The Provincial People's Committee has just issued a Notice of Conclusion of the Provincial People's Committee Chairman Le Hong Vinh at the regular Citizen Reception Session in March 2025.
Accordingly, on March 17, 2025, at the provincial citizen reception office, Chairman of the Provincial People's Committee Le Hong Vinh chaired the regular citizen reception session in March 2025. At the citizen reception session, Mr. Dang Van Ba, residing at 265 Le Viet Thuat Street, Hung Loc Ward, Vinh City, requested the competent authority to issue and change the Land Use Right Certificate for his family at plot No. 187, map sheet 06, map 299/TTg; now plot No. 01, map sheet 22, area 120 m2, cadastral map measured in 2009(This land plot is owned by Mr. Dang Van Ba)received the transfer from Ms. Nguyen Thi Thu Hien in 2011; Ms. Hien received the transfer from Mr. Nguyen Ba Ho in 2004. Mr. Nguyen Ba Ho's land plot was assigned by Nghi Loc District People's Committee in 1999 at the location corresponding to plot 122, map sheet 22, cadastral map in 2009. However, when completing the transfer procedures to Ms. Hien in 2004, Nghi Loc District People's Committee issued a Certificate of incorrect location, coinciding with the location of plot number 01, map sheet 22 that Nghi Loc District People's Committee assigned land in 1999 and issued a Certificate of land use rights to the family of Mr. Hoang Manh Hong and Ms. Nguyen Thi Ty in 2011).The citizen has sent many petitions to Nghi Loc District People's Committee and Nghi Phong Commune People's Committee since May 2023, however, it has not been resolved yet.
After listening to citizens' presentations and opinions from relevant departments, branches and localities, Chairman of the Provincial People's Committee Le Hong Vinh concluded:
- Assign Vinh City People's Committee to preside over and coordinate with Nghi Loc District People's Committee to organize inspections and conclusions on the contents of citizens' petitions; have solutions suitable to actual conditions, feasible, and in accordance with the law. Consider and handle responsibilities for organizations and individuals who are irresponsible, causing violations in the issuance of duplicate Land Use Right Certificates, delays in resolving citizens' petitions, and land encroachment (if any). Report the results to the Provincial People's Committee before April 30, 2025.
- Assign the Department of Agriculture and Environment to preside over and coordinate with the Department of Construction to monitor and guide the Vinh City People's Committee in the process of resolving the case.
