After listening to the report and discussion opinions, the Deputy Secretary of the Provincial Party Committee, Head of the Steering Committee concluded:

1. In the first 6 months of 2024, in the context of many favorable and difficult factors intertwined, the Steering Committees at all levels have made efforts, closely followed the tasks, directed the implementation of the emulation movement "Skilled Mass Mobilization" and achieved many positive results, contributing to the completion of the political tasks of the locality and the province. Specifically:

- Party committees and authorities at all levels pay attention to the "Skillful Mass Mobilization" movement, seriously implement Directive No. 05-CT/TU, dated May 23, 2021 of the Provincial Party Standing Committee on promoting and improving the effectiveness of the "Skillful Mass Mobilization" emulation movement associated with the implementation of political tasks of localities and units; build, consolidate and promote many models in all fields. The content of the emulation movement is closely related to reality, meeting the requirements and demands of life, creating trust, support and high consensus of the people. The Fatherland Front and socio-political organizations at all levels closely follow the tasks, promote the role of the organization in implementing the movement. The role of the Steering Committees at all levels is increasingly enhanced. Propaganda work on the "Skillful Mass Mobilization" emulation movement is focused on promoting; Coordination between departments, branches and units is increasingly close.

• The emulation movement "Skilled mass mobilization" in the whole province has made a positive contribution to the recovery and development of the socio-economy. The growth rate of the total product in the province (GRDP) in the first 6 months of 2024 is estimated to increase by 6.76%, ranking 3rd in the North Central region and 26th in the country; State budget revenue in the area in the first 6 months is estimated at 11,897 billion VND, reaching 74.8% of the estimate; local budget expenditure is estimated at 15,078.8 billion VND, reaching 41.8% of the estimate. In the whole province, up to now, 319/411 communes have met the new rural standards, accounting for 77.62% of the total number of communes; 83/319 communes have met the advanced new rural standards; 12/319 communes have met the model new rural standards; 9 district-level units have completed their tasks and met the new rural standards; The One Commune One Product program has been strongly and effectively implemented. The fields of culture - society, ensuring national defense, security, order, and social safety; Party building and government building continue to receive attention, direction and implementation, and have achieved many positive results. Deploying the construction, maintenance and replication of "Skilled Mass Mobilization" models in various fields, many localities have new, creative, practical and highly effective ways of doing things, creating a spread in the community and creating high consensus among the people. In the first 6 months of 2024, continue to maintain and replicate 3,340 models, typically in 2023; 4,494 new models were built, including 3,729 collective models, 765 individual models with 1,212 economic models, 2,298 cultural - social models, 486 national defense - security models, and 507 models for building the political system.

• However, the implementation of the emulation movement "Skilled Mass Mobilization" still has some limitations such as: Some units have not provided instructions on registration and model building in a systematic and timely manner. The selection of content for registration to build a "Skilled Mass Mobilization" model with a large scale and influence is still limited, and registration to build a model in areas with religious people is still rare; The registration to build a "Skilled Mass Mobilization" model in some units is still general, and during the implementation process, lessons have not been learned regularly to replicate the model; The inspection and supervision of the implementation of the "Skilled Mass Mobilization" model is not regular; The propaganda work on the emulation movement "Skilled Mass Mobilization" is sometimes not extensive, timely, and regular; the effectiveness of some models and typical examples is not high, and the spread and replication are not sustainable...

2. Basically agree with the key tasks for the last 6 months of 2024 in the report of the Standing Committee of the Provincial Steering Committee for the "Skillful Mass Mobilization" emulation movement, and at the same time note and emphasize the following contents:

• In terms of direction, the implementation of the emulation movement must be carried out in harmony in two directions, in which it is necessary to listen to feedback and dialogue from the people; absorb initiatives from the grassroots, especially initiatives in implementing the emulation movement "Skilled Mass Mobilization" so that people can see their rights associated with their responsibilities in implementing the movement. At the same time, the "Skilled Mass Mobilization" movement must share the concerns and reflections of the people, concentrate the entire people's forces to create the strength of national solidarity with the goal of successfully implementing the political tasks of the province, locality and unit.

- Regarding the key tasks for the last 6 months of 2024, it is necessary to focus on the following tasks:

+ Strengthen and innovate propaganda work, promptly orient propaganda for press agencies; focus on implementing a press contest to write about typical models and examples of "Skillful Mass Mobilization" in Nghe An province in 2024, urge agencies, units, and reporters to write propaganda articles in various types of press, select and award worthy works and models; raise awareness, role, and responsibility of the entire political system in deploying and organizing the emulation movement "Skillful Mass Mobilization", identifying mass mobilization work as important and the task of cadres, party members, and civil servants of the political system.

+ Review the program set out at the beginning of the year to have a plan to effectively implement the tasks.

+ Continue to direct the consolidation of the Steering Committee for the emulation movement "Skilled Mass Mobilization" at all levels; focus on enhancing the role of members of the Steering Committee at all levels and the role of the Standing Committee of the Steering Committee at all levels in directing the movement.

+ Continue to implement the emulation movement "Skillful Mass Mobilization" in state agencies, authorities, the Fatherland Front, socio-political organizations, and armed forces associated with the political tasks of localities and units, while building, maintaining, replicating, and integrating the "Skillful Mass Mobilization" model in various fields associated with the National Target Programs. Focus on building "Skillful Mass Mobilization" models on building and developing socio-political organizations in FDI enterprises, ethnic minority areas, and religious areas.

+ Continue to promote the role of the Steering Committee of the emulation movement "Skilled Mass Mobilization" at all levels in directing the improvement of quality, promoting the emulation movement "Skilled Mass Mobilization" and the work of government mass mobilization. Direct the grassroots to continue to build, maintain, integrate and effectively replicate the models of "Skilled Mass Mobilization" in all fields.

+ Implement inspection work well, basically integrating with expertise; recognize models and typical examples of "Skilled Mass Mobilization". The Standing Office of the Steering Committee develops a plan, presides over, and coordinates with members of the Steering Committee to establish 1 to 2 delegations to conduct inspections of implementation results in 2024.

+ Direct the grassroots to closely follow Directive No. 05-CT/TU, dated May 23, 2021 of the Provincial Party Standing Committee on improving the effectiveness of the emulation movement "Skilled Mass Mobilization"; Instruction No. 01-HD/BCĐ dated May 23, 2022 of the Steering Committee for the emulation movement "Skilled Mass Mobilization" at the provincial level on building and recognizing models and typical examples of "Skilled Mass Mobilization" in the period 2022 - 2025 for implementation.

+ Summarize and evaluate the results of the emulation movement "Skilled Mass Mobilization" in 2024, commend typical "Skilled Mass Mobilization" models according to regulations. Provincial level commends thematic models and typical "Skilled Mass Mobilization" in 2024 (including 10 collectives and 10 individuals).
