Conclusion of the Politburo on the policy of encouraging and protecting cadres who dare to think and dare to do
On September 22, on behalf of the Politburo, Comrade Vo Van Thuong, Standing member of the Secretariat, signed and issued Conclusion No. 14 of the Politburo on the policy of encouraging and protecting dynamic and creative cadres for the common good.
The conclusion stated: Considering the report ofCentral Organizing CommitteeRegarding the Project "Building a mechanism to encourage and protect dynamic, innovative, creative cadres who dare to think, dare to do, dare to break through, and dare to take responsibility for the common good" and the opinions of relevant agencies, the Politburo concluded as follows:
1. In the process of leading the revolution, our Party and State have always encouraged and promoted the dynamism and creativity of cadres, party members and people of all walks of life in the cause of national construction and defense. After more than 35 years of carrying out the renovation process, our country has achieved many great and historic achievements. These achievements affirm the Party's correct renovation policy, the dynamism and creativity and the efforts of the entire Party and people, including the very important contributions of many generations of leaders and managers with steadfast political will, sharp ability to summarize practices, innovative thinking, the ability to concretize and effectively organize the implementation of the Party's guidelines and policies, and the State's policies and laws.
2. To successfully implement the renovation policy and the Resolution of the 13th National Congress of the Party; creatively apply and develop Marxism-Leninism, Ho Chi Minh Thought, arouse patriotism, national self-reliance and the aspiration to develop a prosperous and happy country, it is necessary to pay special attention to building a team of leaders and managers with sufficient qualities, capacity and prestige, with political mettle, intelligence, exemplary, determined to innovate, be creative, dare to think, dare to do, dare to break through, ready to face difficulties and challenges, always strive to act for the common good. The Politburo requests that Party committees and organizations at all levels pay attention to leading and directing the good implementation of the following policies:
2.1. Raise awareness and strengthen the responsibility of Party committees and organizations, especially leaders, create high unity within the entire Party and consensus in society on the policy of encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to make breakthroughs for the common good; strongly arouse the sense of responsibility, desire to contribute, the spirit of innovation, wholeheartedly serving the people of the cadre team.
2.2. In the process of performing assigned duties and tasks, based on the urgent requirements and demands of practice, encourage cadres to have creative thinking, breakthrough approaches, remove and resolve bottlenecks and knots in mechanisms and policies, focus on issues that have not been regulated or have been regulated but are not suitable for practice, bring practical value and effectiveness, create strong changes, and contribute positively to the common development.
2.3. Proposals for innovation and creativity by cadres must be reported to the head of the Party Committee, government, agency or unit where they work; they must be considered by the competent authority and decided to be implemented or piloted, ensuring that they do not violate the Constitution and the Party Charter. Party Committees, Party organizations, heads and collective leadership of agencies and units must pay attention to supporting resources and creating favorable conditions for cadres to implement them.
2.4. Regularly monitor, inspect, and supervise the implementation of pilot projects on innovation and creativity. Proactively detect emerging problems, promptly encourage, support, and remove difficulties and obstacles, or review, adjust, and make decisions appropriate to the actual situation. Early detection and timely correction of errors and violations.
When a pilot officer fails to achieve or only partially achieves the set goals or encounters risks or damages, the competent authority must promptly identify the objective and subjective causes, make an impartial assessment to consider and handle appropriately. If the implementation is in accordance with the policy, has a pure motive, and is for the common good, then the responsibility shall be considered to be exempted or reduced.
Strictly handle the abuse of policies to encourage and protect cadres to carry out or cover up acts of profiteering, corruption, negativity, and violations of Party discipline and State laws.
2.5. Periodically review, summarize, promote propaganda, and replicate effective pilot, innovative, and creative models and solutions; promptly review and research to institutionalize them into legal regulations, creating a legal basis for replicating those models and solutions. At the same time, commend and reward appropriately; prioritize the arrangement and use of cadres with innovative thinking, breakthrough, creative, and highly effective ways of doing things.
3. Implementation
3.1. Provincial Party Committees, City Party Committees, Party Delegations, Party Executive Committees, Party Committees directly under the Central Committee, and Central staff and support agencies shall study, lead, direct, thoroughly grasp, and concretize the Conclusion.
3.2. The Central Organizing Committee shall preside over and coordinate with the Central Party Office and relevant agencies to monitor, urge and inspect the implementation of the Conclusion, and periodically report to the Politburo and the Secretariat.
This conclusion takes effect from the time of issuance and is disseminated to the Party cell./.
