Plan to arrange administrative units at district and commune levels in the period 2023-2025 in Nghe An province
(Baonghean.vn) - The People's Committee of Nghe An province has just issued a Plan to arrange administrative units at district and commune levels for the period 2023-2025 in Nghe An province.
The purpose of the plan is to thoroughly grasp and seriously and effectively implement Resolution No. 37-NQ/TW, Conclusion No. 48-KL/TW, Resolution No. 35/2023/UBTVQH15, Resolution No. 117/NQ-CP, creating changes in awareness and actions of cadres, civil servants, public employees and workers in provincial-level agencies and organizations and local authorities at district and commune levels; creating consensus and support from the people and public opinion in implementing the arrangement of administrative units (ADUs) at district and commune levels.
Clearly define the roadmap and tasks to be performed each year in each phase, ensuring consistency with reality in order to successfully implement the goals, requirements, tasks and solutions stated in Resolution No. 37-NO/TW, Conclusion No. 48-KL/TW, Resolution No. 35/2023/UBTVQH15, Resolution No. 117/NQ-CP.
Clearly assign tasks, responsibilities and coordination among provincial and local agencies in directing and organizing the implementation of the arrangement of administrative units at district and commune levels for the period 2023 - 2025.
Specifically, the content and implementation roadmap are as follows:
1. Develop a plan:
- The District People's Committee shall preside over the development of a plan to arrange administrative units at the commune level in the district: Completion date is before September 5, 2023.
- The Department of Home Affairs shall take the lead in advising on the development of a Provincial Master Plan: Completion date before October 5, 2023.
- The Provincial People's Committee listens to and approves the plan to arrange administrative units at district and commune levels: Completion time is before October 20, 2023.
- The Provincial Party Standing Committee listened to and approved the plan to arrange administrative units at district and commune levels: Completion time before October 25, 2023.
- The Provincial People's Committee submits to the Ministry of Home Affairs for comments on the Overall Plan: Completion time before October 31, 2023.

2. Project development
2.1. Develop urban classification project
a) District People's Committee
- Organize the preparation of the Urban Classification Project/Report on assessment of the level of urban infrastructure development within the administrative boundaries of the district level of the locality under management: Contents, components of the dossier, implementation process according to the provisions of Article 12, Article 13, Resolution No. 1210/2016/UBTVQH13 dated May 25, 2026 of the National Assembly Standing Committee on urban classification (amended and supplemented by a number of articles according to Resolution No. 26/2022/UBTVQH15 dated September 21, 2022 of the National Assembly Standing Committee); submit to the Department of Construction for appraisal.
- Completion time: before December 15, 2023.
b) Department of Construction
- Preside and coordinate with relevant agencies and localities to organize appraisal and advise the Chairman of the Provincial People's Committee to decide according to authority (for urban classification projects of type V) or advise the Provincial People's Committee to submit to the Provincial People's Council for approval before submitting to the Ministry of Construction for appraisal (for urban classification projects of types II, III, IV).
- In case a city or town plans to adjust its administrative boundaries to not coincide with the existing urban area, the Department of Construction shall preside over and coordinate with relevant agencies and localities to develop an urban classification project.
- Completion time: before December 31, 2023.
2.2. Develop a project to arrange administrative units at district and commune levels
- The Department of Home Affairs is in charge of advising on the development of a provincial-level master plan.
- Completion time: before April 30, 2024.
2.3. Provincial People's Committee approved the Project
- The Department of Home Affairs presides over and coordinates with relevant departments, branches and localities to advise the Provincial People's Committee to approve the Project.
- Completion time: before May 25, 2024.
2.4. The Provincial Party Standing Committee approved the Project.
- The Party Executive Committee of the Provincial People's Committee submitted the Project to the Standing Committee of the Provincial Party Committee for approval.
- Completion time: before June 10, 2024.
2.5. Organizing voter consultation
- The People's Committee at the commune level shall preside over the organization of collecting opinions on the Project on arranging administrative units at the commune level according to the provisions of the Law on Organization of Local Government.
- Completion time: before July 15, 2024.
2.6. Commune People's Council approves the Project
- The People's Committee at the commune level submits to the People's Council at the commune level for approval.
- Completion time: before July 25, 2024.
2.7. District People's Council approves the Project
- District People's Committee submits to District People's Council for approval.
- Completion time: before August 10, 2024.
2.8. Provincial People's Council approved the Project
- The Provincial People's Committee submits the Project Resolution to the Provincial People's Council for approval.
- Completion time: before September 5, 2024.
2.9. Complete the Project and submit it to the Government.
- The Department of Home Affairs presides over and coordinates with relevant departments to advise the Provincial People's Committee on implementation.
- Completion time: before September 30, 2024.
2.10. Organizing the implementation of the Resolution of the National Assembly Standing Committee
Based on the Project on the arrangement of administrative units at district and commune levels approved by the National Assembly Standing Committee in a Resolution, relevant departments, branches, agencies, units and localities, according to their functions and tasks, promptly organize the implementation and advise competent authorities to implement the following contents:
- Organize the announcement of the Resolution of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels in newly established units.
- Carry out the arrangement and consolidation of the organizational structure, arrange the staff, civil servants, public employees, and workers at agencies, organizations, and units after the arrangement of administrative units at district and commune levels to ensure compliance with the regulations of the Party and State.
- Focus on resolving redundant regimes and policies at agencies, organizations and units after the 2019-2021 restructuring; resolving redundant regimes and policies at agencies, organizations and units at district and commune-level administrative units implementing the 2023-2025 restructuring in accordance with regulations.
- Revoke old seals, engrave new seals of agencies, organizations, units and carry out the conversion of related documents of individuals, organizations, and enterprises due to changes in boundaries and names of district-level and commune-level administrative units after the arrangement.
- Direct the implementation of rearrangement and handling of public assets (houses, land and other assets) after rearranging administrative units at district and commune levels in accordance with regulations.
- Direct the implementation of specific regimes and policies and the implementation of regimes and policies according to the National Target Programs for district- and commune-level administrative units formed after the rearrangement in accordance with regulations.

- Directing the preparation of dossiers to submit to competent authorities for recognition of commune-level administrative units in regions III, II, I, hamlets, blocks, and especially disadvantaged villages in ethnic minority and mountainous areas; recognition of district-level and commune-level administrative units meeting new rural, advanced new rural, and model new rural standards; recognition of district-level and commune-level administrative units as safe zones, poor districts, coastal and border communes; recognition of district-level and commune-level administrative units awarded the title of Hero of the People's Armed Forces and Hero of Labor; classification of urban areas, classification of administrative units formed after the rearrangement, and conversion of documents for individuals and organizations in accordance with regulations.
- Organize the establishment, editing, and supplementation of records and maps of administrative unit boundaries at all levels related to administrative units at district and commune levels, and arrange them according to the provisions of Decision No. 513/QD-TTg dated May 2, 2012 of the Prime Minister (amended and supplemented in Decision No. 302/QD-TTg dated March 28, 2023) that have been accepted by competent authorities as eligible for management and submission to the national archives.
