working group is headed by Mr. Hoang Dang Khoa - Deputy Chief of the District People's Committee Office. The 6 members include representatives of the Department of Justice, the District Inspectorate, the Department of Natural Resources and Environment, the Branch of the Quynh Luu District Land Registration Office, the Chairman of the Quynh Giang Commune People's Committee and the cadastral officials of Quynh Giang Commune. The working group will have 30 days to work, then report the results to the leaders of the District People's Committee.
