Opening of the Vinh City Party Congress, term 2020 - 2025

Attending and directing the Congress were comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrades in the Provincial Party Committee Standing Committee: Nguyen Thi Thu Huong - Head of the Provincial Party Committee's Propaganda Department; Cao Thi Hien - Vice Chairman of the Provincial People's Council; Bui Thanh An - Head of the Provincial Party Committee's Inspection Committee; Nguyen Nam Dinh - Secretary of the Party Committee of the Provincial Agencies Bloc; Hoang Nghia Hieu - Vice Chairman of the Provincial People's Committee; Ngoc Kim Nam - Head of the Provincial Party Committee's Mass Mobilization Department.

The congress listened to comrade Phan Duc Dong - Member of the Provincial Party Committee, Secretary of Vinh City Party Committee, briefly present the Political Report of the 23rd Vinh City Party Executive Committee, term 2015 - 2020 to the congress.

The report stated that during the past term, Vinh City's economy developed quite comprehensively, becoming the growth engine of the province. The average growth rate in the 2016-2020 period is estimated at 8.62%, higher than the 2011-2015 period. The added value accounts for about 24.6% of the province's total added value; the average added value per capita in 2020 is estimated at 104.95 million VND.

The economic structure shifted in the right direction, the proportion of the service sector in 2020 was estimated at 72.34%; industry - construction increased from 24.80% in 2015 to 26.31% in 2020; agriculture decreased from 1.82% in 2015 to 1.35% in 2020. The total social development investment capital in the period of 2016 - 2020 is estimated at 79,478.8 billion VND.

Annual budget revenue always meets and exceeds the assigned estimate. In 2020, the total budget revenue in the area is estimated at 5,470 billion VND, 1.82 times higher than in 2015. The average added value per capita in 2020 is estimated at 104.95 million VND.

Services have developed quite rapidly and diversified, especially in the fields of trade, tourism, banking and finance, telecommunications and transportation. Industry and construction have grown quite well. Agricultural production and new rural construction have achieved many positive results, contributing significantly to the stability and development of the city.

Investment attraction has been strengthened, many activities have been implemented to promote the image and investment, contributing significantly to socio-economic development. In the past 5 years, 52 projects in the area have been granted investment certificates with a total capital of 7,926.8 billion VND.

The infrastructure system has been invested in quite synchronously; the face of Vinh city has changed positively, becoming more spacious and modern, with new capacity increasing quite clearly. The cultural and social fields have many improvements. The city maintains its leading position in the province's Education and Training sector.

The material and spiritual life of the people has been improved. National defense and security have been strengthened; social order and safety have been ensured. The work of Party building and political system building has been taken care of, consolidated and enhanced, and the effectiveness and efficiency of operations have been improved.

However, the results achieved are not commensurate with a class I urban area; the formation of regional center elements is slow; state management in some areas is still weak; the leadership capacity and fighting strength of some grassroots Party organizations are still limited. 12/29 targets for implementing the Resolution of the 23rd Party Congress have not been completed.

The development orientation in the coming term is to expand and develop Vinh city into a modern, civilized, and prosperous urban area; increasingly affirming its role as a growth engine and solving important tasks of economic development of the province.

Building a smart city, making Vinh city develop rapidly and sustainably, soon becoming the economic and cultural center of the North Central region in the spirit of Resolution No. 26 of the Politburo and Decision No. 827 dated June 12, 2020 of the Prime Minister.

At the Congress, delegates discussed and contributed many opinions to the reports presented to the Congress. The opinions focused on issues related to planning, training, and building a team of source cadres associated with the arrangement and use of cadres; Promoting the study and following of Ho Chi Minh's ideology, morality, and style...

Speaking at the Congress, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged, highly appreciated and commended the results achieved by the Party Committee, government and people of Vinh city in the past term.

The Standing Deputy Secretary of the Provincial Party Committee also suggested that the Congress continue to promote democracy, focus on intelligence, analyze and clarify limitations, shortcomings, and causes, especially subjective causes, to propose solutions to overcome and create faster and more solid progress in the coming time.

To successfully implement the set goals and tasks, comrade Nguyen Xuan Son hopes that in the coming time, the Vinh City Party Committee will continue to lead and direct the promotion of socio-economic development; mobilize resources well to invest in infrastructure development, socio-economic development, and successfully complete the Resolution of the 24th Party Congress.

During the working session on the morning of July 16, the Congress elected the 24th Vinh City Party Executive Committee for the 2020-2025 term. According to the plan, the Congress will elect 40 comrades to the Party Executive Committee for the new term.

Main targets by 2025:

- Value added growth rate in the period 2021 - 2025: 10 - 11%. Economic structure: Industry - construction: 33-34%; services: 65 - 66%; agriculture: 0.5 - 1%.

- Average added value per capita in 2025: 170 - 175 million VND.

- Budget revenue by 2025 in the area reaches: 8,500 billion VND; of which, decentralized city management in 2025: 2,805 billion VND.

- Total social investment capital for the period 2020 - 2025: 130,000 billion VND.

- The rate of trained workers is over 73%, of which the rate of trained workers is 50%. The number of workers with jobs each year is 4,500 people.

- Annual poverty reduction rate: 0.01-0.02%; strive to have the poverty rate in the area below 0.15% by 2025 and sustainably reduce poverty for near-poor households.

- Rate of collected domestic solid waste: 100%; strive for 98% of collected waste to be treated to ensure standards and regulations meeting environmental protection requirements.

- Rate of wards and communes achieving security and order: 80%; annual crime reduction rate is 5%.

- Party Committee, government, Fatherland Front and city organizations: Annually ranked as completing tasks well or better.

- Every year, 90% of grassroots party organizations are classified as having fulfilled their tasks well or better, striving to have no grassroots party organizations classified as having failed to fulfill their tasks.
